Abstract:
September 11, 2001, reshaped international relations and had a profound impact on the strategic equation in Colombia. The challenge of what U.S. Secretary of Defense Donald Rumsfeld called “draining the swamp” of terrorism with global links resonated deeply in Bogotá and among the insurgent forces: the Revolutionary Armed Forces of Colombia (Fuerzas Armadas Revolucionarias de Colombia — FARC), the National Liberation Army (Ejército de Liberación Nacional — ELN), and the paramilitaries, among them, the United Self- defense Forces of Colombia (Autodefensas Unidas de Colombia — AUC). Though these groups already appeared on the U.S. State Department's list of terrorist organizations, as of 9/11 they formed part of a broader international threat assessment. Two weeks into 2002, an ill-conceived “peace process,” initiated by President Andrés Pastrana with the FARC in 1999, was r esuscitated at the last minute before an impending military offensive by the government against the FARC was started. President Pastrana, “risking all for peace,” had extended himself, his negotiators, and his government's credibility as far as he could for three years — with nothing to show for such extensive efforts other than his administration's and the Colombian citizens' frustration and virtual surrender to the FARC of national sovereignty over a demilitarized zone ( despeje ) the size of Switzerland, located in San Vicente del Caguán, an area south of Bogotá.

Abstract:
The Institute for National Strategic Studies (INSS) held its annual Pacific symposium on “Asian Perspectives on the Challenges of China” at the National Defense University in Washington on March 7 and 8, 2000. This event brought together representatives of the policy community and academe from Australia, the People's Republic of China, India, Japan, the Republic of Korea, Singapore, Thailand, and the United States. It focused on how perceptions of China influence defense and foreign policies in key nations of the Asia- Pacific region, how the likely course of developments in China might affect the future policies of countries in the region, and how such changes might impact on their security relations with the United States.

73. The Strategic Implications of a Nuclear-Armed Iran

Abstract:
Scholars and other spcialists on Iran have argued about that country's political intentions and strategic amibitions since the overthrow of Shah Mohammed Reza Pahlavi and the establishment of the Islamic Republic of Iran in 1979. In the 1980s Iran's efforts to export its revolution and support international terrorism raised the question of whether a moderate Islamic republic that was able to deal with the West could ever exist. The death of the Ayatollah Khomeini in 1989 and the succession of Ali Hashimi-Rafsanjani as president raised new issues for the 1990s. As the European and American oil and investment communities considered the race to open Iran commercially, scholars and diplomats debated Iranian efforts to recover from nearly a decade of war and revolution. They compared the merits of the European approach of initiating critical dialogue with the U.S. policy of containing and isolating Iran. Neither approach seemed to have much impact, both conceded, and Iranians continued to sort out their domestic political agenda and to decide how best to protect their strategic and national interests. The U.S. Government, for example, tried to estimate how much time and money Iran would need to modernize its military and to acquire new weapons systems despite projected low oil prices and the country's need to rebuild its damaged and neglected civilian and industrial infrastructure.1 The assumption underlying the U.S. projections was that Iran would be pursuing weapons of mass destruction, especially nuclear technology and longrange missile systems.

Abstract:
Since its independence in 1948, and indeed even in prior times, Israel's rights to sovereignty in Jerusalem have been firmly grounded in history and international law. The aftermath of the 1967 Six-Day War only reinforced the strength of Israel's claims. Seven years after the implementation of the 1993 Oslo Agreements, Prime Minister Ehud Barak became the first Israeli prime minister to consider re-dividing Jerusalem in response to an American proposal at the July 2000 Camp David Summit. The December 2000 Clinton Plan attempted to codify Barak's possible concessions on Jerusalem. Yet they proved to be insufficient for PLO Chairman Yasser Arafat, leading to a breakdown in the peace process and an outburst of Palestinian violence with regional implications. At least the failed Clinton Plan did not bind future Israeli governments or U.S. administrations, leaving open the possibility of new diplomatic alternatives. Only by avoiding premature negotiation over an unbridgeable issue such as Jerusalem can the U.S., Israel, and the Palestinians stabilize the volatile situation that has emerged and restore hope that a political process can be resumed in the future.

Abstract:
U.S. opposition to creating a permanent international criminal court arises from unwarranted fears that U.S. officials might be wrongly prosecuted. Opposition also rests on a mistaken belief that the United States can protect legitimate national sovereignty only by rejecting international legal constraints on criminal abuses of sovereignty. However, the proposed court would serve U.S. interests by investigating the world's worst international crimes and assigning individual responsibility for them, reducing collective blame for the criminal acts of individuals, discouraging atrocities, and upholding international law while protecting against politically motivated prosecutions.

Produced on behalf of Osama bin Laden and prominently featuring his image, words, and ideas, the tape is designed to recruit young Arab men to journey to Afghanistan and train for a war in defense of Islam.

79. Rough Waters in the South China Sea: Navigation Issues and Confidence-Building Measures

In the wake of a collision between a U.S. spy plane and a Chinese jet fighter off the coast of Hainan in April 2001, verbal skirmishing between the United States and China revealed sharply different conceptions of jurisdictional and navigational principles. These differences persist and will likely be the cause of future conflicts; they have already caused strife among countries ringing the South China Sea. Central to these conflicts are the exclusive economic zones (EEZ) that extend 200 nm into the sea from coastal nations' baselines. Created by the UN Law of the Sea Convention, these zones attempt to accommodate coastal states' interest in controlling offshore resources and maritime powers' interests in maintaining freedom of navigation. But ambiguities in the Convention's language combined with coastal states' proliferating EEZ claims have created a tinderbox. The situation will remain volatile as long as the focus remains on jurisdictional disputes. But confidence-building efforts aimed more narrowly on practical navigation issues and managing “incidents at sea” offer a starting point for first bilateral and then multilateral agreements. International regimes have been a major focus of research in International Relations and Political Economy since the end of the 1970s. Theoretical regime studies owe a great deal of progress to the scholars researching international environmental protection, such as Peter Haas (1989, 1992, 1993), Oran Young (1977, 1982, 1989), Robert Keohane and Marc Levy (1993). From the Young's model of institutional bargaining (1989) to Haas's research on epistemic community activities (1989), we observed the importance of environmental decision-making structures for stimulating the study of institutional birth, maintenance and decline of international regimes.
