On February 11, 2004, Maj. Gen. (ret.) Matan Vilnai addressed The Washington Institute's Special Policy Forum. General Vilnai is former deputy chief of staff of the Israel Defense Forces (IDF). From 1989 to 1994, he served as head of the IDF Southern Command, with responsibility for deploying Israeli forces out of Gaza in accordance with the 1994 Gaza-Jericho accord. As a leading member of the Labor Party, he has also served as a senior cabinet minister and member of the Knesset since 1999. The following is a rapporteur's summary of his remarks.

Abstract:
For much of the upcoming presidential election season, the United States will no doubt be preoccupied with domestic affairs on the one hand, and the postwar transition in Iraq on the other. Although Washington undoubtedly hopes for a quiet year in the Middle East, reality might bring less desirable results. In the Arab-Israeli arena, the most significant threat to regional stability (beyond Palestinian terrorism) is the Syria-Hizballah-Iran triangle. Hizballah and Syria appear to be reverting to their traditional pattern of ratcheting up terrorist activity whenever they feel they are being ignored. Unless an effort of some sort is made to halt such escalation, Israel's northern front will become the site of a broader conflict in which neither Israel nor the United States wants to become enmeshed at the moment.

Less than a year ago, Israeli prime minister Ariel Sharon rejected the idea of a unilateral pullback from Gaza, telling Labor Party leader Amram Mitzna that isolated settlements such as Netzarim were equal to Tel Aviv in his eyes. Last week, however, Sharon -- a leading architect of Israel's settlement movement -- declared his intention to authorize plans for a unilateral evacuation of at least seventeen of the twenty Israeli settlements in Gaza. Although some remain unsure whether the prime minister will follow through on this pledge, skepticism regarding Sharon's intentions should be balanced by other considerations.

This paper discusses development policy objectives, noting how these have changed over the years, with a more explicit focus on poverty reduction coming recently to the fore. It also examines the relationship between economic growth and poverty reduction. The paper then discusses how to achieve economic growth, starting with the caveat that growth must be environmentally sustainable, and moves on to the big question of the respective roles for the market mechanism and the state in allocating society's productive resources. The paper next discusses how economic reform has been implemented, and the political difficulties that arise. It concludes that getting development policy right has the potential to lift millions out of poverty.

Abstract:
September 11 is a date that has become fixed in the calendar of public memory. For one side in the conflict between the United States and the Islamic network opposed to its power in the Middle East, the shocking display of destruction is remembered as a day of infamy; for the other side, as a day of martyrdom. Which of these claims is true—indeed, whether either is true—depends on the identity and political imagination of the person doing the remembering. But regardless of which meaning the day is now made to bear, the leadership on both sides of the conflict agree on one thing: this was a moment in time that cannot and should not be forgotten. For some, on both sides, 9/11 deserves to be seen as a genuine turning point in history, changing the global political order in a way that allows no going back. For others, again on both sides, it might more usefully be seen as a moment of illumination, when the sudden flash of violence lit a political landscape whose contours theretofore had been difficult to see.1 Whether as a turning point or a moment of illumination, whether as infamy or martyrdom, 9/11 has become a point in time signifying more than the events that took place on that day.

6027. Democratizing Globalization? Impacts and Limitations of Transnational Social Movements

Abstract:
This paper examines the organizational foundations for global democracy that have been developed through the efforts of generations of activists who have conceptualized their struggles in transnational or global terms. A broad look at the history of transnational activism shows that the “battle of Seattle” against the World Trade Organization had its origins well before the fall of 1999. It also shows that activists from poor countries have played strong roles in shaping the course of past global activism, and they are likely to play central roles in defining the future course of global struggles for democracy and social justice. Finally, we see that transnational activism has helped cultivate skills, collective identities, and perspectives on global interdependence that affect the possibilities for social movement activism today. At the same time, anti-democratic forces led mainly by the U.S. government have sought to preserve existing relations of domination and exploitation against the latest movement challenges. The current “war on terror” serves to mask a longer-term effort by proponents of economic globalization to restrict public opposition to their agenda. I outline some of the key reactions that the U.S. and other Western governments have taken in response to movement challenges, and I suggest several lessons this analysis uncovers for how activists—primarily those in the U.S. and other Western countries—can work to enhance the struggle for a more democratic global system.

The basic arguments of this paper are, first, that the current US-missile defense, being operative from fall 2004, is based upon the former experiences with missile defense, second, that missile defense closely associated with weapons of mass destruction has gained the highest priority in American national security policy due to the 9.11 attacks, and third, that the superior argument for establishing an American missile defense is to maintain global, long term political-strategic superiority.

Abstract:
The paper analyses critically the threat perceptions of the West, and especially the United States, regarding ballistic missiles and weapons of mass destruction in the hands of Asian states. Reviewing Southwest, South and Northeast Asia it finds these regions to be more stable as commonly assumed and little evidence to support the assumption that the states in these regions are undeterrable. A deployment by the United States of ballistic missile defences is thus found to be both superfluous and possibly destabilising. However, a mobile boost-phase defence is found to be less potentially destabilising than other missile defence "architectures".

On the background of the recently increased political interest in protecting and assisting refugees in their 'regions of origin' this working paper lays out a conceptual framework for analyzing the strategies, conditions and options for support to refugees areas in neighboring countries to countries in conflict. In particular relations between security–or the 'securitization of refugees'–and development and local integration are discussed. The working paper identifies the confinement and lack of freedom of movement of refugees as the major obstacle to local, or rather regional, integration of refugees. Finally, the working paper makes recommendations for action and research in relation to the strategy of protecting and assisting refugees close to the countries they have left.
