Russia's behaviour in the Ukrainian crisis has been described by some as giving rise to “the most dangerous situation in East-West relations since the Soviet invasion of Czechoslovakia in 1968.” For one, NATO's recently retired Supreme Allied Commander has called for immediate action in response. This could include, for example, bringing the NATO Response Force – a sea, air, land, special forces capability – to a higher state of alert, and sailing NATO maritime forces into the Black Sea.

32. Will Oil Drown the Arab Spring?

Summary: No state with serious oil wealth has ever transformed into a democracy. Oil lets dictators buy off citizens, keep their finances secret, and spend wildly on arms. To prevent the “resource curse” from dashing the hopes of the Arab Spring, Washington should push for more transparent oil markets -- and curb its own oil addiction. MICHAEL L. ROSS is Professor of Political Science at the University of California, Los Angeles, and the author of the forthcoming book The Oil Curse: How Petroleum Wealth Shapes the Development of Nations. Even before this year's Arab uprisings, the Middle East was not an undifferentiated block of authoritarianism. The citizens of countries with little or no oil, such as Egypt, Jordan, Lebanon, Morocco, and Tunisia, generally had more freedom than those of countries with lots of it, such as Bahrain, Iraq, Kuwait, Libya, and Saudi Arabia. And once the tumult started, the oil-rich regimes were more effective at fending off attempts to unseat them. Indeed, the Arab Spring has seriously threatened just one oil-funded ruler -- Libya's Muammar al-Qaddafi -- and only because NATO's intervention prevented the rebels' certain defeat. Worldwide, democracy has made impressive strides over the last three decades: just 30 percent of the world's governments were democratic in 1980; about 60 percent are today. Yet almost all the democratic governments that emerged during that period were in countries with little or no oil; in fact, countries that produced less than $100 per capita of oil per year (about what Ukraine and Vietnam produce) were three times as likely to democratize as countries that produced more than that. No country with more than a fraction of the per capita oil wealth of Bahrain, Iraq, or Libya has ever successfully gone from dictatorship to democracy. Scholars have called this the oil curse, arguing that oil wealth leads to authoritarianism, economic instability, corruption, and violent conflict. Skeptics claim that the correlation between oil and repression is a coincidence. As Dick Cheney, then the CEO of Haliburton, remarked at a 1996 energy conference, "The problem is that the good Lord didn't see fit to put oil and gas reserves where there are democratic governments." But divine intervention did not cause repression in the Middle East: hydrocarbons did. There is no getting around the fact that countries in the region are less free because they produce and sell oil.

Abstract:
President Barack Obama's current strategy of engagement with former adversaries is right on track. Russia stands out as a major short-term success story of this strategy. The signing of the Strategic Arms Reduction Treaty (START) Agreement, achieving Russia's approval to use its territory as an alternative supply route for the International Security Assistance Force's (ISAF) operations in Afghanistan, and Russia's increased activity to pressure Iran on nuclear issues are remarkable. In the long run, Obama's main challenge will be to turn these concessions into sustained cooperation. Among all these questions of potential contention between the United States and Russia, this research paper will specifically center on Ukraine. Its key objective is to assess whether Ukraine's current institutional neutrality and its so far unreformed energy sector will negatively affect Ukrainian democracy and make Kiev increasingly lean toward Moscow's political orbit.

As Kyrgyzstan plunges into crisis and the threat of a second Afghanistan in Central Asia looms large, the situation in the "Big Caucasus" seems less pressing and thus overshadowed. The worst scenarios predicted by analysts and politicians for the period of the 2008 August war have not been realized. The Russian attempt to "replace the regime" of Mikhail Saakashvili or apply the Georgian pattern in Ukraine, expected by many in the West, has not taken place. Neither have the attempts from the West (the United States, NATO, and others) to "nudge Georgia into a rematch," which were expected in Moscow. Nonetheless, the Caucasus region remains one of the most vulnerable spaces in Eurasia. In the Caucasus, the first precedent of a revision of borders between the former Soviet republics was established. For the first time in Eurasia, and particularly in the Caucasus, partially recognized states have emerged. While their independence is denied by the United Nations, it is recognized by the Russian Federation, a permanent member of the UN Security Council. After the "hot August" of 2008, Moscow demonstrated its willingness to play the role of a revisionist state for the first time since 1991. Russia defines the "Big Caucasus" as the sphere of its vital interests and priorities and consequently pretends to be a key stakeholder for the whole region.

Ukraine faces a year of challenge in 2009. In the aftermath of the August 2008 Russia-Georgia conflict, Kiev must cope with an increasingly assertive Russian foreign policy. The Kremlin regards Ukraine as part of its sphere of privileged interests, has made clear its unhappiness with Kiev's desire to integrate into the European and Euro-Atlantic communities, and will attempt to disrupt that course. The possibility exists, more real following the August conflict, of a serious confrontation between Kiev and Moscow over issues such as Ukraine's geopolitical orientation and the Black Sea Fleet.

Abstract:
U.S.-Russia relations began the quarter with an informal, yet cordial summit in Moscow in early July. The two presidents met again in New York and Pittsburgh in late September and agreed to push forward a number of agreements, most notably covering arms control and cooperation in Afghanistan. The two also appeared to agree that the incipient Iranian nuclear program needs urgent attention. In what some viewed as a huge concession from Washington, the Obama administration announced prior to the Pittsburgh G20 meeting that it was scrapping a controversial missile defense system that was due to break ground soon in Poland and the Czech Republic. This move, combined with vague Russian promises of support for sanctions against the newly emboldened Iranian regime, gave observers hope that relations could find a common strategic footing. Nevertheless, optimism surrounding U.S.-Russia relations is strictly cautious, as major areas of disagreement still remain, including most notably Moscow's hostile relationship with the governments of Georgia and Ukraine.

The Russia-Georgia conflict has transformed the contemporary geopolitical world, with large consequences for peace and security in Europe and beyond. Moscow's initial moves into South Ossetia as large-scale violence broke out there on 7-8 August were in part a response to a disastrous miscalculation by a Georgian leadership that was impatient with gradual confidence building and a Russian-dominated negotiations process. But Russia's disproportionate counter-attack, with movement of large forces into Abkhazia and deep into Georgia, accompanied by the widespread destruction of economic infrastructure, damage to the economy and disruption of communications and movement between different regions of the country, constitutes a dramatic shift in Russian-Western relations. It has undermined regional stability and security; threatened energy corridors that are vital for Europe; made claims with respect to ethnic Russians and other minorities that could be used to destabilise other parts of the former Soviet Union, with Ukraine a potential target; and shown disregard for international law.

For much of its past, Ukraine was divided between, and subjected by, such powerful neighbours as the Polish-Lithuanian Commonwealth, the Habsburg Empire, Poland, the Russian Empire and the Union of Soviet Socialist Republics (USSR). Ukraine's return to Europe, or in other words the process of its becoming a member of key international organizations – namely the EU and NATO – appeared to be complicated, lasting and far from any romantic notions. Besides the need for consensus from society as a whole and from the Ukrainian leadership, appropriate governmental and parliamentary decisions were also required; these factors demonstrating the necessity of serious, internal changes in all spheres of state activity. In practical terms, the basis for these requirements remains to be established: a mutual understanding of key questions of state life, national and international security, internal and foreign policy priorities.
