Abstract:
The proliferation of illicit cross-border flows in the Americas—ranging from unauthorized migrant workers and psychoactive substances to arms and dirty money—is often portrayed as an alarming and unprecedented challenge to borders and government authority in the region.1 Policing such border flows has also become an increasingly prominent (and sometimes highly divisive) issue in U.S. relations with its neighbors, as Washington has pushed for tighter border controls and more intensive crackdowns on smuggling.

The Obama Administration put this rhetoric into action in 2011 by issuing Presidential Study Directive 10, which elevated mass atrocities prevention to a "core national security interest and a core moral responsibility of the United States" and ordered the creation of a standing atrocities prevention structure in the U.S. government. With far- reaching atrocities prevention efforts now underway in the U.S. government, Human Rights First offers an additional, innovative approach that broadens the scope of current atrocities prevention efforts and opens up new avenues for tackling this persistent and complex problem.

The United States has unique experience fighting violent hate crime and discrimination, and the protection of the rights of lesbian, gay, bisexual, transgender and intersex (LGBTI) people has become a signature human rights initiative of the Obama Administration. In 2009, Congress passed the Matthew Shepherd and James Byrd Hate Crime Prevention Act, with bipartisan support and the endorsement of a wide range of constituencies with differing views on LGBTI equality. The law--and the coalition that supported it--is a model of how to marshal the range of U.S. resources to improve responses to all hate crime, including acts of violence based on sexual orientation and gender identity bias.

Abstract:
For the past decade, increasing instability in the Sahel and Sahara region has been a source of growing concern in Europe and the United States. Western governments have worried that the weakness of state control in the area would allow al-Qaeda in the Islamist Maghreb (AQIM) and other jihadist organizations to expand their influence and establish safe havens in areas outside government control. Such fears appear to have been vindicated by the recent takeover of northern Mali by AQIM and organizations closely associated with it.

Abstract:
Leadership decapitation has largely failed to produce desired policy results against organizations other than terrorist groups, such as state regimes and drug cartels. For example, killing or capturing kingpins has had little effect on the flow of drugs into the United States, and worse, it has often led to more drugs, more cartels, and more violence. Terrorist groups are different. Because they are violent, clandestine, and values-based organizations, terrorist groups are especially susceptible to leadership decapitation.
