Abstract:
America's nuclear energy industry is in decline. Low natural gas prices, financing hurdles, failure to find a permanent repository for high-level nuclear waste, reactions to the Fukushima accident in Japan, and other factors are hastening the day when existing U.S. reactors become uneconomic, while making it increasingly difficult to build new ones. Two generations after the United States took this wholly new and highly sophisticated technology from laboratory experiment to successful commercialization, our nation is in danger of losing an industry of unique strategic importance and unique promise for addressing the environmental and energy security demands of the future.

Abstract:
With exciting economic opportunities and serious environmental challenges, the Arctic is transforming and re-emerging as a geopolitically important region. Major global players within and without the Arctic are paying greater attention to the region. While Russia is a traditional Arctic state with significant economic and security interests in the region, China, the US and the EU have also expressed their Arctic interests more explicitly. They are keen to tap into the economic potential and have a say in the way the region becomes accessed, exploited and governed. As a result, the Arctic is no longer a spatially or administratively confined region, but is instead taking its new form in the midst of contemporary global politics. The globalization and economization of the Arctic will most likely downplay environmentalism and reduce the relative influence of the indigenous people and small Arctic states in Arctic affairs. Arctic governance is also likely to turn more complex and complicated as the economic and political stakes are raised.

Abstract:
Improved technology has led to enhanced oil and gas productivity at lower cost and significant production increases in the United States and Canada, dramatically changing energy perspectives. The shift from energy scarcity toward abundance is requiring new energy policies. The potential for the United States to become a net exporter of oil and gas changes American views of energy dependency. Shifts in global energy demand growth from developed to less developed countries, and especially to the Asia-Pacific region, require understanding of changing global energy trade. American energy will flow to markets where scarcity is the largest. Canada and the United States are reaping the benefits of this new world of oil and gas. Mexico will lag behind unless it addresses its chronic problems. Without reform, Mexico could become a net importer of all its hydrocarbons, a fundamental change from its current status. Responding to these changes will require knowledge, foresight, and strategies that are bold and comprehensive.

Although the threat of “resource wars” over possession of oil reserves is often exaggerated, the sum total of the political effects generated by the oil industry makes oil a leading cause of war. Between one-quarter and one-half of interstate wars since 1973 have been connected to one or more oil-related causal mechanisms. No other commodity has had such an impact on international security.

For the United States and other net importers of oil, the last two years have the dubious distinction of featuring the highest average annual crude oil prices, in both real and nominal terms, since the beginnings of the modern oil industry in the 1860s. Such elevated prices for oil, marked by extreme volatility at times, pose risks to the still-anemic U.S. and global economies, though they have proven a boon to the domestic oil industry and the regions of the country where oil and gas are produced. Still, the U.S. economy is much less affected by changes in oil prices today than it was in the 1970s, for instance, when the first modern oil crises wreaked havoc on the national economy. Understanding how oil prices affect the economy of the United States is crucial to sensible domestic policymaking. The consequences of today's relatively high oil prices, for instance, vary tremendously across the country's geographic regions, economic sectors, and population segments. Pinpointing the exact dynamics at play, as well as measuring their magnitudes, is difficult to do with precision. But several decades of research have yielded critical insights. These findings can help inform policy decisions in realms as diverse as economic sanctions, strategic petroleum reserve releases, and gasoline taxes, limiting any negative implications their effects on oil prices might cause to the broader economy and maximizing their potential benefits

Abstract:
Oil Production Growth is Global. Global oil output capacity is likely to grow from 93 million barrels per day today to 110 million barrels per day by 2020—the largest increase in a single decade since the 1980s. The surge in oil production capacity will occur almost everywhere, with the largest increases in Iraq, the United States, Canada, Brazil, and Venezuela. United States Will Experience Unprecedented Output. Technological advances will increase the production of “unconventional” oil in the United States, which is in the midst of a shale boom. The Bakken/Three Forks formation in North Dakota alone has as much untapped shale/tight oil as a Persian Gulf country. Oil Prices May Collapse. If oil prices remain at or above $70 per barrel, investments will sustain the 20 percent increase in oil production capacity by 2020. However, world demand is sluggish due to the lagging economy and focus on energy efficiency. If these trends continue, we could see a significant dip—or even a temporary collapse—of oil prices. Shifting Market Has Geopolitical Consequences. While the Western Hemisphere could become oil self-sufficient by 2020, Iraq's oil output will also substantially increase as it stabilizes. China may escalate its competitive and political influence in the Persian Gulf and other oil-producing hotspots, including Canada, Venezuela, and possibly the United States. Oil Boom Must Trigger Environmental Action. Enforcement of environmental regulation and major investment in emission-reducing technologies must accompany the development of unconventional oil. Without this balance between industry and environmental interests, new oil production projects will be stymied or delayed.

The bulk of the world's proven oil reserves are concentrated in places that are hostile to the West, unstable or a combination of the two. Since the US is the world's largest importer of oil, concerns about energy security have long simmered in Washington. On top of this, global oil prices have hit new highs in recent years and remained persistently strong. This adds to anxieties about the security of energy supplies and places a burden on the US economy. The shrinking Arctic ice cap is creating unprecedented geophysical change in the circumpolar region, a trend that is very likely to continue. Together, this “great melt” and the delineation of extended national economic zones afford increased access to economic resources in the Arctic Ocean. Intense activities in commercial, investment, diplomatic, legal, scientific and academic sectors abound in the new Arctic, but the region's long-term significance is only gradually penetrating North American public consciousness. Media reports such as the recent, virtually ice-free trans-polar transit of a Chinese icebreaker through the Russian Northern Sea Route, or the transit of the Northwest Passage by a large cruise ship, are only the tip of the proverbial economic iceberg. In preparing for the commercialization of the Arctic Ocean, Canada and the United States, as major nations bordering the Arctic, face enormous opportunities in protecting economic and environmental interests; however, a number of challenges impede the fulfillment of this vision.
