1. The Demographic Transition Theory of War: Why Young Societies Are Conflict Prone and Old Societies Are the Most Peaceful

Abstract:
The world is experiencing a period of unprecedented demographic change. For the first time in human history, marked disparities in age structures exist across the globe. Around 40 percent of the world's population lives in countries with significant numbers of elderly citizens. In contrast, the majority of the world's people live in developing countries with very large numbers of young people as a proportion of the total population. Yet, demographically, most of the world's states with young populations are aging, and many are doing so quickly. This first-of-its kind systematic theoretical and empirical examination of how these demographic transitions influence the likelihood of interstate conflict shows that countries with a large number of young people as a proportion of the total population are the most prone to international conflict, whereas states with the oldest populations are the most peaceful. Although societal aging is likely to serve as a force for enhanced stability in most, and perhaps all, regions of the world over the long term, the road to a “demographic peace” is likely to be bumpy in many parts of the world in the short to medium term.

As immigration has risen over the past 40 years, many communities across the United States have been changed in some way by their immigrant populations .Immigrants make up growing shares of business owners, workers, and parents across many cities and rural areas, while children of immigrants make up growing shares of school populations. Some communities have been experiencing high levels of immigration for decades and others are facing new influxes of immigrant communities. In many communities, the mix of national origins of immigrants has been shifting.

3. Who Runs the International System? Power and the Staffing of the United Nations Secretariat

Abstract:
National governments frequently pull strings to get their citizens appointed to senior positions in international institutions. We examine, over a 60 year period, the nationalities of the most senior positions in the United Nations Secretariat, ostensibly the world's most representative international institution. The results indicate which nations are successful in this zero-sum game, and what national characteristics correlate with power in international institutions. The most overrepresented countries are small, rich democracies like the Nordic countries. Statistically, democracy, investment in diplomacy, and economic/military power are predictors of senior positions, even after controlling for the U.N. staffing mandate of competence and integrity. National control over the United Nations is remarkably sticky; however the in influence of the United States has diminished as US ideology has shifted away from its early allies. In spite of the decline in US influence, the Secretariat remains pro-American relative to the world at large.

4. Demographic versus Cyclical Influences on US Labor Force Participation

This paper applies time series analysis to distinguish between cyclical and demographic causes of the decline of the labor force participation rate. Some public discussions suggest that the decline of US unemployment from its 2009 peak of 10 percent to about 6 percent by mid-2014 grossly exaggerates recovery because most of the decline reflects the exit of discouraged workers from the labor force. This study finds instead that one-half to two-thirds of the decline in labor force participation by about 3 percentage points from late 2007 to early 2014 is attributable to aging of the population. Although about one-third is found attributable to the lagged influence of high, and especially long-term, unemployment, going forward the potential rebound in the participation rate from recovery is projected to be approximately offset by further aging of the population.

The current turbulent global landscape recalls past key transition points in history such as 1815, 1919, 1945, and 1989, when the path forward was not so clear-cut and the world faced the possibility of very different global futures. As the US National Intelligence Council suggested in its landmark 2012 report, Global Trends 2030: Alternative Worlds, the transatlantic community is entering a new era in history that will pose a very different set of challenges and offer unprecedented opportunities. If it is to survive, the NATO Alliance must navigate this crucial period by fundamentally reconsidering its place in the global landscape as well as its future roles, missions, and functions from a strategic, long-term perspective. The world is changing rapidly, and if NATO does not adapt with foresight for this new era, then it will very likely disintegrate.

Abstract:
Civilization marks its beginnings to the moment, more than 14,000 years ago, humans first gathered into settlements, leaving behind their days as nomadic hunters and gatherers. Known as sedentarization, this phenomenon likely debuted in the Fertile Crescent of the Levant, followed by the Yangtze and Yellow River basins two millennia later, and eventually in Mexico, South America, and finally the eastern shores of the United States. At each point sprang up villages, cities, and eventually, nations. Over thousands of years, fixed boundaries were codified and defended, often at great cost. Many borders have been drawn wisely, following natural formations like barriers of mountains or rivers. Many follow linguistic, ethnic, religious, or tribal boundaries. But others have been haphazardly imposed by outsiders with the stroke of a pen on some distant map. As empires fell and the speed of global trade and migration increased, boundaries became complex barriers to the free movement of people and ideas. Today, some provoke violent wars and revolutions, while others can be breached by brave individuals and new technologies—issues that World Policy Journal explores in our spring cover theme.

Abstract:
This paper suggests that the basic distinction between federal and unitary government has limited as well as served our understanding of government. The notion that variation in the structure of government is a difference of kind rather than degree has straight-jacketed attempts to estimate the authority of intermediate government. One result has been the claim that a country\'s footprint, not its population, is decisive for government. Analyzing data for 39 countries since 1950, and comparing our own findings with those of alternative measurements, we find evidence for the causal effect of population. This can be theorized in terms of a trade-off between responsiveness to soft information and per capita economies in public good provision.

8. US Agricultural Exports to ASEAN Grow - But Face Competition

ASEAN countries have long been an important international market for US agricultural exports. The United States, in 2011, exported almost $9.6 billion of agricultural products to ASEAN, making it the sixth-largest export destination for US farmers, ranchers, and agribusinesses—behind Japan ($14 billion) and just behind the European Union ($9.6 billion), but well ahead of South Korea ($7 billion). Moreover, the value of agricultural trade between the United States and ASEAN almost doubled between 2007 and 2011, with the top four ASEAN markets in 2011 for the United States being Indonesia ($2.8 billion), the Philippines ($2.1 billion), Vietnam ($1.7 billion), and Thailand ($1.3 billion). With a population of 614 million and strong economic growth, it is expected that ASEAN will continue to be an important market for US agricultural products. However, the United States is likely to face increasing competition, particularly from China, Australia, and New Zealand, all of which have free trade agreements (FTAs) with ASEAN.

9. The Challenge of Aid in Pakistan: Is Cash on Delivery Part of the Solution?

Abstract:
A thorny set of obstacles stands in the way of the United States and other donors as they try to scale up development spending in Pakistan. The sheer scale of the country's population and development challenges requires effective mobilization of local resources and local institutions. Incentives for politicians to push for reform are weak. Monitoring spending is difficult, especially when it is spent through Pakistan's own government. Donors and local stakeholders may disagree about which development projects are most needed. A possible solution to these problems is Cash on Delivery Aid. In COD Aid, funders pay for measured and verified progress against an agreed-upon development outcome. The approach has been most clearly thought out in application to the education sector, but it can be applied whenever a donor and recipient can agree on a clear, measurable metric for assessing progress. This brief examines options for a COD Aid contract in Pakistan's education sector and its potential benefits for improving the relationship between official donors and the government of Pakistan, and for increasing the effectiveness of aid spending in Pakistan.

Critics of the Social Security program are fond of disparaging it as a "Ponzi" scheme or as a redistributive transfer of income from the young to the old. Others go even further, labeling the Social Security trust fund as a fiction or claiming the program is bankrupt. Some also suggest that the government bonds held in the trust fund are mere IOUs. Still others say that the program's legal basis is ephemeral, subject to the whims of Congress.
