661. Combating illicit financial flows from poor countries. Estimating the possible gains

Abstract:
If the UN Millennium Development Goals are to be reached by 2015, development aid needs to be tripled – which is most unlikely. Instead, countries should unite in a concerted multilateral effort to combat illicit financial flows: for every dollar poor countries receive in development assistance, more than eight dollars are illegally transferred back to rich countries, most of it in order avoid local taxation. Effectively combating these illicit financial flows would generate more financial resources for development than foreign aid is likely to ever do – and help build a sustainable tax base in developing countries for the benefit of future development efforts.

Abstract:
The field of ecological economics includes both economic analysis on the one hand, and discussions of values and visions for society, on the other. Using feminist insights into cultural beliefs about the relative "hardness" and "softness" of these two sides, this essay discusses how ecological economists can use this unique "between" space in order to better inform policy. The current crisis of global climate change, it is argued, requires that economists move beyond modeling and measurement, while ecological thinkers need to re-examine beliefs about markets and profit.

Abstract:
The surge in foreign direct investment (FDI) flows during the 1990s has motivated a host of recent studies into their determinants. Recently, the level of corruption in the host country has been introduced as one factor among the determinants of FDI location. From a theoretical viewpoint, corruption—that is, paying bribes to corrupt government bureaucrats to get “favors” such as permits, investment licenses, tax assessments, and police protection—is generally viewed as an additional cost of doing business or a tax on profits. As a result, corruption can be expected to decrease the expected profitability of investment projects. Investors will therefore take the level of corruption in a host country into account in making decisions to invest abroad.

664. China's Economic Policy in the Time of the Global Financial Crisis: Which Way Out?

Abstract:
This contribution analyses the impact of the global financial crisis on the Chinese economy and the policies implemented by the Chinese government to cope with it. We argue, first, that China has not been able to decouple its economic performance from that of the U.S. and other developed countries. Second, although economic growth in the second quarter of 2009 showed that the stimulus package is working, the current development does not seem to be sustainable. In order to avoid another round of overheating, the government needs to adjust its stimulus policy. Third, the current crisis offers opportunities to conduct necessary structural adjustments in favour of more market-based and innovative industries, more investment by private companies and a stronger role of private consumption in economic growth. Fourth, with the external demand from the OECD countries declining, Chinese export companies need to further diversify their international markets and re-orient their production and sales strategies to some extent towards the domestic market.

Sometime in 2010 or 2011, Congress expects to decide how to spend the $250 billion or more of federal gas taxes and other highway user fees that will be collected over the next six years. The process of doing so is called surface transportation reauthorization. A major point of contention in this law is how much of our transportation system should be centrally planned and how much should be built and operated in response to the needs of actual transportation users.

Late on November 25, just before the start of the Islamic Eid festival and, coincidentally, Thanksgiving in the United States, Dubai's flagship investment company Dubai World announced that it would be requesting a six-month delay on paying its debts. Within hours, Dubai's reputation was being rewritten, and its ambition to be a financial center, building on its historic reputation as a focal point for regional trade, was being recast. Uncertainty continued on November 30, when the Dubai government said that it would not guarantee Dubai World's debt. In any event, the larger story has been the nervousness of world financial markets, which are now also evincing worry about the debt of countries like Greece or Ireland. Within the Middle East, the focus is on the extent of support that Dubai will receive from Abu Dhabi, the neighboring -- and richer -- member sheikhdom of the United Arab Emirates (UAE), whether other city-states like Bahrain and Qatar are also at risk, and whether Dubai's links with Iran will change as a result of its financial situation.

669. Flexible Employment, Flexible Families, and the Socialization of Reproduction

Abstract:
The progress of markets erodes traditional relations of social solidarity that are essential for the stability and performance of societies. As markets advance, pressures build on the state to replace informal social obligations with formal ones. Regulation may fail, however, which tends to give rise to demands for public services substituting for private reciprocity and compliance with institutionalized normative expectations. As a result, demands on public finances increase. The paper demonstrates this sequence by describing how the pressures and attractions of labor markets undermined the “Fordist family” of the 1960s; how the complex interaction between increasingly more flexible employment and loosening family structures resulted in declining fertility in a variety of modern societies; and how providing for societies' physical reproduction increasingly became a matter of public policy in some countries but not in others. Parallels are drawn to active labor market policy and the recent rescue of the money-making industry by Western governments. Moreover, special attention is paid to differences between countries, especially Sweden on the one hand and the United States on the other, in particular to the conditions under which governments apparently can afford not to heed calls for ever deeper and ever more expensive intervention in social relations. Exploring the increasingly negative relationship between fertility and “familialism,” the paper also shows how advanced commodification of labor and individualization of social life has effectively made it impossible to return to traditional social arrangements, such as the postwar family.
