Bolivia offers a critical, but atypical, case for international democracy promotion. The ongoing political transformation initiated by President Evo Morales constitutes one of the few experiences in the world of a serious effort to build a democracy different from the existing Western liberal models. And this presents a significant challenge to democracy promotion efforts.

The emergence of a multipolar world gives Western democracy advocates cause for both optimism and anxiety. China's success sparks fears of the spread of an autocratic development model. Yet democratic states such as Brazil, Indonesia, India, South Africa, and Turkey are also gaining ground. These countries serve as powerful examples of the universal appeal of democracy and possess unique experiences with democratization. The United States and Europe understandably hope that rising democracies will use their growing prominence to defend democratic values abroad, potentially revitalizing international democracy support.

Abstract:
This should be a time of triumph and opportunity for Honduras. Two years after a coup d'état toppled President José Manuel Zelaya, Honduras has successfully restored its dynamic and democratic political system. The freely elected government of President Porfirio Lobo has secured deserved international recognition. In May, former President Zelaya returned to Honduras, ending a lengthy exile in the Dominican Republic that had prolonged the country's political polarization. The following month, the Organization of American States (OAS) lifted its suspension on Honduras's participation, a moment of profound symbolic and practical significance and a diplomatic objective that the United States and other countries in the region had worked long and hard to achieve.

Transparency promises from political leaders such as President Barack Obama and House Speaker John Boehner have not produced a burst of information that informs stronger public oversight of government. The electoral defeat suffered by the ruling Socialist Party (Partido Socialista Obrero Español, PSOE) in the municipal elections and the prolonged financial crisis has forced Prime Minister Zapatero to call an early general election on 20 November. The Conservative People's Party (Partido Popular, PP) is ahead in the polls by a clear margin and is likely to gain an absolute majority in the parliament. The economic outlook for Spain looks bleak, which means that the new government will have to create new jobs quickly and push through harsh and unpopular reforms, particularly regarding the fiscal and administrative structures. The Indignados protest movement is gaining support, and looks set to challenge the legitimacy of the system and force the future government to produce speedy results. Spain is expected to enhance its role in international politics through pragmatic bilateral relations. In particular, relations with the US seem to be warming up, while Spain can turn to the UK and Poland in the EU for companionship

Since taking office in March 2011, President Thein Sein has moved remarkably quickly to implement reforms. He has reached out to opposition leader Aung San Suu Kyi, released significant numbers of political prisoners, cut back on media censorship and signed a new law allowing labour unions to form. On the eve of U.S. Secretary of State Hillary Clinton's early December visit, key benchmarks set by Western countries imposing sanctions, such as releasing political prisoners and creating the conditions for Suu Kyi's National League for Democracy (NLD) to join the political process, appear well on their way to being met. Now, a bold peace initiative has given hope the country's biggest challenge – the devastating 60-year-long civil war between the government and ethnic groups – can also be resolved.

However, while many scholars have focused their attention on the causes of the Arab Spring revolutions—asking “Why there?” and “Why now?”—our aim is deeper. We asked our contributors, many of whom have first-hand knowledge of authoritarian regimes around the world, to examine the factors that underpin regime durability, not democratization. Abstract:
The Sudan has gone through two harrowing civil wars since its independence in 1956. Foreign interference and assistance prolonged these, but external involvement has also been vital in Sudanese peace processes. This was the case with the Comprehensive Peace Agreement (CPA) between the Government of the Sudan and the Sudan People's Liberation Movement/Army (SPLM/A), the main rebel group, which was signed on 9 January 2005. The peace process that culminated in that agreement was led and hosted by the neighbouring countries through the Inter-Governmental Authority on Development (IGAD), with support from further afield, in particular the United States, United Kingdom, South Africa and Norway. These countries have now intensified their involvement in discussions of post-CPA arrangements. The CPA process will have momentous consequences also for Egypt, as thus for Sudanese-Egyptian relations. It is therefore important that Egypt have a clear policy towards, and a constructive engagement in, deliberations over the Sudan's future.

As the situation in Egypt continues to unfold, U.S. policy has evolved with breathtaking speed. Just last week, Secretary of State Hillary Clinton declared that the Mubarak regime was stable, but by Tuesday evening, President Obama was making the remarkable statement that Egypt's transition needs to begin "now." This is not only the most serious foreign policy challenge to this U.S. administration, but also one in a list of unforeseen and improbable challenges. Unlike scenarios involving, for example, a North Korean provocation against the South or even a catastrophic terrorist attack -- for which the United States plans and prepares -- the swift demise of Hosni Mubarak's presidency, along with the virtual disappearance of the ruling National Democratic Party and the potential fall of a regime that has been a pillar of U.S. standing in the Middle East for thirty-five years, is an unimagined challenge.
