Abstract:
The past few months have seen important developments in relations between the United States and India. Much of the commentary has focused resolutely and rightly on the wisdom and possible consequences of the new agreements on military and nuclear policy and programs. But these recent agreements need also to be seen in the light of the more than 50 years of U.S. efforts to have India become a part of American political, strategic, and economic plans for Asia. What becomes clear is how difficult this proved to be over the years. It begs the question why Indian leaders have finally started to fall in step so easily in the past few years.

Abstract:
China is primarily interested in concentrating on trade and economic development and therefore wants an international environment conducive to continued economic growth. Even with recent defense budget increases, China's ability to project power beyond its borders will be extremely limited for a long time to come. There is a real risk of conflict between the United States and China over Taiwan, and U.S. policy needs to be aimed at avoiding such a conflict.

The September 11, 2001, terrorist attacks on the United States heightened concerns about vulnerabilities to future attacks. One new area of concern is cyberterrorism: the possibility of terrorists using computers to attack our critical infrastructure electronically. The government has made efforts to better secure its own computer networks to prevent terrorists from hacking into computer systems in the Pentagon, FBI, and other government agencies. Increasingly, however, the government has been concerned that the private sector is vulnerable to cyberterrorism. The private sector owns approximately 85 percent of the critical infrastructure in the U.S. (Deloitte 2004 p. 15). There are concerns that a cyber attack on dams, trains, electrical grids, pipeline pumps, communications networks, or the financial services industry could cause significant physical or economic damage to the U.S. The policy question being asked is whether private businesses, when left to their own devices, provide enough cybersecurity or if some form of government involvement is justified.

Abstract:
Those seeking to perfect and apply the tools of peacebuilding as recommended by Chadwick Alger (1991; 1995; 1996; 1999; 2000; 2002) cannot avoid being alarmed by three recent developments that threaten to wreck already overextended tools. These developments include (1) new threats of mega-terrorism similar to the tragic events of September 11, 2001; (2) U.S. rejection of equitable implementation of international law and cooperative multilateralism by endorsing pre-emptive war and U.S. global military dominance, as expressed in the new National Security Strategy of the United States (Bush, 2002); and (3) the multiple threats posed by the proliferation of weapons of mass destruction. In the face of these daunting problems, what can exponents of peacebuilding tools do to strengthen international peace?

The paper examines the relative position of GSP (tariff preferences for developing countries) compared to ordinary tariffs and free trade agreements in Norway, the EU and the USA. On average, ordinary GSP gives a tariff rebate of less than 50% in all countries. “Extended” GSP, given to the Least Developed Countries (LDCs) and others, implies zero tariffs in Norway and the EU, but only partial liberalisation in the USA. EU provides extended GSP for 119 countries, while the USA does so for 76 and Norway for 52. Considering the shares of trade rather than the number of countries, extended GSP covers 5% or less of total trade in all cases, and ordinary GSP is much more important. Compared to tariffs in free trade agreements, ordinary GSP is inferior in the USA and the EU, but not too far behind in Norway. This is due to recent cuts in MFN tariffs as well as improvements in the GSP system of Norway. For manufacturing, Norway has low tariffs and a generous GSP system. This is however not the case for agriculture.
