111. Global Health Governance and Multi-Level Policy Coherence: Can the G8 Provide a Cure?

Abstract:
This paper highlights the ailing state of global health governance as evidenced by the lack of progress on the Millennium Development Goals (MDGs), in particular the goals related to health. Policy coherence within the global health governance system is not evolving fast enough to ensure that trade and development issues related to public health, particularly concerning access to medicines, are effectively aligned at national, regional, and multilateral levels. The paper briefly reviews the WTO Trade-Related Aspects of Intellectual Property Rights (TRIPS) Agreement and the 2001 Declaration on the TRIPS Agreement and Public Health. A case study outlines the manner in which "TRIPS-plus" provisions in selected US free trade agreements (FTAs) have undermined multi-level policy coherence in trade, development, and public health. The discussion then identifies three unique governance mechanisms of the G8 that make the group a potentially powerful catalyst for innovation in global health governance, and assesses the opportunities that the 2008 G8 Hokkaido Summit may offer. The paper concludes by offering recommendations for enhancing multi-level policy coherence and for strengthening the system of global health governance.

112. China's Role as a Trade Bridge for Expanding Regional and World Trade

Abstract:
To understand China's trade relations with the US, Japan, and South Korea, we estimate a vector autoregressive model (VAR) model to investigate the trade interactions among these four countries using data from the period of the first quarter of 1993 to the fourth quarter of 2005. We find substantial Foreign Direct Investment (FDI)-induced indirect trade from Japan and Korea to the US through China, and between Japan and Korea through China. These indirect trade flows lead to increases in China's trade deficit with Japan and Korea as well as China's trade surplus with the US. The indirect trade flows through China also indicate the importance of China's role as a trade bridge. From the viewpoint of world trade growth, as a trade bridge, China contributes to the stable growth of the regional and world economies. However, China's role as a trade bridge may negatively affect its long-run economic growth.

Abstract:
The OSCE area is marked by a number of common characteristics that define the overall context for mediation efforts. Some of the main commonalities highlighted during the Consultation were: the significant roles of global and regional actors in the OSCE area, including the United States, the member states of the European Union, Russia, Turkey and Iran; the multiplicity of international and regional organisations active in the area, such as the United Nations (UN), Organization for Security and Co-operation in Europe (OSCE), Council of Europe (CoE), European Union (EU), and North Atlantic Treaty Organization (NATO); and the protracted nature of the so-called 'frozen' conflicts, such as the Transdniestrian, Georgian-Abkhaz, Georgian-Ossetian and Nagorno-Karabakh conflicts. These characteristics pose significant challenges for mediation efforts in the region.

Abstract:
The international system—as constructed following the Second World War—will be almost unrecognizable by 2025 owing to the rise of emerging powers, a globalizing economy, an historic transfer of relative wealth and economic power from West to East, and the growing influence of nonstate actors. By 2025, the international system will be a global multipolar one with gaps in national power continuing to narrow between developed and developing countries. Concurrent with the shift in power among nation-states, the relative power of various nonstate actors—including businesses, tribes, religious organizations, and criminal networks—is increasing. The players are changing, but so too are the scope and breadth of transnational issues important for continued global prosperity. Aging populations in the developed world; growing energy, food, and water constraints; and worries about climate change will limit and diminish what will still be an historically unprecedented age of prosperity.

Abstract:
An examination of international economic relations in the six decades since World War II reveals many ways in which political factors have shaped economic outcomes. The postwar security system significantly affected the postwar economic system. The creation of a bipolar security system following the outbreak of the Cold War led to the separation of the Eastern and Western economic systems and provided a basis for the dominant role of the United States in the Western system and of the Soviet Union in the Eastern system. The end of the Cold War led in turn to the end of the East-West economic divide and to the integration of the formerly Communist countries and China into the global capitalist economy.

With the expectation that a new Administration and new Congress in 2009 will actively consider climate change legislation, the Aspen Institute's 2008 Energy Policy Forum chose the topic of “Climate Change and the Electricity Sector.” The Forum, now in its 31st year, convened a select group of leaders and policy experts to discuss commercial and public policy issues at the intersection of energy, the economy and the environment. As in previous years, the format relied heavily on dialogue among the diverse participants who brought a variety of perspectives and areas of expertise to the table. Short introductory presentations kicked off each half-day session, and a spirited, off-the-record discussion followed.

118. Expanding Education Abroad at U.S. Community Colleges

Abstract:
U.S. students and teachers are going abroad in growing numbers, gaining the international exposure and cross-cultural knowledge that will prepare them for their future role in an interconnected world. According to the Open Doors 2007 Report on International Educational Exchange, 223,534 U.S. students studied abroad for academic credit in 2005/06, an increase of 8.5 percent over the previous year, and a 150 percent increase over the past decade. Still, only a small percentage of U.S. students study abroad during their college years. The late Senator Paul Simon urged that America send abroad as many of our students as those coming to the U.S. from abroad, currently 583,000 and rising. IIE shares this goal of doubling the number of U.S. students abroad. It is imperative that efforts to expand the number of students studying abroad make efficient use of existing resources and insure that access to education abroad is available to all, including students of underrepresented economic and social groups.

According to the Institute of International Education's most recent data, over 223,000 U.S. students annually study abroad for academic credit, and there are widespread calls to double, triple or even quadruple that number in the coming decade, sending students to more diverse destinations around the globe. Where would another 300,000-700,000 Americans go to study abroad? Which university systems, especially in the non-traditional destinations, have the capacity to absorb large increases when countries like India, China, Egypt, Turkey and Brazil are struggling to accommodate the demand for higher education by their own citizens? To begin addressing these important questions, the Institute of International Education launched Meeting America's Global Education Challenge, a focused policy research initiative which explores from multiple perspectives the challenge of substantially expanding the numbers and destinations of U.S. students studying overseas. In May 2007, IIE published its first White Paper in this series, Current Trends in U.S. Study Abroad the Impact of Strategic Diversity Initiatives.

Western countries need and largely welcome the fresh capital that can be injected by SWFs. But these funds are liable to arouse controversy, often because they are run by countries disliked in the West. Their tax-free status (as government-owned entities) may offer politicians a handle on these funds.
