Abstract:
In theory, democracy is a bulwark against socially harmful policies. In practice, however, democracies frequently adopt and maintain policies that are damaging. How can this paradox be explained? The influence of special interests and voter ignorance are two leading explanations. I offer an alternative story of how and why democracy fails. The central idea is that voters are worse than ignorant; they are, in a word, irrational—and they vote accordingly. Despite their lack of knowledge, voters are not humble agnostics; instead, they confidently embrace a long list of misconceptions.

Abstract:
The Istituto Affari Internazionali (IAI) and the Center for Global Counter Terrorism Co-operation (Center) convened a brainstorming on 11 - 12 July in Rome on “Implementing the UN General Assembly's Counter-Terrorism Strategy: Addressing Youth Radicalisation in the Mediterranean Region. Lessons Learned, Best Practices and Recommendations.” The event was organised in co-operation with the Italian Ministry of Foreign Affairs, the German Ministry of Foreign Affairs and the Centro Studi sul Federalismo (Turin), with the support of the Compagnia di San Paolo. The participants included experts from the UN and other multilateral bodies, officials from the Italian and German governments, and academic and other non-government experts from the United States, Europe and the Middle East and North Africa (MENA) region. The meeting also included a roundtable of representatives of the “Consulta Giovanile per il Pluralismo Religioso e Culturale” (Youth Consultative Council), a youth advisory board recently established by the Italian Ministries of Youth and Sport and Interior to enhance the role of youth in promoting dialogue and tolerance among different cultures and religions. The Rt. Hon. Giovanna Melandri, the Italian Minister for Youth Policies and Sport addressed the brainstorming.

Abstract:
Undoubtedly, the Chinese currently think of Europe, and of the European Union, primarily in economic terms. Since 2004, the EU has been China's first trading partner, accounting for 15% of its overall external trade in 2006, with a bilateral increase of 25% from 2005. Overall, bilateral trade between China and the EU has increased more than sixty-fold since 1978 to reach nearly €255 billion in 2006. In return, China is the EU's second largest trading partner, after the United States, and in 2006 became the largest source of EU imports, amounting to approximately €192 billion, or 14.4% of the total, a 21% increase from 2005. Over the same period, EU exports to China increased by 23% to approximately €63 billion.

The Center for International Media Assistance (CIMA) at the National Endowment for Democracy aims to strengthen the support, raise the visibility, and improve the effectiveness of media assistance programs by providing information, building networks, conducting research, and highlighting the indispensable role independent media play in the creation and development of sustainable democracies around the world. An important aspect of CIMA's work is to research ways to create an environment that will allow independent and free media to be sustainable and to attract additional U.S. private sector interest in international media development.

Abstract:
The author aims at uncovering points of convergence and divergence in the relationship between the Catholic Church and society. He begins by analyzing the challenges facing the Church in modern times, using the case of the United States and the traditional political relationship between Church and State in Latin America until the rise of the social-Christian options in the 1960s. He then describes Vatican II, which opened the Church to the influences of modern times. Subsequently, the author explains what he calls the “glorious period” of the Latin American Church, from the conference of bishops in Medellin (1968) to the meeting in Puebla (1979), with the Church's critique of “social sin,” its option for the poor, and liberation theology. Concurrently, the author shows the contradictory effects of the military regimes in the region. Looking at the relationship between Christians and politics, he analyzes in particular the case of Brazil, later expanding his analysis to Latin America and the world. The author then addresses social participation and politics in ecclesiastical practices and the slow building of democracy in the region, offering methodological criticisms of some static and nonhistorical analyses. He delineates how democracy has challenged the Church and, looking ahead, explores the present dynamism of society, especially the virtuosity of social movements and ecclesiastical communities when facing future transformation. The author ends by describing the current situation in Latin America, highlighting the pressing need for the Church to face issues that are presently frozen (such as sexuality, celibacy, and women as priests), in the hopes of a possible Council process in the future.

With USAID funding, The Carter Center conducted a targeted observation for Guyana's Aug. 28, 2006, national elections to demonstrate the Center's interest in and support for Guyana's democratization process. The Center also sought to assess the political and electoral environment in Guyana surrounding the 2006 elections in follow-up to former U.S. President Jimmy Carter's 2004 visit to Guyana. The 2006 elections marked a historic event in the country as Guyana experienced its most peaceful election in recent history.

Abstract:
On March 17, the Palestinian Legislative Council (PLC) approved the formation of a Hamas-Fatah national unity government by an 83–3 margin. This culminated a process that began in early February with the Mecca accord facilitated by Saudi Arabia's King Abdullah. Many governments have withheld comment since that accord. One reason for their relative silence is reluctance to criticize a project associated with King Abdullah, who is emerging as a leading force in the Arab world and a linchpin of U.S. efforts to isolate Iran. Another is bated hope that the new government guidelines will be a marked improvement over those of the current Hamas government. Since Hamas's victory in January 2006 parliamentary elections, the focus has been on three principles proposed by the Quartet (the United States, Russia, the European Union, and the UN): (1) recognition of Israel, (2) disavowal of violence, and (3) adherence to past written commitments.

Abstract:
On February 22, Egyptian blogger Abdul Karim Suleiman was sentenced to four years in prison for messages posted on his personal website. Suleiman, who blogs under the name Kareem Amer, was a student at Cairo's al-Azhar University when he posted comments deemed by Egyptian authorities as blaspheming Islam, inciting sedition, and insulting President Hosni Mubarak. For the first two offenses, he drew three years' imprisonment; for the third, an additional year. Among other things, Suleiman posted comments harshly critical of Muslims in his native Alexandria during their violent 2005 clashes with Coptic Christians. He also labeled his conservative religious university "the university of terrorism" and called Mubarak a "dictator."

Nigeria has had a grim history of electoral violence since its return to democratic rule in 1999, and with its next elections eight weeks away, the United States Institute of Peace (USIP), in partnership with the West Africa Network for Peacebuilding - Nigeria (WANEP-Nigeria), held a workshop on the prevention of electoral violence. The workshop entitled, "Nigeria 2007: Building Blocks for a Peaceful Transition," took place in Abuja, Nigeria, from February 13 to February 15, 2007. Thirty-one participants from civil society organizations representing all six of Nigeria's geo-political zones attended the workshop.
