Abstract:
Afghanistan will undergo three major transitions in 2014: from a Hamid Karzai-led government to one presumably headed by another president following the 2014 election; from a U.S.-led to an Afghan-led counterinsurgency; and from an economy driven by foreign expenditures on military support and assistance to one more reliant on domestic sources of growth, as the United States and other countries reduce their presence. The United States and its allies will need to shape each of these transitions in ways that safeguard their interests.

The current turbulent global landscape recalls past key transition points in history such as 1815, 1919, 1945, and 1989, when the path forward was not so clear-cut and the world faced the possibility of very different global futures. As the US National Intelligence Council suggested in its landmark 2012 report, Global Trends 2030: Alternative Worlds, the transatlantic community is entering a new era in history that will pose a very different set of challenges and offer unprecedented opportunities. If it is to survive, the NATO Alliance must navigate this crucial period by fundamentally reconsidering its place in the global landscape as well as its future roles, missions, and functions from a strategic, long-term perspective. The world is changing rapidly, and if NATO does not adapt with foresight for this new era, then it will very likely disintegrate.

Abstract:
Defined as operations other than war, stability operations were, for the entire history of the United States military, considered a dangerous distraction if not an outright drain on combat resources. Nonetheless, American troops are now deployed far more often for stability operations than for conventional war. In 2005, the U.S. Department of Defense reversed its traditional stance on stability operations, elevating them to a primary mission alongside more conventional offense and defense goals. Jennifer Morrison Taw argues that this action represented a revolutionary change with significant implications on U.S. foreign policy. Through a detailed examination of the accompanying adjustments to U.S. military doctrine and adaptations in force preparation, Taw connects the elevation of stability operations to the far-reaching, overly ambitious American preoccupation with managing international stability. She also shows how the DOD's decision reinforced and exacerbated domestic politics that already had reduced civilian agencies' capabilities while fostering an unhealthy overreliance on the military.

“Red China’s sub fleet can prove a major threat to American ships,” wrote Albert Ravenholt for the Chicago Daily News Service in 1964, referring to Mao’s underwater menace to American naval forces assembling in the South China Sea off the coast of Vietnam. The communist submarines, supplied by the Russians, were stationed on Hainan Island, at the southernmost tip of the Chinese mainland, across the Gulf of Tonkin. At the time, China was estimated to have between 30 and 40 in operation, the fourth largest fleet after the U.S.S.R, the United States and Great Britain. Nearly 48 years on, much has changed and yet much continues on the same trajectory. When Ravenholt, who set about becoming a reporter in Shanghai in the 1940s during the Second Sino-Japanese war, died at the age of 90 in 2010, China remained Red, even though its ideological hue had turned arguably more nationalistic after three decades of rising prosperity. China has modernized its military in tandem with its economic growth. It has committed itself to significant military spending, endeavouring to catch up to the West’s technological prowess by building advanced precision-guided munitions, anti-satellite and cyber-warfare capabilities. Last year, it unveiled the Chengdu J-20 stealth fighter jet, which is expected to go into service in 2017-19. It has also set up a land-based anti-ship missile system to limit the ability of other nations to navigate freely in regional waters, including those around the disputed Paracel and Spratly Islands, which it estimates may contain the world’s fourth largest reserve of oil and natural gas.

Strategy is oriented towards the future. It is a declaration of intent, and an indication of the possible means required to fulfil that intent. But once strategy moves beyond the near term, it struggles to define what exactly it intends to do. Part of the problem is generated by the conceptual shift from what current NATO jargon calls 'military strategy' to what the United States calls 'grand strategy' (and which other states, as the US once did, have come to call 'national strategy'). The operational plans of military strategy look to the near term, and work with specific situations. Grand strategy, on the other hand, can entertain ambitions and goals which are more visionary and aspirational than pragmatic and immediate. It is as much a way of thinking as a way of doing. By using the same word, strategy, in both sets of circumstances, we create an expectation, each of the other, which neither can properly fulfil. The shift from 'military strategy' to 'grand strategy' is particularly fraught: it suggests that the latter, like the former, is underpinned by an actionable plan. If strategy is a matter of combining means, ways and ends, what are the ends towards which a state, nation or group is aiming when it cannot be precise about the future context within which its means and ways are being applied? Answering that question is the central conundrum of grand strategy, and being able to do so sensibly is correspondingly more difficult the more extended the definition of the future which grand strategy uses.

Six years have passed since the publication of Field Manual (FM) 3−24, Counterinsurgency. Embraced by sections of the military and civilian defense community seeking a fresh approach to the conflict in Iraq, the new field manual gained a political significance and profile unlike previous doctrinal publications. When General David Petraeus was able to incorporate some of the manual's core precepts into the new U.S. strategy for Iraq, and casualties and instability in Iraq declined over the following few years, both counterinsurgency doctrine and the people associated with it gained unprecedented influence.
