111. Strengthening Senior Leadership In the U.S. Government: Phase I Report

Abstract:
Since its creation in 1978, the Senior Executive Service (SES) has undergone wide - ranging assessments and analyses from a variety of sources. The U.S. General Accounting Office (GAO), Grace Commission, Packard Panel, and National Performance Review have addressed SES structural, systemic, and operational issues. In 1998, the U.S. Office of Personnel Management (OPM) raised these issues anew in a broad review about SES' future, and whether SES selection, development, and management produce the executives needed to meet the leadership challenges and opportunities of the 21st Century. This work led to policy improvements and set the stage for legislative proposals. However, the review did not show stakeholder consensus on several pivotal areas for effecting change in SES structure and composition. As a result, OPM was encouraged to lead a more comprehensive assessment of structure and composition to identify appropriate changes that would enhance overall accountability.

Abstract:
In October 2001, the Office of Environmental Justice at the U.S. Environmental Protection Agency (EPA) asked the National Academy of Public Administration (the Academy) to study a selected group of state environmental justice programs and identify opportunities for states to address environmental justice concerns more effectively. This study complements a prior Academy effort that analyzed how environmental justice could be incorporated into EPA's permitting programs for air, waste, and water and contributed to EPA's five - step strategy for integrating environmental justice into its permits.

Abstract:
The past decade witnessed an increased interest among policy-makers, scholars, and advocates in expanding and deepening citizen participation processes, particularly in community and economic development activities. The Bush Administration, early on in its tenure, philosophized about the idea of a “citizen centric” government. The Clinton Administration, under the leadership of Vice-President Al Gore, worked on numerous citizen participation initiatives as part of its “reinventing government” program. Scholars, most notably, Robert Putnam, in books like Bowling Alone (2001), called attention to the decline in civil society. Redburn and Buss, in their monograph, Modernizing Democracy, called attention to the power of new information technology, and the Internet to engage citizens in public life in more sophisticated ways, and outlined a program to accomplish this goal. Advocates, like the Orton Family Foundation, have invested heavily in development and marketing of software—CommunityViz—to improve the quality of citizen deliberations on community and economic development policy and programming (www.communityviz.com). Representatives from neighborhood groups, the planning profession foundations, think tanks and universities met in Tampa in January 2002 to form a national association to raise the visibility of and expand opportunities for citizen participation in building communities (www.PlaceMatters.com). Hundreds of websites on citizen participation now dot the Internet landscape (e.g., www.democracyinnovations.org).

114. Mexico's War on Drugs: No Margin for Maneuver

Abstract:
Illegal drugs pose a threat to Mexico in many aspects: consumption, and violence and corruption provoked by the traffic of drugs in Mexican territory. However, even when consumption is a growing problem in Mexico, the main threat to Mexican stability comes from the corruption generated by the production and transportation of drugs in Mexico. Violence is also a problem, but it is difficult to assert that it constitutes right now a serious threat to Mexican governance. The Mexican government has been fighting this phenomenon for years in a context of institutional weakness and strong pressures from the United States. The fact that Mexico is a natural supplier of illegal drugs to the biggest market in the world, the United States, places the Mexican government in a very complex situation with no other alternative than to continue fighting drugs with very limited institutional and human resources. In this process, Mexico has no margin for maneuver to modify the parameters of the war on drugs.

115. The Meanings of Palestinian Reform

Since U.S. President George W. Bush's 24 June 2002 statement on the Israeli-Palestinian conflict, Palestinian reform has emerged as a key ingredient in Middle East diplomacy. In his statement, the president publicly identified “a new and different Palestinian leadership” and “entirely new political and economic institutions” as preconditions for the establishment of a Palestinian state. In early July, the Quartet of Middle East mediators (the European Union, Russian Federation, United Nations, and United States) established an International Task Force for Palestinian Reform “to develop and implement a comprehensive reform action plan” for the Palestinian Authority (PA). The September 2002 statement by the Quartet underscored reform of Palestinian political, civil, and security institutions as an integral component of peacemaking. The three phase-implementation roadmap, a U.S. draft of which was presented to Israel and the Palestinians by U.S. Assistant Secretary of State William Burns in October, provided details on this reform component.

Abstract:
In 1998 some 32 million people needed humanitarian assistance because they were caught up in complex emergencies (armed conflicts or civil wars). That same year, the United States spent $898 million on humanitarian assistance. This amount represented 10.2 percent of official development assistance and was more than triple the amount spent on humanitarian assistance in 1990.

At the invitation of the Ministry of Civil Affairs (MCA), People's Republic of China, The Carter Center sent a delegation to observe villager committee (VC) elections in Hebei Province from January 4 to 13, 2000. The delegation was led by Ambassador Gordon L. Streeb, Associate Executive Director of the Center, and made up of nine Center staff members, election experts and China scholars from various universities in the United States and Denmark. This was the fourth time since 1997 that the Center has observed village elections in China and the first time that an international organization has been invited to observe a primary VC election.

More than 80 percent of the cocaine in the United States comes from Colombia. Substantial amounts of the heroin seized in the United States are also from Colombia. For the United States the impact of illegal drugs is devastating, not only in terms of human misery and lives lost, but also the billions it costs to combat this illegal trade; house the prison population of drug offenders; to provide health care to drug users; and sustain the loss of productivity in the economy. One estimate puts the dollar cost at $100 billion a year. This is a staggering amount, even in an $8 trillion economy. The cost to Colombia, however, is disproportionately higher. Consider the corruption and economic distortion $5 billion of illicit profits causes in Colombia, whose GDP is about $90 billion.

Abstract:
The current devolution debate has focused on shifting responsibilities from the federal level to the states. A byproduct of this shift has been renewed attention to an often neglected element of the policy mix—the costs and benefits of different local institutionalarrangement—and to the potential roles of civil society and community-based initiatives in that mix. The local tableau has recently been rediscovered as a vital leg on which the performance of the public sector is dependent. Students of government are only beginning to understand this play between civil society and the public sector. Here we focus especially on the dynamics within poor communities, where simple assistance is no longer considered adequate to solve problems without the necessary institutional infrastructure that is sometimes included under the label “civil society.”
