181. What Do They Really Want?: Obama's North Korea

Abstract:
Negotiating with North Korea is all about contradictions. What can be important one day can become unimportant the next. A position they hold stubbornly for weeks and months can suddenly disappear. But these contradictions tell us a lot about core goals that may lie beneath Pyongyang's rhetoric and the provocative actions which culminated in a second nuclear test on May 25, 2009. Understanding these core goals, moreover, offers insights into how spectacularly unsuccessful North Korean leader Kim Jong-il has been as he prepares to step down. What do the North Koreans ultimately want with their recent spate of provocative behavior? What is often stated through the mouths of their foreign ministry officials is only a part of the Pyongyang leadership's broader goals. The judgments that follow are also informed by the experiences and ‘‘gut instincts’’ of those who have negotiated with the regime over the past sixteen years.

The United States and India share the fundamental objective of preserving an Asia that is peaceful, prosperous, and free. Without security, India's meteoric rise cannot continue. While New Delhi can manage Pakistan, its longtime regional adversary, it will have more difficulty confronting the challenges posed by a rising China. As a result, India will continue to depend on the United States to preserve order in Asia until it can protect its own interests there.

India's Prime Minister, Manmohan Singh, will come to Washington on November 24, 2009, for the first state visit hosted by President Barack Obama. This event will be widely viewed as evidence of the importance attached to maintaining the upward trajectory in U.S.–Indian relations. By all accounts, the two leaders have already established a good working relationship—something skeptics feared was impossible given the prime minister's warm regard for President George W. Bush and the differences between Bush and Obama on many issues involving India. The global economic crisis, however, appears to have enhanced the personal collaboration between the two leaders, as many of Singh's ideas for stimulating the global revival have been backed by Obama in various forums, including most recently at the Group of Twenty's summit in Pittsburgh.

Abstract:
Any effective diplomatic approach to Iran must involve a regional strategy. While Iran's nuclear program is presently the most urgent dimension for the United States and the international community to confront, unless the country can be reintegrated into a normal web of international relations, any progress made on that front is likely to be short-lived. Iran's neighbors — particularly the members of the Gulf Cooperation Council, which share a concern for Gulf security — can be important players in that process of reintegration. These six states, Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates, and Oman, are afraid of Iranian hegemony in the Gulf, but are too small or too timid to challenge their northern neighbor, so they seek to develop normal relations with Tehran while protecting their interests.

Abstract:
U.S. policy has sought to nudge the junta in Burma toward a more reasonable approach to its dilemma, either in the form of managing Aung San Suu Kyi's house arrest in a semitransparent fashion, allowing the release of imprisoned prodemocracy activists and the National League for Democracy cadre, agreeing to visits from United Nations special representatives, or accepting regional advice and guidance at critical moments. But Burma is a minuet dramatizing the “one step forward, two steps backward” description of progress. Even as the administration of President Barack Obama commits itself in principle to reaching out to Burma, events conspire against another effort to coax the junta toward a reasonable, regionally acceptable solution to its hard edge.

On December 7, Turkish prime minister Recep Tayyip Erdogan will visit Washington to meet with President Barack Obama. The meeting follows Obama's April visit to Turkey, during which the U.S. leader reached out to Ankara in an effort to realign the countries' interests after the tumultuous years of the Bush administration. In the U.S.-Iran nuclear crisis, U.S. motivations stem from its role as protector of today's market-centered, global oil system, herein "The One Global Barrel." This market itself is the principal basis of global energy security today, unlike the political-economics of the old neo-colonial system. But, most light-oil reserves are in P ersian Gulf states— Saudi Arabia, Kuwait, the UAE, Iran and Iraq. U.S. Grand Strategy prevents any from projecting power affecting another's production and undermining the open market. Hence, Iraq was driven from Kuwait, placed under sanctions and the Ba'athists overthrown. Iran alone now projects power independently. Its nuclear program is a gambit for a Grand Bargain to lift oil sanctions without surrendering Regional power status, or to accomplish this asfait accompli. A future national-democratic Iran could find U.S. limits on sovereign power equally obnoxious. These underlying oil-market interests must be publically recognized to advance negotiation of the present crisis.
