Abstract:
This paper examines China’s evolving role in the solar energy surge of the Gulf region, with a focus on the United Arab Emirates and Saudi Arabia. It identifies three approaches through which China has progressively deepened its participation: (1) large-scale export of solar products, (2) investment and construction of solar power projects, and (3) offshore investment in local solar manufacturing bases in the Gulf. These approaches reflect not only China’s response to ambitious green energy commitments and rising solar demand in the Gulf, but also the strategic efforts of China’s solar industry to address domestic overcapacity under the framework of the Belt and Road Initiative and mitigate growing trade protectionism. The paper concludes with policy recommendations for China and the Gulf countries to strengthen solar cooperation, tackle trade barriers, and ensure a balanced, transparent, and sustainable energy transition.

Alp Services is a private global public affairs and intelligence firm based in Geneva, Switzerland. In 2023, it was revealed that Alp Services worked for the United Arab Emirates, and carried out the largest disinformation campaign against Muslims in Europe, linking successful business people, organizations, and individuals to the Muslim Brotherhood in an effort to smear and blackmail them. The campaign relied on Islamophobic tropes as it framed Muslim individuals and organizations of being tied to an alleged “Islamist movement.”

Abstract:
The GCC states are adapting defence strategies to the challenges raised by their “Visions”, their post-hydrocarbon national plans. Far from being just economic programmes, the Visions are broad national transformation platforms displaying also a security dimension, and with many security implications. New cities and industrial poles, infrastructures, mega events and tourism raise unprecedented security risks, at which the GCC states are answering through a combination of economic-oriented foreign policy, multipolar international alliances, and ambitions towards “defense autonomisation”. What are the Visions’ security dimensions and implications, and how does the post-oil path affect and reshape foreign policies? This Report analyses how GCC states are adapting deterrence and defence tools to the connectivity age, navigating a troubled neighbourhood of both conventional and asymmetric threats. In a central but more vulnerable Gulf, how may the EU and NATO accommodate transformations in GCC states’ defense policies, postures, and means, to support their own security?

Abstract:
On January 1st, 2024, BRICS officially expanded. Initially, it was expected that six new states would become members of this club representing the “Global South” - Egypt, Iran, the United Arab Emirates, Saudi Arabia, Ethiopia and Argentina. However, Argentina changed its mind at the last minute due to the election of Javier Milei as president. Unlike his predecessor, Alberto Fernandez, Milei is changing the vector of the country’s foreign policy from the «South» to the «West». Despite predictions of its breakup due to heterogeneity, the BRICS bloc has lasted longer than anticipated. During its time, the number of BRICS members has doubled, and there are still many countries interested in joining. As the BRICS countries strengthen their massive economy and even bigger goals, their ability to influence the world order increases, which may ultimately pose a threat to the entire Western free world. This paper will seek to provide brief answers to the following questions within the frame of expert opinion: 1. What is BRICS? 2. What events led to its expansion? and 3. What threats should we expect from the strengthening of the bloc?

Abstract:
This brief takes a deep dive into a newly available tranche of data tracking foreign influence in the U.S. political process. The new data was released in early 2024 following reforms to the Foreign Agents Registration Act (FARA), which made access to all foreign registrants’ political activities and campaign contributions publicly available. The brief unearths a complex web of foreign influence in the United States — with countries like Saudi Arabia, Ukraine, the Democratic Republic of Congo and Azerbaijan reaping the benefits of massive political influence campaigns. Influence operations today often follow a standard playbook: outside countries use firms based in Washington to lobby active members of Congress in pursuit of various aims — such as receiving U.S. weapons, currying American favor in regional conflicts, and more general reputation laundering. In 2022 and 2023, FARA registrants reported $14.3 million in political contributions and nearly 130,000 political activities. This relationship between lobbyists representing foreign countries and U.S. policymakers in itself is concerning, raising questions of whether politicians are really prioritizing the interests of their constituents, and of all Americans. To make matters worse, authoritarian regimes represent a majority of the most active countries — including Saudi Arabia and the UAE, which placed first and fourth, respectively, among the countries most engaged in political activities under FARA from 2022–23. Greater FARA transparency is certainly a welcome development, but still more can be done to help Americans understand the who, what, and how of the foreign lobbying industry. For one, FARA registrants should be required to report a unique identifier for each office contacted, making it easier to determine lobbyists’ contacts. Greater language specificity in the descriptions of political activities is also needed. In addition, Congress could pass legislation that would introduce civil fines on the underreporting of political activities, although such a step should be accompanied by protections against the abuse of the FARA process.

Abstract:
Economic diversification has gained significant attention as a crucial factor for sustainable development worldwide. This paper addresses the risks associated with extreme specialisation and explores the potential benefits of economic diversification for Mongolia. By comparing Mongolia with its designated aspirational and structural peers, the paper aims to shed light on strategies that can foster economic and societal diversification in the country. Although Mongolia possesses favourable levels of human capital compared with its peers, its unusually high ratio of natural capital to human capital highlights the necessity of reducing reliance on natural resources and promoting human capital-intensive economic activities. The paper examines the implications of declining demand for Mongolia's key minerals, primarily coal, resulting from climate change concerns and evolving investor preferences towards sustainability, China's coal consumption reduction goals, and the enduring impact of the COVID-19 pandemic. Through this analysis, the paper offers insights into pathways for Mongolia to diversify its economy and enhance the well-being of its people by striking a balance between natural resources and human and social capital.

Abstract:
After a decade of activist policies in the region following the Arab Uprisings, Emirati foreign policy has undergone massive shifts in the past two years. The United Arab Emirates (UAE) has de-escalated and normalized relations with four of the major, and competing, states in the region—Iran, Israel, Turkey and Qatar—as well as with Syria. The UAE is taking a more non-aligned and mediating position in regional and wider issues. The Emirati leadership has made significant progress in using their energy-derived wealth to diversify their economy and ensure retaining a leading position in the world economy in the post-fossil fuels era. Abu Dhabi’s foreign policy is driven, in part, by a perceived need to adapt to a multipolar, “post-American” reality in the region. The country has been irritated, but largely unmoved, by America’s attempts to enlist or coerce them into supporting its policies with respect to Russia and China. The UAE has gained from the crisis between Russia and the West. Oil prices have risen, Russian capital has flown into Emirati financial institutions and investments, and the country has seen a flood of hundreds of thousands of Russian visitors and new residents, leading to a real estate boom.

Abstract:
Creating patriotic songs in the Arab countries is very common. They can represent different types of music, can be connected to special occasions or be created without them, just from the ‘need a heart’. The author of the article has been doing research on contemporary Egyptian patriotic songs for years. On the basis of her results, she has decided to divide all the analysed songs into the those created by Egyptians for Egyptians and in addition created by other artists for Egypt and its citizens. The job of the latter she calls ‘patriotic songs’ as well and divided them into two main groups which are connected with the way they identify themselves. The article presents the results of the analysis of selected songs released by United Arab Emirates’ artists for Egypt. The article’s author’s goal was to check the songs’ topics and which one of the previously mentioned groups they represent. She also mentions the figure of Hussain Al Jassmi, the most popular, in recent years, Emirati singer creating patriotic songs for Egypt. She analysed the songs on the basis of the songs’ topics and combined it with the contemporary relations between United Arab Emirates and Egypt while mentioning their origins historically. All of this allowed her to reach the conclusions presented in the article.

In recent years, Türkiye's foreign policy has been driven by efforts to reset relations with regional competitors in the Middle East and North Africa (MENA) region. Against a backdrop of disruption caused by the Covid-19 pandemic and the Russian invasion of Ukraine, as well as the redefinition of the US role in the region, Ankara’s renewed diplomatic activism has been guided by the willingness to break from regional isolation, as well as the need to relieve Türkiye’s deteriorating economy. 10. Misperceptions of OPEC Capability and Behavior: Unmasking OPEC Theater

Abstract:
In the view of the American public, media, and politicians, the Organization of Petroleum Exporting Countries (OPEC) sets oil prices by adjusting the amount of crude oil its members produce. However, the geological and engineering realities of oil extraction, the inconclusive academic evidence on the relationship between OPEC production and oil prices, and the cheating on oil production quotas by OPEC members and lack of enforcement all indicate that OPEC is more a political club than an effective oil cartel. In fact, three key members—Saudi Arabia, Kuwait, and the United Arab Emirates (UAE)—have oil production volatility similar to the United States over the past three decades. This implies that these three important and politically stable OPEC nations do not possess, or do not utilize, a unique short-term capability to alter their oil production to regulate oil prices. Altogether, the evidence suggests that the attention paid to OPEC is mostly about political benefits to both OPEC members and Western leaders, not an actual ability to control the oil market. The OPEC members use their oil production as an international bargaining chip and the perception of influence over the West to gain domestic legitimacy. Western leaders are happy to reciprocate by using OPEC as a scapegoat for unpleasant oil supply or demand shocks. Based on this picture of OPEC, U.S. concerns about OPEC behavior are unfounded and legislative proposals to punish OPEC are misguided.
