How strong is the U.S. militarily? Recent history would suggest very strong indeed—the U.S. armed forces are undefeated in two stand-up fights with Saddam Hussein, and one each with Slobodan Milosevic and the Taliban. The Grand Strategy of the Bush administration seeks to improve this already impressive position. “Our forces will be strong enough to dissuade potential adversaries from pursuing a military build-up in hopes of surpassing, or equaling, the power of the United States.”

Two myths have important, distorting effects on the Bush administration's policy toward the Israeli-Palestinian conflict. First is the optimistic belief that the Israeli-Palestinian conflict is only a minor obstacle to American foreign policy—a modest hindrance that will not prevent the United States from achieving its main foreign policy goals. Second is the pessimistic belief that a final settlement between Israel and the Palestinians is infeasible, so a forceful U.S. push for peace will only waste effort on a fool's errand. These two assumptions have led the administration to adopt a passive policy toward the conflict, declining to offer firm U.S. leadership toward peace.

Abstract:
Political communication comes in various forms. The first part of this paper presents some variants of political communication, and provides a set of definitions of such communication. A centre of gravity is along the borderline and overlap between rhetoric and propaganda. It is argued here that rhetoric unlike propaganda has a potential for deliberation. Propaganda is inherently hostile towards debate and discussion. This reluctance towards debate and discussion has at times been evident as regards the Bush administration's war on terrorism. The second part of the article deals with propaganda from the Bush administration aimed at quelling debate. All the principals from the first George W. Bush administration (2001-2005) took part in this strategy. Most of the material presented here is explained in more detail in Anders G. The paper examines the relative position of GSP (tariff preferences for developing countries) compared to ordinary tariffs and free trade agreements in Norway, the EU and the USA. On average, ordinary GSP gives a tariff rebate of less than 50% in all countries. “Extended” GSP, given to the Least Developed Countries (LDCs) and others, implies zero tariffs in Norway and the EU, but only partial liberalisation in the USA. EU provides extended GSP for 119 countries, while the USA does so for 76 and Norway for 52. Considering the shares of trade rather than the number of countries, extended GSP covers 5% or less of total trade in all cases, and ordinary GSP is much more important. Compared to tariffs in free trade agreements, ordinary GSP is inferior in the USA and the EU, but not too far behind in Norway. This is due to recent cuts in MFN tariffs as well as improvements in the GSP system of Norway. For manufacturing, Norway has low tariffs and a generous GSP system. This is however not the case for agriculture.

Brazil's agricultural land is exceeded only by China, Australia and the United States, and agriculture plays an important role in the country's economy. Abstract:
Despite higher energy prices, the expansion has continued at a solid pace, driven by private domestic demand. With the output gap closing, stimulus is appropriately being withdrawn. However, monetary tightening since mid-2004 has not yet translated into higher long-term interest rates, and the incipient decline in the federal budget deficit owes much to the recent buoyancy of revenues. Over the next 18 months, the economy is projected to grow at an annual rate of 3¼ per cent, roughly in line with estimated potential output. Although such a soft landing is the most likely outcome, there are some risks. With little economic slack left, inflation could continue to pick up, in particular if oil prices keep rising. Insufficient public spending restraint or renewed dollar weakness associated with concerns about the external deficit might also add to inflationary pressures. On the other hand, an end to the house price boom, let alone a sharp correction, could entail a retrenchment of household expenditure that has been underpinned by rising household wealth.

Abstract:
Nuclear energy has been used to produce electricity for more than half a century. It currently provides about 17% of the world's supply and 23% in OECD countries. The oil crisis of the early 1970s provoked a surge in nuclear power plant orders and construction, but as oil prices stabilised and even dropped, and enough electricity generating plants came into service to meet demand, orders tailed off. Accidents at Three Mile Island in the United States (1979) and at Chernobyl in Ukraine (1986) also raised serious questions in the public mind about nuclear safety.

The United Nations (UN) roller coaster ride has been severe in the post-Cold War era – from the euphoria surrounding Security Council decision-making to use military force against Iraq in 1990-1991 when "renaissance" was the common multilateral refrain, to the current morass after severe divisions over the decision by the United States (U.S.) and United Kingdom (UK) to go to war in Iraq in 2003 with a return to the "dark ages" of unilateralism.

The Nuclear Nonproliferation Treaty (NPT) was concluded at the end of the 1960s, a decade which saw the drama of the Cuban Missile Crisis, the height of the nuclear arms race between the superpowers, and the entry of France and China into the club of countries that had tested nuclear weapons. The basic bargain underlying the NPT allows countries to surrender their right to develop nuclear weapons in return for access to international assistance in civilian nuclear technology. Five countries (the United States, the Soviet Union, the United Kingdom, France, and China) that had tested nuclear devices before 1 January 1967, were conferred the status of Nuclear Weapon State (NWS) by Article IX. All other signatories (Non Nuclear Weapon States or NNWSs) pledged to abjure the development and diffusion of nuclear weapons technology.
