1. Venezuela’s Crisis Is Now a Regional Humanitarian Disaster

Abstract:
The Issue Venezuela has been subjected to an unprecedented man-made humanitarian crisis, including extreme food and medicine shortages, thousands of children dying of malnutrition, and malnourished people contracting formerly eradicated diseases. While Venezuela’s dictatorial regime has repeatedly rejected humanitarian aid from the outside, the country’s humanitarian, economic, social, and institutional collapse, along with fierce political repression, have caused 1.2 million Venezuelans to flee the country over the past two years, with hundreds of thousands more and possibly millions expected to flee in the future. Our Recommendations Encourage the United States and other like-minded countries to provide leadership on the diplomatic and assistance fronts to help respond to this crisis. Work to build consensus within the international community on the urgency of the Venezuelan humanitarian crisis and to agree on steps to address the crisis, including convening a high-level task force. Develop a comprehensive policy response that includes immediate relief efforts on Venezuela’s border with Colombia and within Venezuela using innovative mechanisms due to the current limited humanitarian access. Provide immediate technical assistance to help estimate the level of need and identify available resources. Support and engage civil society and local actors, including nongovernmental organizations (NGOs), the private sector, and entrepreneurs, as well as the Venezuelan diaspora community, to help limit the suffering of the Venezuelan people. Encourage host countries to grant temporary protected status to Venezuelans and create a broader burden-sharing arrangement in the region for processing those seeking refuge, following the recent guidelines by the UN High Commissioner for Refugees (UNHCR). Support the use of innovative technology tools, such as blockchain and digital currencies, to facilitate distribution of aid within and beyond Venezuela.

2. Mandating Food Insecurity: The Global Impacts of Rising Biofuel Mandates and Targets

Abstract:
Expanding demand for biofuels, fed significantly by government policies mandating rising levels of consumption in transportation fuel, has been strongly implicated in food price increases and food price volatility most recently seen in 2008 and 2011-2012. First-generation biofuels, made from agricultural crops, divert food directly to fuel markets and divert land, water and other food-producing resources from their current or potential uses for production of feed for animals and food for human consumption. A key policy driver of biofuel consumption is government mandates to increase or maintain rates or levels of biofuel blends in transportation fuel, the U.S. Renewable Fuel Standard and the E.U. Renewable Energy Directive being the most prominent cases. In this paper we assess the spread of such mandates and targets, finding that at least 64 countries now have such policies. We estimate the consumption increases implied by full implementation of such mandates in the seven countries/regions with the highest biofuel consumption, suggesting a 43% increase in first-generation biofuel consumption in 2025 over current levels. We compare this to even higher estimates from international agencies. We assess the likelihood of implementation in key countries and regions, which suggests that with reform, particularly in OECD countries, consumption growth could be slowed. We conclude with policy recommendations to reduce the mandate-driven expansion of first-generation biofuels and mitigate their negative social and environmental impacts.

3. Comparing the Incidence of Taxes and Social Spending in Brazil and the United States

Abstract:
We perform the first comprehensive fiscal incidence analyses in Brazil and the US, including direct cash and food transfers, targeted housing and heating subsidies, public spending on education and health, and personal income, payroll, corporate income, property, and expenditure taxes. In both countries, primary spending is close to 40 percent of GDP. The US achieves higher redistribution through direct taxes and transfers, primarily due to underutilization of the personal income tax in Brazil and the fact that Brazil's highly progressive cash and food transfer programs are small while larger transfer programs are less progressive. However, when health and non-tertiary education spending are added to income using the government cost approach, the two countries achieve similar levels of redistribution. This result may be a reflection of better-off households in Brazil opting out of public services due to quality concerns rather than a result of government effort to make spending more equitable.

This paper concerns the US view of East Asian nations' involvement in the Arctic, emphasizing the perspective of Alaska, the only US Arctic state. It treats six different areas of US/Alaska policy: US national strategy for the Arctic; oil and gas exploration and development; marine transportation; fisheries; investment in infrastructure; and governance. The study finds few differences between the positions of Alaska and the United States, notwithstanding often-hostile rhetoric from leaders in the United States' farthest north frontier. In general terms, both Alaska and the United States have historically sought trade and investment ties with East Asian nations. China has now replaced Japan as Alaska's major trading partner, followed by South Korea and Taiwan.

Climate change is making extreme weather – like droughts, floods and heat waves – much more likely. As the 2012 drought in the US shows, extreme weather means extreme food prices. Our failure to slash greenhouse gas emissions presents a future of greater food price volatility, with severe consequences for the precarious lives and livelihoods of people in poverty.

Abstract:
With the introduction of Feed the Future (FTF)—the U.S. government's program to refocus foreign assistance on agricultural development—the private sector has been named a priority partner. President Barack Obama made a bold statement in his 2009 inaugural address, pledging that the United States would work with countries to support and promote food security. Private companies are enthusiastic about engaging in development efforts, and FTF may provide that avenue. The food and agriculture sector has significant capabilities, and market opportunities in developing countries are large and growing. Many companies have engaged in discussions with FTF leadership, and a number of partnerships have been launched. These are important efforts, and more are under way. The fact remains, however, that funding for agricultural development is relatively small—a three-year, $3.5 billion budget, compared to a six-year, $63 billion budget for health—and the investments needed in agriculture are massive: it would take $88.7 billion to meet U.S. global agricultural development goals.

7. US Agricultural Exports to ASEAN Grow - But Face Competition

ASEAN countries have long been an important international market for US agricultural exports. The United States, in 2011, exported almost $9.6 billion of agricultural products to ASEAN, making it the sixth-largest export destination for US farmers, ranchers, and agribusinesses—behind Japan ($14 billion) and just behind the European Union ($9.6 billion), but well ahead of South Korea ($7 billion). Moreover, the value of agricultural trade between the United States and ASEAN almost doubled between 2007 and 2011, with the top four ASEAN markets in 2011 for the United States being Indonesia ($2.8 billion), the Philippines ($2.1 billion), Vietnam ($1.7 billion), and Thailand ($1.3 billion). With a population of 614 million and strong economic growth, it is expected that ASEAN will continue to be an important market for US agricultural products. However, the United States is likely to face increasing competition, particularly from China, Australia, and New Zealand, all of which have free trade agreements (FTAs) with ASEAN.

8. The Cost to Mexico of U.S. Corn Ethanol Expansion

Abstract:
More than 40% of U.S. corn is now consumed in the production of ethanol. With the United States by far the world's largest producer and exporter of corn, this represents an estimated 15% of global corn production. A recent survey by the National Academy of Sciences estimated that globally biofuels expansion accounted for 20 - 40% of the price increases seen in 2007 - 8, when prices of many food crops doubled. This had a dramatic impact on poor consumers and on net - food - importing developing countries. Expanding U.S. production and consumption of corn - based ethanol, which has been encouraged by a range of U.S. government subsidies and incentives, is considered one of the most important biofuel programs in putting upward pressure on food prices. Mexico now imports about one - third of its corn from the United States. Using conservative estimates from a study on U.S. ethanol expansion and corn prices, we estimate the direct impacts of U.S. ethanol expansion on Mexican corn import costs. We find that from 2006 - 2011, U.S. ethanol expansion cost Mexico about $1.5 billion due to ethanol - related corn price increases. Other methodologies suggest the costs could be more than twice as high, surpassing $3 billion over the period.

On October 27, 2010, the Center for Strategic and International Studies (CSIS) and the federal Subcommittee on Water Availability and Quality (SWAQ) cohosted a participatory workshop on domestic and international water issues entitled “Bridging Knowledge Gaps in Water Management.” The event convened federal agency experts and influential thinkers from academia, nonprofit organizations, and local communities to share insights across sectors and develop practical, actionable recommendations regarding the management of and access to food, water, and energy both domestically and abroad. A keynote address, two expert panels, and a break-out session structured the day's discussion. David Zetland, senior water economist at Wageningen University in the Netherlands, delivered the keynote address. In his remarks, Zetland critiqued the political process through which water and other resources are managed in the United States. His speech set the stage for a rigorous assessment of the challenges in conserving and using water resources efficiently. The first panel focused on identifying research and education gaps that pertain to water, as it relates to food, energy, and the environment. Allan Hoffman of the U.S. Department of Energy moderated the session, which featured speakers Piet Klop of World Resources Institute (WRI), David Reed of World Wildlife Fund (WWF), and Ed Link of the University of Maryland. On the second panel, representatives of the energy industry, academia, and think tanks shared their perspectives on bridging the knowledge gaps identified during the first session. Katherine Bliss of CSIS moderated the second panel, which included Reagan Waskom of Colorado State University, Kirsten Thorne of Chevron, and Paul Faeth of CNA.

10. Rebuilding the American Food System—One Heirloom Tomato at a Time

Abstract:
The food system of the United States is currently witnessing a remarkable shift. Small farms and artisanal producers are on the rise, working with restaurants, institutional food services, and retail outlets to make locally-sourced, sustainably-grown food more widely available. Health- and environment-conscious consumers— “the locavores” —are placing new demands on the food system in ways that are affecting the nation's economy as well as its eating habits (see the “infographic” opposite). On March 4, 2011, United States Studies at the Wilson Center, with the support of the Chesapeake Bay Trust, convened practitioners, scholars, farmers, producers, and food activists to discuss both the scope of this phenomenon and the challenges faced by those seeking to transform the way Americans eat.
