This paper outlines a new conceptual framework for U.S. foreign policy appropriate to a global age. It argues that constructive multilateral engagement is essential if the United States is to grapple with the challenges and take better advantage of the opportunities presented by globalization. The paper emerges from a collaborative study sponsored by the Center on International Cooperation (CIC) to examine the causes and consequences of U.S. ambivalence toward multilateral cooperation.

Abstract:
Complex, multidimensional peacekeeping is a creature of the 1990s. The civilian tasks are those set out in Agenda for Peace (1992), and its 1995 Supplement, while the lessons of the 1990s for UN operations were only codified in the Brahimi Report of August 2000 and its proposed reforms. The explicit contribution to peacekeeping missions of UNDP and the Specialized Agencies, with the important exception of those with an established humanitarian mandate such as UNHCR and WFP, is thus little more than a decade old. Capacity-building reforms within UNDP and the agencies for this conflict-related and post-conflict role date to 2001-2002 at best. Accommodation by the UN system for peacekeeping operations of their now integral role has not begun.

Abstract:
According to polling commissioned by the Lowy Institute, twice as many Australians think that US foreign policy is on the wrong track as think it is on the right track. Many observers argue that the direction of American policy will vary greatly depending on the outcome of the presidential election. Certainly, there are significant differences in style and substance between the two candidates, George W. Bush and John F. Kerry. However the similarities are as striking as the differences. External challenges, in particular the Iraq war and the war against terrorism, and internal pressures have combined to produce something of a convergence between the outlooks of foreign policy makers in both parties. In the event of a Bush victory, the failure of its foreign policy adventurism in the first term would probably make for a more centrist policy in the second term. In the event of a Kerry victory, the realities of the international system and the probable Republican control of the Senate would do the same. Whomever is elected, America is likely to pursue an assertive foreign policy involving the use of military force; there will less gleeful unilateralism and steroid-fuelled pre-emption than we have seen in the past four years, but it will still be a world away from the kind of strategy many observers are anticipating. From Australia's perspective, the fundamentals of our alliance with the US will ensure that it endures regardless of the result on 0 November. However the temperature of the relationship would probably be affected by a Kerry win. Given the task the senator has set himself of strengthening links with allied capitals, the relationship with Canberra would likely be less of a priority for him than for President Bush. On the other hand, the election of a new face in Washington would make other aspects of Australia's diplomatic life easier.

5934. Israel's withdrawal from Gaza: a role for Australia?

Abstract:
Despite its defeat in a Likud Party referendum on 2 May, Israeli Prime Minister Ariel Sharon's proposal for a unilateral withdrawal from settlements and military positions in the Gaza Strip remains very much on the Israeli national agenda. For Sharon a withdrawal would help shorten Israel's security lines, block any alternate diplomatic initiatives being forced on Israel and win important policy changes in US positions on the Israeli-Palestinian conflict. Indeed despite Palestinian suspicions about the proposal, an Israeli withdrawal from Gaza could, if executed in an orderly and coordinated fashion, ultimately help reinvigorate a moribund peace process. There remain, however, a number of questions surrounding the plan, not least of which is whom Israel would coordinate any pull-out with, and who or what would fill any political and security vacuum left by Israel's withdrawal. Solving both sets of problems is likely to require some form of international intervention. If this occurs Australia would probably find itself on a short list of countries who would both be capable of contributing to such a sensitive and complex mission and whose membership of such a force would be acceptable to Israel, the Palestinians and the United States.

Abstract:
The NAFTA agreement on agricultural trade consists of three bilateral agreements—between the United States and Mexico, the United States and Cana da, and Canada and Mexico. The US-Canada agreement largely carried into NAFTA the tariff and nontariff barrier rules that had been adopted in the Canada-US Free Trade Agreement (CUSFTA). Under CUSFTA, most agriculture tariffs between the United States and Canada were to be phased out by January 1998, and this schedule was adopted by NAFTA for US-Canada agricultural trade. However, Canada was allowed to maintain permanent tariff-rate-quota (TRQ) restrictions on imports of dairy, poultry, and eggs; and the United States was allowed to maintain TRQs on imports of sugar, dairy products, and peanuts from Canada (see table 1). Although a tariff snapback provision remains in effect until 2008, it has rarely been used by Canada. Agricultural trade between Mexico and Canada was limited by virtually the same restrictions. As might be expected, some agriculture trade associations favored NAFTA and others opposed. Box 1 summarizes the lineup of important trade associations.

Abstract:
Building on the 1989 Canada-US Free Trade Agreement (CUSFTA), the NAFTA contains dispute settlement provisions in six separate areas. NAFTA Chapter 11 is designed to resolve investor-state disputes over property rights; Chapter 14 creates special provisions for handling disputes in the financial sector via the Chapter 20 dispute settlement process (DSP); Chapter 19 establishes a review mechanism to determine whether final antidumping and countervailing duty decisions made in domestic tribunals are consistent with national laws; and Chapter 20 provides government-to-government consultation, at the ministerial level, to resolve high-level disputes. In addition, the NAFTA partners created interstate dispute mechanisms regarding domestic environmental and labor laws under the North American Agreement on Environmental Cooperation (NAAEC) and the North American Agreement on Labor Cooperation (NAALC), respectively. This chapter examines the first four dispute settlement systems; the NAAEC and NAALC systems are evaluated in the environment and labor chapters of this book.

5939. What Went Right in Japan

Abstract:
Japan's recovery is strong. Real GDP growth will exceed 4 percent this year and likely be 3 percent or higher in 2005 and perhaps even 2006. The Japanese economy has been growing solidly for the last five quarters (average real 3.2 percent annualized rate), and the pace is sustainable, given Japan's underlying potential growth rate (which has risen to 2 to 2.5 percent per year) and the combination of catch-up growth closing the current output gap and some reforms that will raise the growth rate for quarters to come (though not permanently). Indicators of domestic demand beyond capital investment are increasingly positive, including housing starts bottoming out, inventories drawing down, and diminished deflation. Moreover, on the external side, while China was the main source of export growth in 2003, the composition of exports has become more balanced this year and is widening beyond that seen in other recoveries. Just as in the United States and other developed economies, a sharp slowdown in Chinese growth and a sustained further increase in energy prices represent the primary risks to the outlook.

During the past year, there has been considerable debate about, and much international criticism of, China's exchange rate and its currency regime. Yes, criticism of China in the United States would likely be more muted if the ongoing recovery were not so “jobless,” if employment in the US manufacturing sector had not (mainly for other reasons) declined so much in the three-year run-up to this presidential elect ion year, if so much attention were not focused on the very large bilateral US trade deficit with China instead of China's economically—more meaningful overall balance-of-payments position, and if the United States had not done such a poor job of improving its saving-investment imbalance—particularly in the public sector.
