Abstract:
Haiti is small, poor, and badly governed. That has been the lot of Haitians from 1804 to 1990, despite an emperor, a clutch of dictators, the despotic rule of the Duvalier family, an American occupation, and a few well-meaning democratic rulers. For nearly two centuries, Haitians have been waiting for leaders who favor the national over narrow personal interest, who seek a sustained improvement in the national condition, and who put the needs and claims of ordinary Haitians first.

If the United States goes to war and removes the regime of Saddam Hussein, American interests will demand an extraordinary commitment of U.S. financial and personnel resources to postconflict transitional assistance and reconstruction. These interests include eliminating Iraqi weapons of mass destruction (WMD); ending Iraqi contacts, whether limited or extensive, with international terrorist organizations; ensuring that a post-transition Iraqi government can maintain the country's territorial integrity and independence while contributing to regional stability; and offering the people of Iraq a future in which they have a meaningful voice in the vital decisions that impact their lives.

Abstract:
The conflict in Colombia has, in the space of a few years, become a real headache for the United States as well as for Europe. Countless human rights violations, forced population displacement, drug trafficking and terrorism make Colombia a textbook case for examining the entire range of security problems today. With the launching of Plan Colombia in 1999, the United States considerably increased its aid to the country. Today, the American administration actively supports Alvaro Uribe's government in its fight against guerilla movements, labeled "narcoterrorists," and rumors of armed intervention regularly resurface. Having long remained on the sidelines of the "Colombian tragedy," Europe seems to be relegated to playing second fiddle. The military option represented by Plan Colombia had opened up a political spaced that the Europeans began to occupy. But with the break-off of peace negotiations, this space has shrunk and has maybe even disappeared for good. In the face of American efforts to monopolize management of the Colombian conflict, it is in fact hard to see how the European Union can return to the forefront in this area of the world that remains the United States' preserve. All the more so since virtually no voices can be heard asking the Europeans to counterbalance the United States.The situation in Colombia is a new illustration of the state of U.S.-European relations today, between competition, a search for complementarity and a mutual lack of understanding.

The 11 September 2001 attacks in the U.S. and revelations that the al-Qaeda network made extensive use of charitable institutions to raise funds for its operations, have reinforced concerns about the relationship between Islamic social welfare activism and terrorism. The Palestinian Islamic Resistance Movement (Hamas), which has conducted a series of devastating armed attacks during the current conflict, particularly against Israeli civilian targets, and which supports an extensive network of social welfare organizations in the West Bank and Gaza Strip, has come in for particular scrutiny.

Assuming the U.S.-led military operation to topple Saddam Hussein proceeds, the threat is very great of large-scale violence, centred on Kirkuk, erupting in Northern Iraq between Kurds and Turks. If that is to be averted, the United States must urgently take three important steps: get its own forces to Kirkuk first, ensure that Turkey exercises restraint, and simultaneously persuade the Iraqi Kurds to take no action that will risk provoking Turkey.

287. Yemen: Coping with Terrorism and Violence in a Fragile State

Abstract:
On 3 November 2002, an unmanned U.S. “Predator” aircraft hovering in the skies of Yemen fired a Hellfire missile at a car carrying a suspected al- Qaeda leader, four Yemenis said to be members of the Aden-Abyan Islamic Army, and a Yemeni- American who, according to U.S. authorities, had recruited volunteers to attend al-Qaeda training camps. All six occupants were killed. Almost two months later, three American missionaries were shot and killed in the Yemeni city of Jibla. These incidents, only the latest in a series involving Yemen, reinforced its image as a weak and lawless state with porous borders, a sanctuary for al-Qaeda operatives, a country with tenuous government control over vast parts of its territory and dominated by a culture of kidnappings and endemic violence. The October 2000 attack on the USS Cole, the arrest earlier in 2002 of several Yemenis in the United States and Pakistan suspected of membership in the al-Qaeda network, the capture of Ramzi bin al-Shibah, a Yemeni citizen accused of being a key plotter of the 11 September 2001 attacks in the U.S., and the attack on the French oil tanker Limburg in October 2002 have all contributed to this perception. Indeed, during the past year, the U.S. has sent special forces to Yemen and neighbouring countries, with the purpose of pursuing presumed members of the al-Qaeda network and associated organisations in Yemen.

On June 25, 2003, shortly after the initiation of the Quartet Roadmap to Israeli-Palestinian peace, President George W. Bush urged European Union (EU) leaders to take "swift, decisive action against [Palestinian] terror groups such as Hamas, to cut off their funding and support." Much of the funding received by Hamas's military wing, the Izzedine al-Qassam Brigades, is provided by donations to the organization's social and political activities.

After months of restraint following the double shock of U.S. military victories in Afghanistan and Iraq, Hizballah resumed action against Israel today, firing mortal shells and missiles at the Israel Defense Forces (IDF) along the Israel-Lebanon border. Changes in the regional geopolitical environment and recent statements by the organization's leadership suggest that Hizballah may also be preparing to carry out new terror operations, while the killing of a senior Hizballah military official last weekend by a car bomb may have provided the pretext for today's attack. Washington needs to closely follow these developments and engage in preemptive diplomacy to prevent new deterioration in the Arab-Israeli conflict, at a time when there is reason for cautious optimism on the Israeli-Palestinian track.
