Abstract:
The landslide victory of the Palestinian Islamist movement Hamas in the January 25 Palestinian legislative elections has been met with concern and alarm by Israel, the United States, and others in the international community. This concern is rooted in Hamas' history as an organization that sponsors terrorism and that is ideologically committed to the destruction of Israel. For many observers in Israel and throughout the international community, Hamas' victory signaled the end of Israeli-Palestinian peacemaking.

Abstract:
Since they reorganized their forces in Pakistan in 2003, Taliban and other anti-government militia have sought to disrupt democratization efforts and sow a climate of fear in Afghanistan. As a result, violence has crept back onto the international radar screen in the last couple of years, a brutal reminder the insurgency is far from defeated. This rise in bloodshed is particularly problematic today, as U.S. forces begin this summer to transfer control of insurgent-heavy regions of the country to NATO. The U.S. Institute of Peace held a recent special session of its Afghanistan Working Group dedicated to this topic, with counterinsurgency experts Seth Jones of the RAND Corporation and Colonel David Lamm of National Defense University. 5343. Overcoming Obstacles to Humanitarian Assistance in Darfur

Abstract:
Civilians and internally displaced persons (IDPs) in Darfur, western Sudan, are increasingly being attacked by militia groups. At the same time, it is progressively more difficult to deliver humanitarian assistance to Darfur as aid agencies are hampered by increased banditry and continued obstruction by the government of Sudan (GOS). Moreover, the African Union Mission in Sudan (AMIS) does not offer adequate protection as it continues to operate with severe budgetary constraints, inadequate amounts of military officers and equipment, and a limited mandate that does not allow it to prevent incidents or respond sufficiently to attacks. On December 14, 2005, the Sudan Peace Forum of the United States Institute of Peace (USIP) convened to address the continuing challenges facing the delivery of humanitarian assistance in Darfur. Firsthand accounts of the humanitarian crisis were presented by Sloan Mann of the United States Agency for International Development; Michael Heller Chu of the United Nations Organization for the Coordination of Humanitarian Assistance; and Jonathan Morgenstein of USIP. Ambassadors Chester Crocker and Francis Deng co-chaired the meeting. This USIPeace Briefing summarizes the discussion on the rising insecurity faced by civilians in Darfur, the challenges facing AMIS, the response by the GOS, and the opportunities for the international community to facilitate humanitarian assistance in Darfur.

On June 19-20, 2006, the U.S. Institute of Peace (USIP), in partnership with the West African Network for Peacebuilding (WANEP), hosted a workshop entitled "Challenges to Peace and Reconstruction in Côte d'Ivoire" in Accra, Ghana. Fourteen representatives of diverse Ivoirian civil society organizations (CSOs) attended the conference, as well as representatives from the United Nations Mission in Côte d'Ivoire (UNOCI), the Economic Community of West African States (ECOWAS), and other nongovernmental organizations.

Since its revolutionary birth in 1979, the Islamic Republic of Iran has had a turbulent existence in international relations. From the US hostage crisis to the Iran-Iraq War to the current provocative development of its nuclear program, the short history of the Islamic Republic of Iran has been characterized by its volatile foreign politics. In fact, this is a feature very much resemblant of the country's tumultuous past, born from both its immense energy resources and its geo-strategic location. Regardless if Iran was under the rule of a Shah or the ultimate power of an Ayatollah, since the discovery of oil in the early 1900s, Iran's generous natural endowments have created an intimate link between itself and geopolitical competition.

Abstract:
In the paper, commissioned by Hussein Solomon and Akeem Fadare for their forthcoming anthology on Political Islam and the State in Africa, the focus placed on the political role of Islam in Kenyan politics. Prevalent fears (e.g. in the United States) of the country becoming a hotbed of Islamist radicalism and terrorism are critically examined against the background of the various categories of Kenyan Muslims, their general position in Kenyan society, their grievances, organisation and occasional role in various conflicts. This is all set against a background of Kenyan history, where the role of other religions (Christianity and traditional religion) is also highlighted. The paper concludes with some tentative recommendations for how the (mainly latent) conflicts might be defused.

The generation of new ideas and their application for productive uses is an important engine for growth and development. This is an area in which developing countries usually lag behind developed countries and is where development gaps are more evident. Behind the generation of ideas, innovations, and new technologies there is 'human talent': an inner capacity of individuals to develop ideas and objects, some of them with a high economic value. The 'human factor' is critical to the success or failure of many endeavours. Several countries, particularly China and India, followed by Russia, Poland, and some Latin American countries, are becoming an important source of talented people with PhDs and degrees in science, engineering, and other areas that can lead to change in the international patterns of comparative advantages and reduce development gaps. Part of the new talent formed in developing countries goes to live and work to developed countries, typically the USA, UK, and other OECD nations. At the same time multinational corporations are outsourcing several of their productive and service activities, including research and development, to developing countries (China and India are main destinations) to take advantage of the (less expensive) talent being developed there. Today, therefore, we see a double movement of talent and capital around the globe: on the one hand talent from developing countries is moving north seeking better opportunities where people are equipped with more capital, technologies, and effective organizations. On the hand capital from the north pursues talent in the south; a process largely led by multinational corporations.

Recent technological advances in the application of hydrogen fuel cells in the transport sector have drawn considerable attention and increased funding from both public and private sources over the past ten years. The International Energy Agency estimates that about US$1billion per year is currently being invested in public hydrogen and fuel cell research, development, test vehicles, prototype refuelling stations and demonstration projects, as compared to the total annual public budget for energy research, development and demonstration of around US$8billion. While still in the early stages of development and costly in comparison to conventional vehicle propulsion and fuel technologies, fuel cells and hydrogen offer a promising solution to address growing concerns over the transport sector's dependence on oil and its impact on climate change.

Strongly growing demand for oil, the sharp run up in prices since mid-2003 and tight supply, have seen energy insecurity return to the international policy agenda. Fears have been raised that China's emergence as a voracious consumer of oil and gas and a keen competitor in global energy markets might imperil the largely cordial relationship that has developed between Beijing and Washington over the last decade. There is also a risk that the competition for energy resources could feed into the less than cordial relations between China and Japan. The purpose of this Policy Brief is to examine the risks that the competition for oil resources might pose for international security, focusing in particular on the relationships between the United States, Middle East oil producers and major Northeast Asian energy consumers, and to propose a mechanism for defusing some of the risks that this competition could entail.
