Abstract:
Against the odds, the U.S. military surge contributed to a significant reduction in violence. Its achievements should not be understated. But in the absence of the fundamental political changes in Iraq the surge was meant to facilitate, its successes will remain insufficient, fragile and reversible. The ever-more relative lull is an opportunity for the U.S. to focus on two missing ingredients: pressuring the Iraqi government to take long overdue steps toward political compromise and altering the regional climate so that Iraq's neighbours use their leverage to encourage that compromise and make it stick. As shown in these two companion reports, this entails ceasing to provide the Iraqi government with unconditional military support; reaching out to what remains of the insurgency; using its leverage to encourage free and fair provincial elections and progress toward a broad national dialogue and compact; and engaging in real diplomacy with all Iraq's neighbours, Iran and Syria included.

143. Rebuilding Israeli-Palestinian Negotiations

On November 27, 2007, President George W. Bush brought together Israeli Prime Minister Ehud Olmert and Palestinian Authority (PA) President Mahmoud Abbas at the US Naval Academy in Annapolis, Maryland to launch renewed Israeli-Palestinian negotiations with the shared aspiration of concluding a permanent status agreement by the end of 2008. This landmark event demonstrated the commitment of the United States and of the parties themselves to realize President Bush's vision, first articulated in June 2002, of two states living side-by-side in peace and security. More than 40 Foreign Ministers attended the conference, representing a broad swathe of the international community including traditional European allies, 15 Arab states (plus the Palestinian Authority), and important Muslim states such as Indonesia, Malaysia and Pakistan. In a sense, Annapolis was the culmination of US and Quartet efforts that were reinvigorated following Israel's war with Hezbollah in the summer of 2006. But most importantly, Annapolis was the starting point for political negotiations now underway. Only such negotiations can lead to the establishment of an independent, viable, peaceful and prosperous Palestinian state that can be a source of stability and security for Israel and the broader Middle East.

144. The Philippines: Counter-insurgency vs. Counter-terrorism in Mindanao

U.S.-backed security operations in the southern Philippines are making progress but are also confusing counter-terrorism and counter-insurgency with dangerous implications for conflict in the region. The “Mindanao Model” – using classic counter-insurgency techniques to achieve counter-terror goals – has been directed against the Abu Sayyaf Group (ASG) and has helped force its fighters out of their traditional stronghold on Basilan. But it runs the risk of pushing them into the arms of the broader insurgencies in Mindanao, the Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF). The U.S. and the Philippines need to revive mechanisms to keep these conflicts apart and refocus energies on peace processes with these groups. That imperative has become particularly acute since the Malaysian government announced withdrawal, beginning on 10 May, from the International Monitoring Team (IMT) that has helped keep a lid on conflict since 2004. If renewed attention to a peace agreement is not forthcoming by the time the IMT mandate ends in August, hostilities could quickly resume.

Abstract:
The Bush administration is using its final months to try to gain agreement on a twostate solution to the Israeli–Palestinian conflict—but much of the framework supporting a two-state solution has collapsed. In January 2009, a new American administration will face a series of bleak choices. It may still be possible to revive a two-state solution, but it will require the emergence of a more viable and unified Palestinian leadership. Rather than pretending that an agreement is possible now, it would be far better if U.S. efforts in the remainder of this calendar year began to address the underlying problems.

146. Beyond Darfur: Sudan in its Entirety

Sudan is known to most Americans today for the ongoing genocide in its western region of Darfur, yet the problems facing this country are more complex than many activists are aware. As the largest country in Africa and the size of the United States East of the Mississippi River1, Sudan faces many challenges, governance chief among them. Shaped by its history, modern Sudan experienced two phases of civil war between the North and South (1955-1972 and 1983- 2005) killing more than two million while displacing many millions more. In 2005, this conflict ceased with the signing of the Comprehensive Peace Agreement (CPA). However, it is in danger of erupting once again if CPA implementation continues to be delayed due to Khartoum's intransigence on many issues and the capacity challenges faced by the Government of Southern Sudan.

147. A Comprehensive and Inclusive Peace Process for Chad

Analysts, policy makers and experts are now accepting that the conflicts in Chad and Sudan have mutually reinforcing dynamics. Chad's internal political instability is having devastating consequences on the peace processes in Sudan and the Central African Republic (CAR). The U.N. Security Council Sanctions Committee Panel of Experts on Sudan stated that Chad supports Sudanese insurgent groups with arms, ammunition, vehicles, food, training and safe haven Violations of humanitarian law and international human rights continue unabated in the region and violators in eastern Chad operate in an environment of almost total impunity. A new U.S. Government strategy must be created to stabilize Chad and bring to an end the continued degradation of conditions in the region. This strategy must work in parallel with the peace process for Sudan and with the efforts led by the “Contact Group” to normalize Chad-Sudan relations.

The OSCE area is marked by a number of common characteristics that define the overall context for mediation efforts. Some of the main commonalities highlighted during the Consultation were: the significant roles of global and regional actors in the OSCE area, including the United States, the member states of the European Union, Russia, Turkey and Iran; the multiplicity of international and regional organisations active in the area, such as the United Nations (UN), Organization for Security and Co-operation in Europe (OSCE), Council of Europe (CoE), European Union (EU), and North Atlantic Treaty Organization (NATO); and the protracted nature of the so-called 'frozen' conflicts, such as the Transdniestrian, Georgian-Abkhaz, Georgian-Ossetian and Nagorno-Karabakh conflicts. These characteristics pose significant challenges for mediation efforts in the region.

149. Syrian–Israeli Peace: A Possible Key to Regional Change

Peace between Syria and Israel is a real possibility—it was almost achieved twice before in 1995–1996 and 1999–2000. Both sides have indicated their interest through indirect talks hosted by Turkey. Syrian–Israeli peace would have positive effects on U.S. interests in the Middle East, including Lebanon, Iraq, and other tracks of the Arab–Israeli peace process. The downsides of U.S. mediation are limited. The two sides cannot and will not reach a peace treaty without U.S. leadership. The Obama administration should develop an integrated policy including pressure, incentives, and robust diplomacy to make this possibility a reality. The pressure would be to keep Syria out of Lebanon and Iraq. This would mean continued support for UN Security Council resolutions on Lebanon and the International Hariri Tribunal, as well as continued U.S. sanctions as long as Syria violates its neighbors' sovereignty. The incentives should include the return of the Golan Heights, ending Syria's political isolation, U.S. help in securing World Trade Organization accession, and encouraging foreign direct investment.

150. Stabilizing Afghanistan: Threats and Challenges

Afghanistan cannot be stabilized by quick fixes. The United States, NATO, and their allies need to make a sustained commitment for the long term. Instead of a simple “surge,” there needs to be a much clearer focus on bringing security to Afghans' daily lives. Only once this is achieved will Afghanistan's government have real reservoirs of legitimacy. Afghanistan has not been served well by its 2004 Constitution, which created a dysfunctional system of government that relies too much on the president alone. The United States should support systemic reforms, first through the development of an effective executive office to support the Afghan president. Counternarcotics policies in Afghanistan must take account of domestic socioeconomic complexities, and be based on long-term development projects that increase the returns from cultivating different crops. Serious thought needs to be given to encouraging more Muslim states to contribute personnel to support the promotion of human security and development in Afghanistan. Pakistan needs to be pressured discreetly but very strongly to arrest the Afghan Taliban leadership in Pakistan.
