Abstract:
Anniversaries are a typical time to take stock and think about change. The United Nations (UN) roller coaster ride has been severe in the post-Cold War era – from the euphoria surrounding Security Council decision-making to use military force against Iraq in 1990-1991 when "renaissance" was the common multilateral refrain, to the current morass after severe divisions over the decision by the United States (U.S.) and United Kingdom (UK) to go to war in Iraq in 2003 with a return to the "dark ages" of unilateralism.

Abstract:
The Nuclear Nonproliferation Treaty (NPT) was concluded at the end of the 1960s, a decade which saw the drama of the Cuban Missile Crisis, the height of the nuclear arms race between the superpowers, and the entry of France and China into the club of countries that had tested nuclear weapons. The basic bargain underlying the NPT allows countries to surrender their right to develop nuclear weapons in return for access to international assistance in civilian nuclear technology. Five countries (the United States, the Soviet Union, the United Kingdom, France, and China) that had tested nuclear devices before 1 January 1967, were conferred the status of Nuclear Weapon State (NWS) by Article IX. All other signatories (Non Nuclear Weapon States or NNWSs) pledged to abjure the development and diffusion of nuclear weapons technology.

Over the past six months, the Bush administration has upgraded its budding “strategic partnerships” with Japan and India. Along with the steady “special relationship” with Great Britain, what is beginning to emerge is a global coalition system—it is too soon to call it a true alliance—for the post–Cold War world. Much work remains to be done to translate the expressions of similar political interests and values into usable military strength. Still, the prospects for expanding the number of genuine “stakeholders” in the Pax Americana are quite bright.

In reelecting George W. Bush, Americans voted to continue foreign policies often caricatured at home and abroad as militaristic, expansionist, and unilateralist. The question is why a majority of voters backed Bush in the face of these charges. Does the Bush Doctrine, which urges the transformation of the political order in the greater Middle East and the broader international order in ways that defend and promote human freedom, constitute a radical break in the practice of American statecraft? Or is the Bush administration's approach—and the general public's acceptance of it—better explained by the “strategic culture” of the United States, the precepts of which can be traced through the history of U.S. foreign policy to the founding of the republic?

There is widespread recognition that the struggle against international terrorism relies heavily on the cooperation of our partners and allies. The National Security Strategy (NSS) of the United States declares that the U.S. will hold partners responsible for doing their part in the struggle -- including efforts to stem the proliferation of weapons of mass destruction and trafficking of illicit drugs -- but admits that weaker nations may not be able to fulfill that responsibility. That strategy and other subordinate strategies call for U.S. assistance to those states that lack the capacity to counter effectively those threats. This places foreign assistance and building partner and allied security capabilities at the center of the struggle against terrorism and related transnational threats.

Abstract:
The Brussels Conference on “Topics in Terrorism: Toward a Transatlantic Consensus on the Nature of the Threat” was the first of three conferences whose principal purpose was to explore specific themes associated with the world-wide effort to cope with and counter the threat of terrorists. Held in three different European capitals (Brussels, Vienna, and Budapest), the conferences drew on divergent presenters and audiences. Each conference convened subject-matter experts from the United States and Europe with the express intent of considering various perspectives on some of the most difficult challenges facing the transatlantic community. While reaching a consensus on each of the major topics would certainly have been a desirable outcome, where a consensus proved elusive, a major objective was to gain a better understanding of the divergent views and the rationale that underpins those views.
