41. Combating illicit financial flows from poor countries. Estimating the possible gains

Abstract:
If the UN Millennium Development Goals are to be reached by 2015, development aid needs to be tripled – which is most unlikely. Instead, countries should unite in a concerted multilateral effort to combat illicit financial flows: for every dollar poor countries receive in development assistance, more than eight dollars are illegally transferred back to rich countries, most of it in order avoid local taxation. Effectively combating these illicit financial flows would generate more financial resources for development than foreign aid is likely to ever do – and help build a sustainable tax base in developing countries for the benefit of future development efforts.

Abstract:
Systematic patterns of sexual exploitation and abuse (SEA) have emerged around UN peacekeeping missions over the course of many years.1 Reports of abuse by peacekeepers in Cambodia and the Balkans in the 1990s were followed by news of similar problems in West African missions in 2001 and 2002. The Secretary General subsequently issued a 2003 Bulletin outlining a zero-tolerance policy, but the abuse continued. In 2004, peacekeeper misconduct became widely known through mainstream media reports that UN personnel in MONUC, the UN Mission in the Democratic Republic of Congo, had been engaging in sexual exploitation and abuse (SEA) of local women and children. The SEA included, most egregiously, peacekeepers' exchange of UN food supplies or money for sex with young girls and sometimes boys. SEA has been a particular problem in mission areas where extreme poverty and conflict or post-conflict trauma and social dislocation drive local people to sell their bodies, but it has occurred in more developed contexts as well, such as Cyprus and Kosovo. The UN response to these problems has been to establish, in 2005, a Conduct and Discipline Unit with offices in New York and mission areas, charged with addressing the problem in a variety of ways. SEA continues to occur since then, with serious incidents revealed in Sudan, Liberia, Haiti, Cote d'Ivoire, and again in the Congo.

Abstract:
Drug abuse and related crime claim nearly thirty-five thousand American lives and sap $180 billion from our economy every year.1 Although the United States is understandably preoccupied with the threat of Islamic terrorism, it must never let down its guard against the well-financed, bloodthirsty, illicit drug cartels that exact a staggering price on our well-being and economy. President George W. Bush's fiscal year 2009 budget proposes to spend well over $14 billion for federal programs to suppress demand and attack supply. Because most cocaine and heroin find their way to the U.S. market through Mexico, it is essential that Mexican authorities confront the illegal drug syndicates whose cross-border crime threatens both countries. The Mérida Initiative—named for the Yucatan city where Bush, then-president of Guatemala Óscar Berger, and Mexican president Felipe Calderón met in March 2007—proposes to make a $1.4 billion multiyear U.S. contribution to support Mexican law enforcement and judicial reforms in their antidrug efforts. The challenges are formidable: Mexico's relatively weak judicial institutions are hard-pressed to take on these well-heeled gangsters on their own, and both sides are protective of their national sovereignty. Nevertheless, both countries have signaled their commitment to this cause: at a February 7, 2008, hearing, the Drug Enforcement Agency's chief of intelligence, Anthony Placido, praised the tangible measures being taken and sacrifices being made by Mexico today and urged skeptical U.S. lawmakers to seize the opportunity to cooperate with Mexican allies against a common foe. Despite heavy media focus on the counternarcotics elements of the initiative, when the specifics of the initiative are examined, it is clear that its aim is to strengthen Mexico's security institutions, enabling them to deal with the threat nonstate actors—be they terrorists, organized crime, criminal gangs, or domestic radical groups—pose to the country's security.

44. Trafficking Networks for Chemical Weapons Precursors: Lessons from the Iran-Iraq War of the 1980s

Abstract:
States seeking to produce chemical weapons (CW) typically rely on the importation of intermediate chemicals called “precursors,” which have legitimate industrial applications but can also be converted into military-grade CW agents, such as mustard gas or sarin. The dual-use nature of precursor chemicals poses challenges for policy makers seeking to prevent CW proliferation. Under U.S. Department of Commerce regulations, manufacturers planning to export CW precursors to certain countries must obtain prior government authorization in the form of an export license. Yet despite significant improvements over the past decade in the export-control systems of the United States and other industrialized countries, trafficking in precursors and other dual-use items relevant to CW production has continued.

Abstract:
It would be unrealistic to expect crime to continue dropping sharply as it did in the 1990s, but that is no reason to undermine the progress brought by successful policies. With recent FBI data showing crime on the rise, it is time to reconsider the massive de-funding of one of the most successful federal anti-crime measures of the 1990s: the U.S. Department of Justice's Office of Community Policing Services (COPS) program. The program, authorized by the Violent Crime Control and Law Enforcement Act of 1994, provides grants to state and local police to hire additional officers and adopt aspects of "community policing."

Trafficking in persons is currently viewed as a serious problem by a wide range of different agencies, organisations and lobby groups. And yet different groups identify trafficking as a problem for very different reasons and often have very different political agendas with regard to the issue. I examine three types of "stakeholders" with a view to identifying the key challenge for each in using the language of trafficking. These stakeholders are feminist "abolitionist" NGOs and their supporters; migrants'/ workers/human rights organisations; and states.

Abstract:
Humans are trafficked across international borders for the purposes of labor exploitation (e.g., domestic servitude, sweatshops) or sexual exploitation (e.g., forced prostitution) and the victims are subjected to coercion, fraud, abuse, or some other form of deception on the part of the traffickers. The Department of State (2004, 2006) estimates that 600,000 to 800,000 people—adults and children—are trafficked across international borders around the world annually. About 90 percent of these victims are females and over half of all those trafficked each year are believed to be trafficked for sexual exploitation. Among those trafficked, about 14,500 to 17,500 are trafficked into the United States each year. Recent data show that victims are often trafficked by perpetrators of the same nationality (Free the Slaves and Human Rights Center 2004).

The medical field of treating chronic pain is still in its infancy. It was only in the late 1980s that leading physicians trained in treating the chronic pain of terminally ill cancer patients began to recommend that the "opioid therapy" (treatment involving narcotics related to opium) used on their patients also be used for patients suffering from nonterminal conditions. The new therapies proved successful, and prescription pain medications saw a huge leap in sales throughout the 1990s. But opioid therapy has always been controversial. The habit-forming nature of some prescription pain medications made many physicians, medical boards, and law enforcement officials wary of their use in treating acute pain in nonterminal patients. Consequently, many physicians and pain specialists have shied away from opioid treatment, causing millions of Americans to suffer from chronic pain even as therapies were available to treat it.

In this paper I examine the hypothesis that the frequency of rape is increased when another source of sex (prostitution) is limited or unavailable. To test this theory I regressed the rape rate in available OECD countries against a proxy for the availability of prostitution and, to remove the general propensity for violence in the society, against the homicide rate and the availability of prostitution. The one variable regression model was anti-correlated with borderline significance. In the multiple regression model the rape rate was shown to be correlated with the homicide rate and anti-correlated with the availability of prostitution. Both relationships were at above the 95% confidence level. It is estimated that if prostitution were legalized in the United States, the rape rate would decrease by roughly 25% for a decrease of approximately 25,000 rapes per year.

Abstract:
The events of October through December 2003 on the night shift of Tier at Abu Ghraib prison were acts of brutality and purposeless sadism. We now know these abuses occurred at the hands of both military police and military intelligence personnel. The pictured abuses, unacceptable even in wartime, were not part of authorized interrogations nor were they were even directed at intelligence targets. They represent deviant behavior and a failure of military leadership and discipline. However, we do know that some of the egregious abuses at Abu Ghraib which were not photographed did occur during interrogation sessions and that abuses during the interrogation sessions occurred elsewhere.
