1141. Rethinking Afghan Local Governance Aid After Transition

Abstract:
The conclusion of the U.S.-led "surge" of 2009 onward and the closure of provincial recon¬struction teams and other local civil-military installations have affected how aid is delivered in Afghanistan's more remote and contested areas. The time is ripe for a recalibration of donor approaches to local governance and development in areas previously targeted by the surge. Specifically, foreign stakeholders should reexamine three central principles of their previous subnational governance strategy. First, donors should revise their conception of assisting service delivery from the previous approach, which often emphasized providing maximal inputs in a fragmented way, to a more restrained vision that stresses predictability and reliability and acknowledges the interlinked nature of politics, justice, and sectoral services in the eyes of the local population. Second, donors should reframe their goal of establishing linkages between the Afghan govern¬ment and population by acknowledging that the main obstacles to improving center-periph¬ery communication and execution are often political and structural rather than technical. Third, donors should revise the way they define, discuss, and measure local governance prog¬ress in contested areas, away from favoring snapshots of inputs and perceptions and toward capturing longer-term changes on the ground in processes, structures, and incentives. The coming political and development aid transition provides an overdue opportunity for Afghan governance priorities to come to the fore. At the same time, the ever growing chasm between Kabul's deliberations on the one hand and local governance as experienced in more remote, insurgency-wracked areas on the other presents renewed risks. In the short term, donors let the air out of the aid bubble carefully. In the long term, resolving Afghanistan's local governance challenges continues to demand sustained commitment and systematic execution.

1142. Civil Defense Groups

Abstract:
Between 1981 and 2007, governments in eighty-eight countries established or supported more than three hundred armed militias to provide security to local communities. Such militias often directly engage in armed conflict and law-and-order activities. A number of state-supported civil defense groups make local communities less secure by refusing to respond to state direction, setting up security apparatuses in competition with state authorities, committing human rights violations, and engaging in criminal behavior. The doctrine of state responsibility and the application of international humanitarian law, international human rights law, and international criminal law obligate the state or states that establish or support civil defense groups to investigate, prosecute, punish, and provide reparations or compensate victims. In many cases, the domestic laws of states are ineffective at holding members of govern¬ments or civil defense groups accountable. Local law enforcement authorities also often fail to investigate or prosecute members of civil defense groups. At present there is no specific international legal instrument to guide the responsible management of relationships between states and civil defense groups. Thus, the international community should develop a legal instrument that specifies the rules and principles that apply to states and civil defense groups and that includes a due diligence framework that focuses on accountability and governance of both states and civil defense groups. Such a framework would enhance the protection and security of communities by setting accountability and governance standards, assisting in security sector reform by establishing benchmarks and evaluation processes, and contributing to the reinforcement of legal rules and principles that apply in armed conflicts. For fragile states or those in a post conflict phase of development, the better management of such forces is likely to build state legitimacy as a provider of security to vulnerable communities.

1143. Former U.N. Peacekeepers: Agents of Cultural Change in Pakistan's Polic

Abstract:
Former U.N. peacekeepers are an emerging cadre within Pakistan's police who are precursors of professionalization and other positive changes in police culture. Given their peacekeeping experience, they are torchbearers of human rights protection in policing, and believers in gender equality and the rule of law. They have also shown an ability to resist undue political pressure by government ministers, politicians and interest groups. They form a resilient force when it comes to fighting the tide of militancy and terrorism in Pakistan. This pool of trained resources may be utilized by the United Nations Department of Peace-keeping Operations (DPKO) for the quick start of new peacekeeping missions. The Government of Pakistan could also utilize them for police-reform initiatives, imparting training and demonstrating best practices. Given the potential gains from police participation in U.N. peacekeeping, Pakistan's recent, self-imposed ban on police joining peacekeeping deployments in the future should be reversed.

Abstract:
The effectiveness of U.S. civilian assistance to Pakistan depends on sustained funding commitments from the United States and sustained commitment to economic and institutional reform from Pakistan. Weak public institutions and poor governance have greatly impeded Pakistan's development. U.S. assistance should focus on strengthening institutions systemically. Direct assistance to the Pakistani government—through financing that supports specific reform programs and policy initiatives and cash-on-delivery mechanisms that offer assistance after agreed performance criteria are met—could incentivize Pakistani public institutions to improve service delivery. Pakistan's devolution of authority to the provinces offers an opportunity for well-targeted and cost-effective initiatives to incentivize improvements in provincial public service delivery in such areas as basic education, health and policing.

Cardiff has the potential to turn into a "great meeting", if the focus is on forging a new and attractive narrative to underpin a solid transatlantic security relationship, in which NATO finds its place. But Europeans must become serious on defence-and not only because the US asks for it. Otherwise, the EU and for sure the European States will become strategic bystanders and even objects of great power competition. That would be a real game-changer. That is why, in Cardiff, "we" ought to be ambitious enough to deal with the real issues, including the relationship between NATO and the CSDP.

As of 2007 the world economy has been caught in the worst crisis since the 1930s. Yet after two years of only partly successful efforts to mobilize and coordinate global action of financial control and stimulus, ending with the G-20 meeting of March 2009, responsibility for corrective economic initiatives has essentially been left to individual countries, supported by the International Monetary Fund (IMF) and the European Union (EU). Moreover, such support has been usually conditional on countries following financial policies of tough austerity. The United States took some actions to stimulate its economy, but by many accounts these were insufficient. Most of Europe has not even attempted stimulus measures and has been in a period of economic stagnation, with falling real incomes among the poorest parts of the population. Although some signs of “recovery” have been heralded in 2013 and 2014, growth has mostly been measured from a lower base. There is little evidence of broad-based economic recovery, let alone improvements in the situation of the poor or even of the middle-income groups.

In Just Freedom, Philip Pettit undertakes significant revisions of some of his republican commitments. The book has many new and innovative ideas, but most of all this work sharpens Pettit's thinking on the role of democracy in republicanism, and on the often positive interaction between the two. Above all, it seems to me that Pettit's own account of basic freedoms has become broader and wider, and now includes a cosmopolitan conception of what we owe other human beings, whoever they are.

The Carnegie Council's work "is rooted in the premise that the incorporation of ethical concerns into discussions of international affairs will yield more effective policies both in the United States and abroad." In honor of the Council's centenary, we have been asked to (briefly) present our views on the ethical and policy issues posed by climate change, focusing on what people need to know that they probably do not already know, and what should be done. In that spirit, this essay argues that climate change poses a profound ethical challenge, that the ongoing evasion of this challenge produces ineffective policy, and, therefore, that a fundamental paradigm shift is needed. More specifically, I maintain that the climate problem is usually misdiagnosed as a traditional tragedy of the commons, that this obscures two deeper and distinctively ethical challenges (what I call the tyranny of the contemporary and the perfect moral storm), and that we should address these challenges head on, by calling for a global constitutional convention focused on future generations.

Among Earth's millions of species, ours is the only one capable of rapidly changing the chemistry of the atmosphere and thereby endangering the whole web of life, from phytoplankton and corals to polar bears and pine trees, from hummingbirds to humans. We are also the only species capable of documenting this disruption, identifying its causes, and acting to counter it. Yet so far we have failed to act on the scale or with the urgency required to avert this unfolding disaster. Why are we failing? What keeps us from caring for the atmosphere as a shared, finite, and fragile envelope for life?

1150. Drones, Risk, and Perpetual Force

Abstract:
How should we conceptualize the use of missile-equipped uninhabited aerial vehicles (UAVs or "drones") in the U.S. "war on terror"? If violence of this kind is to be effectively restrained it is necessary first to establish an understanding of its nature. To this end, it is useful to focus on those theatres of the war where drones are the dominant platform for violence (such as in Pakistan, Yemen, and Somalia), rather than where they support primarily ground-based efforts (such as in Afghanistan and Iraq). The analysis in this article is presented in two parts. The first part considers whether drone strikes are better conceptualized as acts of war or of law enforcement. If it is difficult to conceptualize drone-based violence as acts of war, then such violence may not be captured by the traditional jus ad bellum (just resort to war) framework within just war theory. And if drone strikes do not constitute a law enforcement practice, the peacetime ethics of criminal justice may not apply either. One possible solution is to develop and apply a legitimization framework of jus ad vim (just resort to force) in which vim is "force short of war," although this depends upon the sustainability of a vim/bellum distinction.
