Abstract:
When the South Korean fast ferry Hankyoreh sailed out of North Korean waters into the cold wind and waves of the East Sea on the morning of 8 January 2006, it carried a sad and somber group of South Korean workers, ROK officials, and personnel from the Korean Peninsula Energy Development Organization (KEDO). These were all that remained of a decade long multinational effort transforming what in 1994 had been only a paper notion into a modern construction complex of steel and concrete. KEDO's profile on the North Korean landscape was unmistakable, its impact on Pyongyang profound. Yet, real knowledge and understanding about the organization in public and official circles in South Korea, Japan, and the United States was terribly thin at the beginning, and rema ins so to this day.

172. Contextualizing Conceptions of Corruption: Challenges for the International Anti-corruption Campaign

Abstract:
While in an initial legal and academic anti-corruption wave corruption itself was at the center of analysis, research is now increasingly focused on anti-corruption discourse and praxis. The latter analyses have generated numerous criticisms of anti-corruption activities and anti-corruption research, and these are presented in this literature review. These criticisms range from the anti-corruption norm's legitimacy deficit, to the difficulty of defining and measuring corruption, to the discourse's depoliticization through its technicalization. The anti-corruption movement faces particular difficulties with respect to the tension between the universality of the anti-corruption norm and its simultaneous contextualization for specific and local application. This tension is especially important because it touches upon the central issues of the respective political communities, such as the division of the private from the public, which differ from one cultural context to another. The contextualization of anti-corruption concepts has to be enabled in various areas: first, with respect to the culturally shaped conception of the division between the public and the private; second, with respect to local understandings of corruption, that is, what is actually meant when talking about “corruption”; and third, with respect to the low socioeconomic development levels in some countries, which do not permit the absence of corruption (evading a zero-tolerance rhetoric).

President Obama and his foreign policy team are only just starting to confront the challenge of reformulating U.S. democracy promotion policy. Crucial to any such effort will be revitalizing democracy assistance, a domain that has expanded greatly over the past 25 years but risks not adapting adequately to meet the challenges of the new landscape of democratic stagnation in the world. As the largest source of U.S. democracy assistance, the United States Agency for International Development (USAID) is a natural starting point for such a process of revitalization.

174. Forging a Strategic U.S.-EU Partnership

The world that created the transatlantic partnership is fading fast. The United States and Europe must urgently reposition and recast their relationship as a more effective and strategic partnership. It is a moment of opportunity -- to use or to lose. With the Cold War over and new powers rising, some say the transatlantic partnership has had its day. We disagree. Our achievements may not always match our aspirations, but the common body of accumulated principles, norms, rules and procedures we have built and accumulated together -- in essence, an acquis Atlantique -- affirms basic expectations we have for ourselves and for each other. In this new world of global connections, the transatlantic relationship is the thickest weave in the web. The deep integration of our democratic societies and economies is unparalleled and transcends neat “foreign” and “domestic” distinctions. We are literally in each other's business. North America's relationship with Europe enables each of us to achieve goals together that neither can alone -- for ourselves and for the world. When we agree, we are usually the core of any effective global coalition. When we disagree, no global coalition is likely to be very effective. The transatlantic partnership, while indispensable, is also insufficient. Only by banding together with others are we likely to advance our values, protect our interests, and extend our influence. Our partnership remains as vital as in the past. But now we must focus on a new agenda. Together, Europe and America must surmount immediate economic challenges while positioning their economies for the future; build transatlantic resilience -- protect our societies, not just our territory; continue work toward a Europe whole, free, and at peace; address conflicts more effectively; redouble efforts to halt proliferation of agents of mass destruction; reinvigorate efforts to preserve a habitable planet. Unfortunately, there is a growing mismatch between the nature of our challenges, the capacity of our institutions, and the tools at our disposal. Strong bilateral relations between the U.S. and European countries are still essential. NATO remains vital to our security. We offer views on NATO's future in a companion volume, Alliance Reborn. But we must also recast and reposition the U.S.-EU relationship. That is the subject of this report. The U.S.-EU relationship is important but not strategic. Such a partnership is possible, but it is not the partnership we have today. Given the challenges we face, such a partnership is urgent. It will require a new type of politics, not simply new kinds of process. Our central challenge is to mobilize political leadership behind a set of ambitious goals, tied to pragmatic steps forward.

175. Iran Says “No”—Now What?

Abstract:
Neither Iran nor the United States can achieve all it wants in the current nuclear standoff. Iran has demonstrated its unwillingness to comply with IAEA and UN Security Council demands to cease its enrichment activities or to negotiate seriously toward that end. The United States and other interlocutors should offer Iran a last chance to negotiate a suspension of its enrichment program until the IAEA can resolve outstanding issues in return for substantial incentives. If that package were rejected, the P-5 plus Germany should withdraw the incentives and commit to maintaining sanctions as long as Iran does not comply with IAEA demands. Simultaneously, the U.S. should take force “off the table” as long as Iran is not newly found to be seeking nuclear weapons or committing aggression.

176. Armenia: Picking up the Pieces

Armenia's flawed presidential election, the subsequent lethal crackdown against a peaceful protest rally, the introduction of a state of emergency and extensive arrests of opposition supporters have brought the country to its deepest crisis since the war against Azerbaijan over Nagorno-Karabakh ended in 1994. The situation deprives Serzh Sarkisian, scheduled to be inaugurated as president on 9 April 2008, of badly needed legitimacy and handicaps prospects for much needed democratic reform and resolution of the Nagorno-Karabakh conflict alike. Unless the U.S., EU and others with significant diplomatic leverage over the regime in Yerevan exert pressure, Armenia is unlikely to make progress on either. The Sarkisian administration must urgently seek credible dialogue with the opposition, release prisoners detained on political grounds, stop arrests and harassment of the opposition and lift all measures limiting freedom of assembly and expression. Unless steps are taken to address the political crisis, the U.S. and EU should suspend foreign aid and put on hold negotiations on further and closer cooperation.

In the first years of the 21st century a profound change has occurred in the US-Japan relationship. We have moved beyond the security and economic paradigm of the Cold War to understand the global opportunities presented by our strategic partnership. The US-Japan alliance has long been the cornerstone of American foreign policy in the Pacific and remains so today. Both the United States and Japan recognize that the positioning of US forces on Japanese soil reassures the region and deters potential aggressors so that peace and security can be maintained. More and more, the United States and Japan also recognize that their strong and active partnership can meet other global challenges as well.

The World Economic Forum (WEF) annual meeting in Davos, Switzerland, is unlike any other event of its kind. Over a five-day span at the end of January each year, 2,000 world leaders, Fortune 500 chief executive officers, international media moguls and nongovernmental organization (NGO) leaders gather in the small alpine village of Davos to participate on panels, in industry meetings and in "off the record" sessions. The WEF meetings in Davos have been a ripe target for public diplomacy efforts over the past 38 years, and the WEF's founder, Dr. Klaus Schwab, has preserved the original intent of the forum in maintaining its focus as a place for informal dialogue and debate on major social and economic problems.

180. South Korea's Elections: A Shift to the Right

Abstract:
South Korea's electoral politics has made a turn to the right that is likely to lead to closer security ties with the U.S. and some other important adjustments in foreign policy and has already strained relations with the North. The shift toward the Grand National Party (GNP), evident in President Lee Myung-bak's victory in late 2007, was completed when it won a majority in the 18th National Assembly in the 9 April 2008 elections. Those elections were dominated by domestic concerns, especially the economy; foreign policy and inter-Korean relations were near the bottom of voters' interests. The GNP's legislative agenda will include deregulation and privatisation, intended to revitalise business. Although generally supportive of Lee on foreign policy, the new assembly may cause him problems, particularly over unpopular economic liberalisation and deregulation proposals. Opposition to these, which have already produced a major political crisis, may have an impact on wider security concerns.
