Abstract:
Most military professionals and historians are familiar with the theories and concepts of air, maritime, and land power, but there has been little in the way of theory or concept as to what Special Operations power means and its strategic utility alongside those of the air, maritime, and land domains. Yet Special Operations Forces (SOF) must play a central role in several of the primary missions of the U.S. Armed Forces as projected in the Defense Strategy entitled Sustaining U.S. Global Leadership: Priorities for 21st Century Defense, such as countering terrorism, irregular warfare, and countering weapons of mass destruction. The importance of Special Operations to this new strategy was underscored in the accompanying remarks made by former Secretary of Defense Leon Panetta during the January 5, 2012, unveiling of the new defense strategy where he mentioned specifically, “as we reduce the overall defense budget, we will protect, and in some cases increase, our investments in special operations forces.” Therefore, understanding the role of SOF power and how it fits within strategy is an essential prerequisite to successfully implementing the U.S. Defense Strategy.

Abstract:
While he was First Lord of the Admiralty, Winston Churchill once stated, “Gentlemen, we have run out of money; now we must think.”1 Conducting increasingly diverse, global operations while simultaneously fighting on multiple fronts has become more challenging due to constrained budgets. Conditions where the United States could simply throw large amounts of resources at a problem and solve it through sheer volume no longer exist. This new reality has forced combatant commanders and combined joint task force (CJTF) commanders to be more effective with limited resources when conducting operations across their joint operational area.

The ability to access and economically develop vast amounts of America's unconventional natural gas resources, especially large shale gas formations, has altered our national view on energy and has subsequently changed the discourse at the federal, state, and local levels. Since 2008, when the economic viability of shale gas resources first became widely recognized, policymakers and industry leaders have worked to better understand the nature of this resource; the risks and opportunities associated with its production, transport, and use; and the potential strategic implications of the United States' new energy reality.

24. Obama's Climate Policy: Addressing climate change through executive actions

Abstract:
President Barack Obama's recent action to address climate change indicates that it will be one of the second term's topical questions. The new climate change action plan introduced by Obama in June 2013 is composed of various executive actions and based on three pillars: reducing carbon pollution; leading international attempts to approach climate change; and preparing the US for the effects of climate change. The measures already adopted on climate change provide an opportunity to examine the possibilities that the president has to implement his climate action plan through executive powers without Congress. The decision to advance the political agenda through executive decisions is at least partly attributable to the partisan gridlock currently gripping US politics. The reach and effect of the executive decisions to address climate change outlined in the climate action plan are yet to be determined. The topical question seems to be whether the actions already taken offer hope that the US will reach its target to reduce carbon pollution and slow the effects of climate change, or whether legislative action from Congress will be called for. Although climate change is now being addressed through executive actions that do not require new legislation from Congress, this does not rule out the possibility that legislation will be passed in the future.

Abstract:
Improved technology has led to enhanced oil and gas productivity at lower cost and significant production increases in the United States and Canada, dramatically changing energy perspectives. The shift from energy scarcity toward abundance is requiring new energy policies. The potential for the United States to become a net exporter of oil and gas changes American views of energy dependency. Shifts in global energy demand growth from developed to less developed countries, and especially to the Asia-Pacific region, require understanding of changing global energy trade. American energy will flow to markets where scarcity is the largest. Canada and the United States are reaping the benefits of this new world of oil and gas. Mexico will lag behind unless it addresses its chronic problems. Without reform, Mexico could become a net importer of all its hydrocarbons, a fundamental change from its current status. Responding to these changes will require knowledge, foresight, and strategies that are bold and comprehensive.

27. Institutional Choices for Regulating Oil and Gas Wells

Hydraulic fracturing (HF) is one of the technologies that have enabled large increases both in the current production of natural gas and in estimates of recoverable reserves. However, as new technology has triggered a boom in onshore U.S. gas exploration and production (E), environmental concerns have multiplied. Much of the concern centers on use of HF. As public concern has risen, so have calls for federal regulatory control. The Interior Department has adopted tighter controls on the use of HF on public lands. Also, two former Obama White House aides, Carol Browner and Jody Freeman, have argued for more EPA regulation of all use of HF in oil and gas drilling. To achieve this control, they propose to repeal the partial oil and gas exemption under the Safe Drinking Water Act (SDWA). Bills to this effect, dubbed the FRAC Act, were proposed in the last two Congresses, but they were not adopted.

Global energy demand will increase substantially in the coming decades under pressure from global trends, including an increasing population that will reach 9 billion by 2040, and, for the first time in history, will be overwhelmingly urban. Meeting basic global energy needs will require the use of all available sources of energy while addressing and minimizing environmental and climate impacts. Nuclear energy is an established part of the world's electricity mix, and provides large-scale, reliable, base-load electricity demand. As such, it seems to be well matched to fit into an increasingly urban world that aims to mediate environmental challenges.

But there is still much to do to further the transition to electric-drive vehicles. It will take a sophisticated set of policy tools and local action to spur manufacturers, utilities, localities, and states to fully commercialize PEVs.

30. What are the Welfare Costs of Shoreline Loss? Housing Market Evidence from a Discontinuity Matching Design

Abstract:
This paper uses housing market data to estimate the welfare costs of shoreline loss along coastal beaches in Florida. I develop a forward-looking structural model of a housing market in which a time-variant housing characteristic (beach width) follows a Markov process. I use this model to provide an exact welfare interpretation for the coefficients from three empirical research designs: (1) a repeat-sales panel regression of housing prices on beach width; (2) a differences-in-differences approach based on sharp changes in beach width caused by beach nourishment projects; and (3) a new “discontinuity matching” research design that exploits capitalized housing price differentials created by predictable changes in future beach width. Using a unique panel dataset on housing sales, beach width survey measurements, and the timing of 204 beach nourishment projects along 300 miles of Florida's coastline, I then use each of these research designs to estimate homeowners' willingness to pay for an extra foot of sand. In contrast to previous work, I find that changes in beach width have little impact on housing prices, except possibly at very eroded beaches. The results imply that the welfare costs of sea level rise may be low up to a threshold, and then increase sharply.
