Abstract:
What might be the impact of a worsened German-US relationship on NATO transformation, which foremost concerns NATO enlargement and the streamlining of NATO capabilities? This piece discusses the problems in current US-German relations, and how they may play out within the European theatre itself. The argument shall be made, that the isolation of Germany in NATO and EU has been evolving for months. The paper will highlight the particular challenges Germany faces as key regional player to help transform NATO, given further enlargement, which will – in all likelihood - enhance the number of US friendly member countries.

In recent years the relationship between the European Union and the United States has become increasingly contentious. The principal European critique laments what many Europeans see as America's blatant disregard of global norms and what Chris Patten, the EU's External Affairs Commissioner, has labelled America's "neuralgic hostility to any external authority over its own affairs". In its rejection of the Kyoto Protocol and the establishment of an International Criminal Court, its reluctance to pay its dues to the United Nations, and its eagerness to scrap the Anti-Ballistic Missile Treaty, Europeans often see America as lurching towards a unilateralist stance based on America's military preponderance, whilst multilateral organisations, legal conventions and international norms are pushed aside.

Most Americans see the regime of Saddam Hussein as a major threat to regional and international security that must be thwarted, even if that means threatening or even using military force. If Saddam were to acquire nuclear weapons, they fear, he would seek to use them to dominate the Middle East, possibly invading his neighbours as he has in the past and perhaps deterring the United States from stopping him. His nuclear, biological or chemical weapons, moreover, might end up in the hands of Islamic terrorists who would show no compunction about using them against the United States, or Saddam himself might do so out of a thirst for vengeance. Whereas failure to act in Iraq would make a mockery of the United Nations Security Council and international law, a decisive action to topple Saddam would liberate the Iraqi people, allow the United States to lift sanctions on Iraq and withdraw its forces from Saudi Arabia, and perhaps make progress toward a freer and more democratic Middle East.

Macedonia's 15 September 2002 election suggests the country may have turned a corner on the road to stability. Widely anticipated fraud and violence mostly did not materialise. Unlike in neighbouring Kosovo a few weeks later, a cross section of voters from all ethnicities streamed to the polls. They elected a government that has embraced the Framework Agreement brokered by the European Union (EU), the U.S. and NATO at Ohrid in August 2001 to end the incipient civil war and that has pledged to manage inter-ethnic issues through consensus, not simply division of spoils, to overhaul the scandal-plagued “Lions” security unit, and fight massive, endemic corruption.

Assistant Secretary of State Elizabeth Jones was in Ankara Monday to discuss foreign policy issues including Iraq with her Turkish counterparts. Interestingly, Iraq's vice premier Tariq Aziz visited Ankara yesterday for the same purpose. These trips come at a crucial time as Washington prepares for a confrontation with Saddam Husayn. While prepared to stand with its close NATO ally the United States, Turkey remains uneasy about several issues.

Abstract:
European NATO countries have been spectators to the debate about defending the US against ballistic missile attacks. While there have been national differences in Europe's reactions to the national missile defence (NMD) programme, it is obvious that most Europeans don't like it. The French seem somewhat more convinced than others that missile defence is inherently foolish and unworkable. Some British experts seem to insist more than others that any programme that might undermine NATO's nuclear deterrence and strategic unity should be avoided. And perhaps Germans, more than others, worry about perceived dangers to the ABM and other arms control treaties, and generally about relations with Russia. Most Europeans at present believe that US defence against long-range ballistic missiles is a slap in the face for Russia, a dangerous provocation for China and an inadequate response to the proliferation of weapons of mass destruction (WMD) and missile technology.

The question of whether and how to expand the North Atlantic Treaty Organization's (NATO) membership is one of the many important U.S. foreign policy issues that must be seen in a new light following the September 11 terrorist attacks. Prior to those attacks, there were strong indications coming from Washington that the Bush administration was planning to support a wide enlargement, notwithstanding strong opposition from Russia and from longstanding domestic opponents of the process. Many of those opponents will now argue even more forcefully that NATO enlargement should be put off or stopped altogether, particularly because Russian cooperation in the war on terrorism is now so crucial.

The United States and its allies face a diverse set of challenges to collective security. These include regional or state-centered threats (such as regional aggressors); transnational threats (including terrorism, international crime, drug trafficking, and illicit arms trafficking); the proliferation of weapons of mass destruction and their means of delivery; and the spread of dangerous technologies (including non-safeguarded, dual-use technologies). Additional challenges include threats to the environment and public health (e.g., new infectious diseases), and from foreign intelligence collection, failed states, and other states that tolerate or actively engage in human rights abuses, ethnic cleansing, or acts of genocide that can endanger regional stability by sparking civil wars and refugee crises.
