Abstract:
This publication offers the proceedings of the Conference II "€Security Sector Governance: The Role of Democratic Institutions & International Best Practices"€. Following the Conference I findings, participants elaborated current challenges related to the role of democratic institutions in the Ukrainian Security Sector Governance and worked out solutions based on possible accommodation of best international practices in Ukrainian realities. This publication offers presentations of the key speakers and the summaries of the Working Group discussions. General assessments, conclusions and proposals are those of the participants and do not necessarily coincide with the positions of DCAF, the Razumkov Centre or the official position of the Ministry of Foreign Affairs of the Netherlands. Abstract:
Ombuds institutions for the armed forces are key actors in establishing good governance and implementing democratic controls of the security sector. These institutions are tasked with protecting the human rights and fundamental freedoms of armed forces personnel, as well as providing oversight and preventing maladministration of the armed forces. Abstract:
Russia has continued its destabilization campaign in Ukraine using its proxy forces and other means of subversion. The Trump Administration has indicated it is willing to support Ukraine as the Eastern European country faces Russian aggression. President Trump must act to strengthen the U.S.-Ukraine partnership and increase pressure on Russian President Vladimir Putin as part of a broader campaign to deter Russian aggression globally. U.S. officials emphasized their support for Ukraine in a series of diplomatic meetings in May. U.S. President Donald Trump held separate meetings with Russian Foreign Minister Sergey Lavrov and Ukrainian Foreign Minister Pavlo Klimkin in Washington on May 10 during which he reportedly stressed “Russia’s responsibility to fully implement the Minsk agreements.” This rhetoric echoes previous statements by Trump administration officials. U.S. Secretary of State Rex Tillerson said the U.S. will maintain sanctions against Russia “until Moscow reverses the actions that triggered them.”

Abstract:
The paper argues firstly that, since there is no obvious separatist movement within Zakarpattya, the Ukrainian state should seek as far as possible to accommodate Hungarian identity claims within the region (and those of other smaller minority communities living within the state) as part of a normative and instrumental strategy of promoting ‘unity in diversity’. Secondly, it argues that Ukraine’s current concept of decentralization offers space to realise the non-territorial vision of cultural autonomy, provided that sufficient attention is also given to maintaining pre-existing territorially-based provisions with regard to minority language use and political representation for Hungarians at both regional and national level.

Abstract:
Three years after the Euromaidan protests and as the war in the east continues, the government has pursued significant military reforms. Kiev has published new strategic documents which reflect the complexity of the challenges facing Ukrainian national security. Pressure from NATO comes in addition to pressure from civil society, which manifests itself in numerous ways. Nonetheless, military reform in Ukraine is still suffering from a number of constraints related to the amount of resources available, resistance on the part of various national players and conflicts between different institutions.

Abstract:
The space of post-Soviet city centres used by protesters was especially analysed by Ukrainian and Russian scholars after the Orange Revolution, Euromaidan and Russian anti-election protests in 2011-2012. There were also works devoted to the Tahrir Square (Cairo, Egypt)1 and Taksim Square (Istanbul, Turkey)2, which appeared after Egyptian Revolution of 2011 and wave of demonstration and civil unrest in Instanbul in 2013. After protests in Russia and Ukraine city movements like coffee urbanism or hipster urbanism became more active and ideas of new urbanism spread with new strength.

129. Pervasive Gender-Based Violence in Ukraine

Abstract:
A wife must listen to man and do as he says. She belongs to him now,” my colleague quietly translated as the young couple held hands before the priest. This wedding was just one personal experience of a Peace Corps volunteer in a southeast village, however, research shows systematic discrimination against women and a widespread prevalence of gender based violence (GBV) in Ukraine. The UN reports that 90% of violent cases are against women and though the government has introduced initiatives and ratified laws to prevent and protect against GBV, the country faces major obstacles inhibiting prevention and survivor protection. Domestic violence (DV) and intimate partner violence, sexualized violence, sexual harassment, and human trafficking are the four most pervasive types of GBV in Ukraine. Like many other countries, DV and IPV are taboo and veiled from public and private discussions in Ukraine. The myths encouraging victim blaming in family violence and normalization of violence is still widespread in society. Comprehensive DV data was not collected until the EU and UNDP’s 2009 study, which revealed that nearly 1/3 of adults experienced DV as children and 44% of women experienced DV in their lifetime. Men were more likely to experience DV as children, and women as adults. Seventy-five percent of DV survivors never sought help and only 1-2% contacted NGOs or social services. Information on the status and response to sexualized violence is vague and unsubstantiated. The Ukrainian government reports that service providers are trained to deliver physical and psychological care to sexual assault survivors, but the EU’s Gender Equality Commission concludes that there are no services which ensure immediate care, trauma support or counseling, nor are services free or accessible to all survivors. The NGO, Women Against Violence in Europe reports that there are no permanent centers supporting survivors of sexual assault.

130. Goodwill toward Men? Ukraine’s Autocephalous Orthodox Churches

Abstract:
Ukraine’s legislative initiatives to establish state control over religion have recently brought the fate of the Orthodox Church back into the limelight. Despite the delayed vote, the bill can be back on the Parliament’s agenda any time soon. The incumbent government voices its disapproval of the Ukrainian Orthodox Church (UOC – Moscow Patriarchate), the only canonical church in the country. This offers hope to several non-canonical religious institutions, which aspire to obtain the status of autocephalous (self-governed) churches. In early 2016, Ukraine’s religious scene was dominated by 9 Orthodox churches (including the Old Believers) and 64 autonomous Orthodox communities. The country’s biggest Orthodox Church – as measured by different criteria – remains the one aligned with Moscow.
