The White House has loosened export restrictions in a number of high-technology sectors, setting a trend which is likely to be followed by the next administration. Tight export controls on high-tech products have become an expensive luxury that the United States can no longer afford. The liberalisation of remaining controls is therefore set to continue, whatever the partisan composition of the next Congress and the next administration.

WTO members are unlikely to reach agreement on radical changes, at least in the short term. At most they may conclude an accord which reaffirms both the principle of consensus and the need for Green Room meetings, and which gives the director-general a role (possibly informal) in ensuring that efficiency is balanced by other considerations. However, an agreement on institutional changes will have little impact on prospects for launching a new trade round. Such prospects will continue to depend on whether members can develop an agenda that all believe will serve their national interests.

Abstract:
Inflation has begun to accelerate throughout the OECD-area, mainly as a result of higher oil prices. The increase comes from a low base and official forecasts suggest that the price outlook is generally benign. However, a further tightening of monetary policy in order to contain inflation at these low levels is now probably the most important threat to asset market valuations and the continued expansion of the global economy. Product market liberalisation, globalisation and the advent of the internet have brought real and lasting changes in pricing behaviour that will not disappear with a global upturn. These trends have been reinforced by improvements in the operation, credibility and effectiveness of national monetary policies. Nevertheless, historical experience suggests that inflationary pressures could accelerate rapidly as the major economies enter their first period of coincident growth since 1988-90. The result is likely to be tighter monetary policy rather than permanently higher inflation and long-term interest rates.

The current bubble in 'technology stocks' has led to official concern about over-enthusiasm by investors and the banking consequences of a sudden price collapse. The first signs of the long awaited shift emerged last week, as investors shifted from fashionable technology, media and telecoms (TMT) stock back into traditional 'old economy' blue chips. Capital flooding in from Europe and Japan to the United States has been attracted to booming markets led mostly by these stocks. The rest of the market (misleadingly known as the 'old economy') has risen comparatively little.

Headlines in recent weeks have been filled with news of earthquakes. From Turkey to Taiwan, tectonic plates have been shifting leaving toppled buildings, trapped victims, and homeless survivors in their wake. In the last decade of the twentieth century, other less visible but equally powerful seismic shifts have also taken place. The tectonic plates of the world's political, security and economic systems have shifted dramatically. The end of the Cold War, the creation of a global, capitalist economy, and the emergence of the United States as the world's only superpower—these and other seismic shifts have toppled the dangerous but stable bipolar international system that had endured for nearly fifty years. Power structures, relations among states, international institutions, and international norms have changed in fundamental ways.

Abstract:
This working paper looks at the changes that have taken place in North America in foreign direct investment (FDI) after NAFTA. The first part analyses the regime defined in the treaty. The main four principles of this regime are: "national treatment", the prohibition of performance requirements for investors, a more liberal norm for foreign ownership of firms, institutional procedures for the solution of disputes. The rule of origin is identified as the most important measure for non-North American investors. The second part offers an empirical evaluation of changes in FDI flows during the first five years of NAFTA. It compares that period with the five years previous to the implementation of the agreement. The findings show a significant increase in FDI going to Mexico, Canada and the United States. At the same time, there have been changes in the distribution of these flows within the region. More FDI is going now to the United States than to Mexico, and investments between Canada and the U.S. are growing at a higher rate than those between Mexico and the U.S. The paper also identifies different patterns between Mexico and Canada. The increases in Canadian investments suggests that Canadian multinationals are adapting their strategies to the new conditions created by NAFTA.

Abstract:
The large-scale corporation is at the core of the process of introducing new technologies, developing new organizational and managerial methods, and commercializing new products and services – in plain English, of creating the wealth of nations (Chandler et al. 1997). The manner and extent to which corporations will promote a country's economic and social development depends largely on how well the institutions of the market, on the one hand, and of government, on the other, work together in that country. Modern history suggests that such firms emerged and evolved differently in various economic, political, and social settings. Many thought that trade opening, capital market liberalization, and the convergence in consumers tastes and economic ideologies would lead to a convergence in the forms of organizing, managing, and financing business activity. Nonetheless, even in OECD countries, globalization has not brought about the expected convergence of institutions towards a unique model of interrelations between business, governments, markets, and the society at large. This outcome strengthens the hand of those arguing that purely economic, technological, or legal explanations fail to explain the contours of big business and their behaviours. This is almost a truism in all countries, but it appears particularly challenging in analyzing changes in emerging countries undergoing a series of deep economic, political, and social transformations.

659. Transatlantic Issues in Electronic Commerce

Abstract:
The global and dynamic e-commerce marketplace will increasingly impact the nature of national and international economic and government relations. This paper highlights three areas where the United States and European Union (EU) governments differ in their approaches as to how best to serve their domestic constituencies: treatment of trade flows, approach to tax regimes, manner of protecting personal data. Because the Internet marketplace is global but policy jurisdictions remain local, policy conflicts can develop. Policymakers on both sides need to harness technology and promote incentives for the private sector to help solve problems caused by the jurisdictional overlap. In addition to cross-border jurisdictional overlap, problems within a country can develop from issue convergence and policy overlap. That is, because the e-commerce marketplace is so integrated, the policy toward handling one issue, even within the national context, has implications for the policy set that is available to policymakers on other issues. Therefore, policies within a country must be more carefully meshed with each other with an eye toward consistency in the face of the forces of electronic commerce..

660. Inflation, Monetary Transparency, and G3 Exchange Rate Volatility

Short-term volatility in G3 bilateral exchange rates has been a fact of life since the beginning of the post-Bretton Woods float. It has been established, surprisingly, that this volatility is not only disproportionately large relative to the variation in relative macroeconomic fundamentals of Germany, Japan, and the United States, but is in fact largely unrelated to them. The apparent disconnect between fundamentals and dollar-yen and dollar-euro exchange rate fluctuations has led to perennial complaints about persistent exchange rate “misalignments,” and their real effects on the G3 (and other) economies, giving rise in turn to recurring proposals for government policies to limit this volatility. The idea that volatility reflects nothing more than the (perhaps rational, certainly profit-seeking) behavior of foreign exchange traders seems to give justification for a policy response. Yet, the disjunction between macroeconomic expectations and the volatility seems to indicate as well that some deviation from domestic monetary policy goals would be necessary to intervene against exchange rate swings.
