Abstract:
Old habits die hard. Often, criticism leveled at policymakers is well founded. I certainly have offered up my share. But as 2003 ends and 2004 begins, we find ourselves at a point where the performance of the U.S. economy is about as good as it gets. The stock market is up 20 percent this year, inflation and interest rates are low, productivity growth is high, and U.S. exports are rising strongly. The biggest danger going forward arises from ill-founded criticism aimed at policy measures employed to achieve this excellent outcome and the (fortunately low) chance that policymakers will heed such criticism.

Abstract:
This paper discusses development policy objectives, noting how these have changed over the years, with a more explicit focus on poverty reduction coming recently to the fore. It also examines the relationship between economic growth and poverty reduction. The paper then discusses how to achieve economic growth, starting with the caveat that growth must be environmentally sustainable, and moves on to the big question of the respective roles for the market mechanism and the state in allocating society's productive resources. The paper next discusses how economic reform has been implemented, and the political difficulties that arise. It concludes that getting development policy right has the potential to lift millions out of poverty.

In order to achieve the Millennium Development Goals (MDGs), substantial additional external funding needs to be mobilized. Estimates differ, but a 'ballpark' figure is an annual increase of US$50 billion. This could be achieved by a doubling of official development assistance (ODA). Welcome steps have been made in that direction, but this takes time, and time is of the essence. For this reason alone, it is necessary to consider new sources.

Poverty has decreased among blacks, Hispanics, and whites in recent years. Yet only whites have experienced less hardship in the areas of food and housing. In contrast, blacks have seen an increase in housing hardship, while food hardship has increased among Hispanics.

Abstract:
The political logic (i.e., political perceptions of the ruling elite in a given country and nature of the political relations with other countries) determines economic activity, not the other way around, among the proto-capitalist states of the Middle East. As the political ties has primacy in the region in determining the course of economic relations, even market oriented democratic (or quasi-democratic) countries have to accept the prominence of political-strategic relations when dealing with such states. This paper will examine the interrelated fluctuation of trade and political tensions between Turkey and its immediate Middle Eastern neighbours - Iran, Iraq, and Syria. It will highlight the political determinants of the relationship between these countries; will discuss the role of the US as the independent variable; and will assess the possible effects of the emergence of Justice and Development Party government in Turkey on country's political and economic relations with its Middle Eastern neighbours.

On the face of it, relations between China and Taiwan have improved significantly since the saber-rattling of 1999 and 2000. Economic relations have never been better. Two-way trade is around $40 billion annually, and the Mainland has become Taiwan's largest export market, displacing the United States. Taiwan companies continue to invest in the PRC at record rates, in order to keep their products competitive through cheaper Chinese labor. The product mix of Taiwan factories on the mainland is shifting from items like shoes and toys to high-end goods like semi-conductors and notebook computers. As machinery moves, so do people, and the number of Taiwan people living most of the time in the PRC is hundreds of thousands. With this growing economic interaction come shared interests and better mutual understanding. Neither side would benefit from conflict, and both know it. The chance of growing tensions seems low.

1127. Crisis on the Korean Peninsula

Abstract:
Most signs during the late summer and early fall of 2002 pointed to progress on the Korean peninsula. North Korean leader Kim Jong Il had finally grasped, it appeared, the need for international moderation and domestic reform. The United States seemed ready to respond in kind. But with the visit to Pyongyang in October of U.S. Assistant Secretary of State James Kelly – the first high-level contact since the Bush Administration came into office – the situation quickly unraveled. Instead of offering the “bold initiative” that was reportedly in the works, Kelly confronted his interlocutors with evidence that their government had mounted a new, clandestine uranium-based nuclear program. The North Koreans refused to disavow the program and insisted on their right to nuclear weapons. Kelly responded that the United States would not engage the DPRK unless and until it abandoned the program. The status of the 1994 U.S.-DPRK Agreed Framework, which had capped North Korea's plutonium-based program in return for international assistance in meeting its civilian energy needs, was uncertain at best. The Korean Peninsula Energy Development Organization (KEDO), the mechanism for providing that aid, stopped heavy fuel oil shipments to North Korea at the end of 2002 at American insistence.

Abstract:
In recent years, many public colleges and universities around the country have announced double-digit increases in tuition. The recession and the resulting squeeze on state revenues are the immediate causes. However, the short-term crisis should not be allowed to obscure a longer-term shift in state financing of higher education, which began more than a decade ago. As states have struggled to respond to other demands on their budgets-primarily due to rising state Medicaid obligations-parents and students have been asked to pay an increasingly large share of the costs in public higher education.

Participants in the annual symposium on The Brookings-Wharton Papers on Urban Affairs—convened by Brookings and the University of Pennsylvania's Wharton School—present research on issues unique to urban areas as well as on broader economic and policy topics that can apply to urban settings. This year's participants focused on urban education and presented findings on the results of an experiment designed to detect cheating on standardized tests, the impact of school reform in an urban setting, the effect of school quality on housing values, and the determinants of improved academic performance. Two other studies addressed other urban economic issues: the increase in economic inequality across and within geographic regions, and local variation in land use regulations. This year's Brookings-Wharton symposium took place at Brookings in October 2002. The resulting bound volume is due out this month from the Brookings Institution Press.

1130. Financial Conglomerates: The Future of Finance?

In 1999, after nearly twenty years of debate, the U.S. Congress finally passed legislation permitting bank affiliations with all sorts of other financial enterprises, and vice versa. In this step, the United States joined many other countries — especially in Europe and, more recently, Japan — in allowing the operation of financial conglomerates. But are financial conglomerates the wave of the future in finance? And if so, how are they to be regulated? These were the two central questions addressed in the fifth annual conference of the Brookings-Wharton Papers on Financial Services, an annual volume published by the Brookings Institution Press. The conference, held in October 2002 in Washington, D.C., convened financial services experts from around the world. The papers presented at the conference suggest, generally, that while the future may see more financial conglomerate activity than it has in the past, there still will be a role for specialist, or "monoline" financial companies. As for regulation, there is no settled model: some nations will pursue consolidated supervision, with authority over entire conglomerates vested in a single authority (often the central bank), while others will still regulate the pieces of diversified financial enterprises along structural lines.
