Abstract:
I have been asked to help set the stage for this conference by looking at the broader issues that can address the issue of A World with No Axis? International Shifts and their Impact on the Gulf. I have spent enough time in the Gulf over the years to know how often people have strong opinions, interesting conspiracy theories, and a tendency to ignore hard numbers and facts. We all suffer from the same problems, but today I'm going to focus as much on f act s and numbers as possible. I'm only going to select only a portion of the key trends and numbers involved in my oral remarks , but I will leave the conference with a much longer paper that lists a fuller range of such data. This paper that will also be on the CSIS web site, along with a series of very detailed papers on the military balance in the Gulf. Abstract:
It now seems unlikely that the P5+1 countries of the United States, Russia, China, the United Kingdom, France, and Germany can reach a comprehensive agreement with Iran by the end of November. A final agreement remains a possibility, but it seems far more likely that if an agreement is not reached, the negotiations will be extended rather than abandoned all together. The question then arises as to how to judge the outcome of this set of negotiations, be it an actual agreement, an extension, or the collapse of the negotiations.

Abstract:
Recently there has been a lot of attention given to the “Possible Military Dimension” of the Iran Nuclear Program, in particular concerns over Iran's ballistic missile program and its nuclear delivery capability. Iran's potential acquisition of nuclear weapons, and future ability to arm its missiles and aircraft with such weapons, represents the most serious risk shaping US, Arab, Israeli, and EU relationship with Iran. It is also an area where the exact details of threat perceptions are particularly critical, although many key aspects of Israeli, US, and G ulf perceptions – as well as the perceptions of other states – are impossible to determine at an unclassified level.

Abstract:
Two important issues are testing relations between the United States and its allies in the Gulf: democratic transitions in the Arab world and regional security. Their outcome will either strengthen or disrupt what has been a long-term partnership. The United States and its Gulf allies are well into their second year of reacting to, and attempting to influence, the rapid political change in the Middle East and North Africa, but their efforts are informed by differing motivations. Meanwhile the looming threat of Iran attaining nuclear weapons has brought greater urgency to efforts to enhance Gulf security, but also some disquiet in the Gulf about any possible US deal with Iran that would serve global non-proliferation interests but threaten their vital regional security interests.

In President Barack Obama's first term, his administration withdrew US forces from Iraq, ratcheted up pressure to thwart Iran's nuclear ambitions, began the adjustment to relations with post-authoritarian governments in Arab countries including Egypt, struggled with how best to handle an increasingly bloody rebellion in Syria, and attempted to restart diplomacy on the Israeli/Palestinian problem. At the beginning of his second term, US interests are at significant risk as the region continues to undergo profound changes, and Arab and European allies are asking for greater US engagement. The region also presents the United States with unanticipated opportunities, such as the development of Arab democracies and a reduction in Iranian influence. The challenge facing the United States is how to lead without dominating, and how to protect and promote US interests without absolving other actors of responsibility. Thus, the task for this administration is to develop a strategy: to match the president's positive rhetoric with meaningful follow-up in terms of diplomacy, assistance, and security cooperation.

Abstract:
Japan and NATO are now partners on the international security scene, but they used to live in different worlds with little interaction between the two. The Cold War, as seen from Washington and Moscow, was undoubtedly a global conflict. Yet, in many respects, it was still regional in nature: United States allies in Europe and Asia faced different sets of threats and challenges which, more often than not, evolved separately. It is, therefore, hardly surprising that relations between Japan and NATO did not develop during the Cold War, though both were US allies, sharing fundamental values and facing the Soviet Union as a common threat. Indeed, during the Cold War period NATO as an alliance had no substantial relationships with non-members, nor did it see the need for partnerships. This was largely because there was no reason for it to seek external help in achieving its core mission of defending the Allies.

This document describes the composition and placement of U.S. and other Western combat and advisory forces in Afghanistan down to battalion level. It includes the following categories of units: maneuver (i.e. infantry, armor, and cavalry) units, which in most cases are responsible for advising or partnering with Afghan troops in particular districts or provinces; artillery units; aviation units, both rotary and fixed-wing; military police units; most types of engineer and explosive ordnance disposal units; and "white" special operations forces. It does not include "black" special operations units or other units such as logistical, transportation, medical, and intelligence units or Provincial Reconstruction Teams.

Abstract:
The new US strategic guidance released in January 2012 represents a hallmark of US President Barack Obama's foreign policy and forms integral part of the so-called “Pivot to Asia”. However, rather than a radical departure from the past, the strategic guidance represents an evolution and extension of US foreign policy towards the region, envisaging the reallocation of American military assets from Europe to the Asia-Pacific. The implementation of the guidance strategy is a long-term and complex process: several challenges, tensions and frictions between the US and regional actors may hamper the implementation of the policy and will require a delicate balancing act in which China will play a key role. On the European side, the US shift should be seen as an opportunity to review the European Security Strategy and elaborate its own strategy towards Asia.

Abstract:
For the past two decades the United States, a country with a strong tradition of limited government, has been pursuing a widely popular initiative that requires one of the most ambitious expansions of government power in modern history: securing the nation's borders against illegal immigration. Congress and successive administrations— both Democratic and Republican—have increased the size of the Border Patrol from fewer than 3,000 agents to more than 21,000, built nearly 700 miles of fencing along the southern border with Mexico, and deployed pilotless drones, sensor cameras, and other expensive technologies aimed at preventing illegal crossings at the land borders. The government has overhauled the visa system to require interviews for all new visa applicants and instituted extensive background checks for many of those wishing to come to the United States to study, travel, visit family, or do business. It now requires secure documents—a passport or the equivalent—for all travel to and from the United States by citizens and noncitizens. And border officers take fingerprints and run other screening measures on all travelers coming to this country by air in order to identify criminals, terrorists, or others deemed to pose a threat to the United States.

30. Defining U.S. Indian Ocean Strategy

Abstract:
In the past few years, the Indian Ocean has emerged as a major center of geostrategic interest. The Pentagon's 2010 Quadrennial Defense Review (QDR) set the tone by calling for a more “integrated approach to the region across military and civilian organizations” and asking the rest of the U.S. government for an assessment of “U.S. national interests, objectives and force posture implications,” which the National Security Council is now undertaking in preparation for the next National Security Strategy report, expected in 2012. Key U.S. allies have also elevated the Indian Ocean in their strategic planning documents. Australia's 2009 Defence White Paper, for example, noted that “over the period to 2030, the Indian Ocean will join the Pacific Ocean in terms of its centrality to our maritime strategy and defence planning.” Japan's 2011 National Defense Policy Guidelines stipulated that “Japan will enhance cooperation with India and other countries that share common interests in ensuring the security of maritime navigation from Africa and the Middle East to East Asia.”
