Abstract:
President Obama's announcement of a troop surge and the planned withdrawal of the Netherlands as lead nation in Oruzgan province in mid-2010, where the bulk of Australia's military contribution operates, raise a number of issues for Australia's role in Afghanistan. In particular: the potential and perhaps unintended impact of any new lead nation on the relative improvements in security that have been achieved in Oruzgan province a possible demand for more Australian troops and greater flexibility in the way they are used in Afghanistan as the result of changes in US strategy; and the effectiveness of Australia's small but growing number of civilian and police personnel in Afghanistan.

Abstract:
The findings of this first phase of our inquiry raised many questions about how the United States might improve discourse among intelligence and policy professionals in ways that could advance U.S. security interests in the twenty-first century. We were fortunate to receive additional support from The John D. and Catherine T. MacArthur Foundation in 2006 to expand our study, allowing us to focus on the use of diplomatic engagement to protect against emerging security threats to U.S. interests—specifically on the spread of nuclear capabilities among new regional powers. The major purpose of this second inquiry is to examine whether diplomatic engagement is feasible and effective for addressing twenty-first century security challenges and to develop different examples of what such challenges might require.

Abstract:
Control of tractical nuclear weapons (TNW) has remained an elusive goal since the early 1990s when the United States and the Soviet Union/Russia adopted a set of unilateral parallel political obligations to reduce and store at central locations the larger part of their TNW forces. Efforts by the international community to nudge the two countries to give these unilateral statements a legally binding, verifiable character did not succeed, and one can point to little headway with respect TNW arms control in the intervening 18years.

134. Save the Arms Embargo

Abstract:
One of the first measures contemplated by the United Nations when confronting a new security crisis is to institute an arms embargo. Since the end of the Cold War – which liberated international action from the constraints of major power confrontation – there have been 27 such embargoes. In addition to these UN embargoes, there are also unilateral measures: The United States imposes its own arms sanctions on some countries (including Cuba), as does the European Union, sometimes directed at the same targets, notably Burma/Myanmar and Zimbabwe. Are they used at the right moment, and do they have the effects the UN would want? The list of failures is, indeed, long. The most striking is the arms embargo on Somalia, which has been in place since 1992 without any settlement in sight. Is it time to forget about this measure? Or is it time to save the embargo? If it is time to save the embargo, as this brief contends, what lessons can be drawn about the optimal use of embargoes, and under what conditions can they work?

In their January 2007 Op-Ed , George Shultz, William Perry, Sam Nunn and Henry Kissinger advocated "A World Free of Nuclear Weapons." To imagine a world without nuclear weapons means that the United States and the other nuclear powers can find a way to get rid of them. In other words: "Getting to zero." But, how to reach "zero" is usually where the debate stalemates. With characteristic candor, Shultz himself admits he doesn't know how to get to zero, and doubts if his colleagues do.

With the support of the Carnegie Endowment for International Peace and the Norwegian Ministry of Foreign Aff airs, the Monterey Nonproliferation Strategy Group (MNSG) has focused its work over the past two years on specifi c issues that have a direct bearing on the strength and vitality of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). To date, the strategy group's agenda has included ways and means to eliminate the threat of fi ssile material; renewed commitments and new approaches to verifi cation of and compliance with the nuclear nonproliferation regime; practical and achievable nuclear arms reduction and disarmament; the establishment of a nuclear-weapon-free zone in the Middle East; and nuclear challenges and policy options for the next U.S. administration.

Abstract:
The use of military force to halt or reverse nuclear proliferation is an option that has been much discussed and occasionally exercised. In the 1960s, for example, the United States considered destroying China's nuclear program at an early stage but ultimately decided against it. More recently, the key rationale for the invasion of Iraq in 2003 was the threat posed by Iraq's suspected inventory of weapons of mass destruction (WMD). Although significant evidence of WMD was not found in the Iraq case, the potential utility of military force for counterproliferation remains, particularly in the case of Iran. The possibility of military action against Iranian nuclear facilities has gained prominence in the public discourse, drawing comments from journalists, former military officers, and defense analysts. This makes the Iranian nuclear program a potential test case for military counterproliferation.

Abstract:
Although it is often argued that China's recent antisatellite weapon test was a protest against U.S. space policies, Beijing's counterspace programs are actually part of a considered strategy designed to counter the overall military capability of the United States. In preparing to cope with America's overwhelming conventional might, China has taken aim at its Achilles heel: its space-based capabilities and their related ground installations. Thus, China will continue to invest in space-denial technology rather than be a party to any space-control agreement that eliminates its best chance of asymmetrically defeating U.S. military power. With its dominance of space now at risk, the United States must run and win this offense/defense space race if it is to uphold its security obligations and deter increased Chinese counterspace efforts.

140. US Policy on Small Arms Transfers: A Human Rights Perspective

From Somalia and Afghanistan to Bosnia, Haiti, Colombia, Rwanda, Sierra Leone, Liberia and Congo, small arms and light weapons were a common feature of the human rights calamities of the 1990's. More than a hundred low-intensity conflicts flared across the globe in that final decade of the bloodiest century, and virtually all of them were fought with small arms and light weaponry. Hand grenades, rocket-propelled grenades and bazookas, mortars, machine guns, and shoulder-fired missiles were the common weapons of warfare, along with the ubiquitous AK- 47--as readily slung over the shoulder of a 14 year old boy as a 40 year old man. Human rights and humanitarian organizations pondered the evidence: there was an inescapable linkage between the abuses they sought to curb, and the prevalence of these easy to handle, durable, and imminently portable weapons. In many instances the weapons were used as direct instruments of repression and devastation. In others, armed groups and government-sponsored militia used them to facilitate assaults with cruder weapons, spread fear, and create insecurity that effectively deprived people of their livelihood. Ironically, none of the countries in turmoil produced their own small arms. Behind the plethora of weapons lurked shadowy arms dealers looking for a profit, indifferent to the public's moral outrage and UN-imposed arms embargoes.
