Abstract:
The presence of terrorist and other extremist groups online has risen sharply over the last 2 decades. In 1998, less than half of the U.S. designated Foreign Terrorist Organizations had websites; by the end of 1999, the number had already jumped to include almost all of them. Between 2003 and 2005, the number of websites serving terrorists and their supporters rose to 4,300. The University of Arizona's Dark Web Project provided a recent snapshot of the substantial traffic operating through online sites associated with extremist groups. In 2011, the Dark Web team reported that they had downloaded the contents of 29 extremist online forums, which resulted in the retrieval of more than 1.5 million conversation threads from more than 350,000 authors who had left 14 million messages.

In 1987, back at the dawn of the Internet age, two studies were published that provided perceptive looks at the evolution of electronic networks and the impact that they would likely have on the way business is conducted in the U.S. and globally. Both studies concluded that rapidly evolving information technologies were helping to break down old hierarchical business structures in favor of new, more decentralized models of economic activity.

Consumers now have much greater market power and choice. Markets can more easily scale, often globally. Co-production and fluid producer/consumer interactions are routine. Transactions themselves have become far cheaper and more easily consummated.

The US government has announced that it is prepared to unilaterally relinquish its historical control of the key technical functions that make up the modern-day Internet. This control stems from the foundational role played by the United States in the creation of the Internet, and has been exercised through the law of contract over the organization that performs these functions, a not-for-profit corporation based in California, the Internet Corporation for Assigned Names and Numbers (ICANN). Under the existing contractual arrangement, ICANN has been accountable to the US government for the performance of these functions. However, if the US government is no longer party to this agreement, then to whom should ICANN be accountable?

15. The People Behind the Press: Building Social Capital in New Media Ecologies

The aim of this article is to introduce an original framework in which new media ecologies can be understood to develop. Specifically, it examines the unique, world-leading online ecology of South Korea, to suggest how new forms of democratic process and social organisation can be emulated elsewhere. The discussion identifies and analyses several policy and cultural factors to distil three encompassing variables that comprise a framework for understanding the Korean situation, and the application of new technologies: structure, ethos and activity. Ultimately, it is a framework that may be used to investigate social organisation mechanisms that may potentiate news media's role in democratic society. This concept of social organisation is constructed around the notion of social capital and theorised as an infrastructure for new news media models. In the outcome, it is argued that news media could themselves become civic socialization mechanisms that encourage a more active and engaged citizenry, reflecting social capital's strong relationship with political participation, and thus a continuing foundational role for journalism in democracy.

Abstract:
This paper proposes that the Federal Communications Commission adopt rules to allow practically all of the electromagnetic spectrum to be allocated flexibly in response to market conditions and to allow licensees to use their spectrum flexibly. This approach is consistent with the direction of FCC decisions to allow greater spectrum flexibility and would be economically far superior to recent FCC proposals for broadcast spectrum auctions. Spectrum flexibility—or “Open Spectrum”—would eliminate the much-lamented wireless broadband “shortage” without delay and would foster greater innovation in American spectrum markets and transactions and in wireless services and products. The econo mic value of Open Spectrum is probably orders of magnitude greater than the projected $15 billion in receipts from the FCC's broadcast spectrum auctions.
