Abstract:
The collection, retention, manipulation, exchange and correction of personal data in Europe have once again become a matter of substantial interest. The last time the use of data constituted an important political issue in Europe, in the 1970s, the result (at the European level) was the Council of Europe's Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data, which opened for signature in 1981. This Convention, to which all EU member states are party, still sets the standard for data use in Europe.

Abstract:
The longstanding US security network of bilateral alliances in the Asia–Pacific, also known as the 'San Francisco System', has reached a historical crossroads. Its purpose is becoming more questionable as the United States, its allies and friends and other key Asian security actors engage in an increasingly complex set of regional security relationships. This paper argues that while the San Francisco System will not be dissolved over the near-term, it must adapt to rapidly changing structural and politico-economic conditions in the region if its utility is to be sustained and its eventual conversion into a more relevant and effective network of Asia–Pacific order-building. It argues that 'alliance mutuality' is the essential element in any such conversion process.

It has become commonplace to accept that security is a 'contested concept'. How contested, however, seems to be what is at stake for critical approaches to security. With the US Congress poised to ask for a National Intelligence Estimate on the security impacts of human-induced climate change; with terrorism, people movements and disease the focus of national security policy; and with various conceptualisations of human security informing national policy and new global norms, we are well into the 'broadening and deepening' phase once seen as revolutionary. At the same time, state-centric discourses of security remain very powerful, and global patterns of insecurity, violence and conflict are getting more destructive and uncontrollable.

Abstract:
The use of military force to halt or reverse nuclear proliferation is an option that has been much discussed and occasionally exercised. In the 1960s, for example, the United States considered destroying China's nuclear program at an early stage but ultimately decided against it. More recently, the key rationale for the invasion of Iraq in 2003 was the threat posed by Iraq's suspected inventory of weapons of mass destruction (WMD). Although significant evidence of WMD was not found in the Iraq case, the potential utility of military force for counterproliferation remains, particularly in the case of Iran. The possibility of military action against Iranian nuclear facilities has gained prominence in the public discourse, drawing comments from journalists, former military officers, and defense analysts. This makes the Iranian nuclear program a potential test case for military counterproliferation.

Following the inauguration of the Bush administration in 2001, South Korea and the United States entered into a period of dissonance and even mutual repugnance. It began with differences in North Korea policy in 2001, and expanded into other areas. The Bush administration's mismanagement ignited a surge of anti-Americanism in South Korea, which in turn led to a round of Korea-bashing in the United States.

The beginning of 2007 offers a conflicting picture of the global economy for those trying to discern trends, challenges and opportunities. Concerns about energy security and climate sustainability are converging — finally bringing consensus in sight on the need for action in the United States. But prospects for breaking the global stalemate are still years away. Though some developing countries are succeeding in bringing hundreds of millions out of poverty, too many are still mired in a doom spiral of conflict, poverty and disease— despite the entry of new philanthropists, advocates and global corporations into the field of development. China's projected 9.6 percent growth rate is sending ripples to the farthest reaches of the planet—creating opportunities but also significant risks. The United States remains in the “goldilocks” zone, but this is premised on continued borrowing from abroad at historically unprecedented rates while many Americans fret about widening inequality and narrowing opportunity. While the United States concentrates on civil war in the Middle East, most leaders in the region are preoccupied with putting an outsized cohort of young people to work and on the road to becoming productive citizens.

Abstract:
Even as the United States is preoccupied with how to stabilize and withdraw from Iraq, it risks missing another important opportunity to promote democracy in the Middle East. Among Arab countries Egypt is uniquely positioned to make a transition from authoritarian rule to a more liberal system and eventually to democracy. A looming presidential succession in Egypt makes such changes more feasible. But after several years of modest reforms, the Egyptian government is now backtracking and enshrining illiberal measures in its revised constitution. The United States faces a critical decision about whether to pursue reform seriously with Egypt or to abandon the project of promoting Arab democracy, at least for now.
