11. Sexual and Gender Based Violence in Refugee Settings in Kenya and Uganda

Abstract:
The international community has taken a strong stance against conflict-related sexual violence, deeming it a war crime. However, international actors are paying scant attention to sexual- and gender-based violence (SGBV) in refugee settings. Urban refugee women and girls and those in refugee camps often grapple with SGBV in their countries of asylum, long after they have fled their homes and communities. Our research among refugees from the Democratic Republic of Congo currently in Kenya and Uganda has unearthed a high incidence of SGBV against refugee women and girls. Research by the International Rescue Committee (IRC) indicates that one in five refugee and displaced women experience sexual violence. Many of the survivors often have no one to turn to for protection and resort to sex work and other risky means to survive. In this policy brief, we examine the extent of the problem, identify obstacles to progress, and recommend actions governments and humanitarian organizations can take to better protect refugees. In short, we argue that refugee settlements are not safe spaces for refugee women. Humanitarian officials, governments, and the international community must do more to address this problem.

12. Supporting Business Opportunities for Rural Women in East and Southern Africa: A case study of Uganda

Abstract:
This study examines the characteristics of rural women doing business in Uganda. It analyses the nature of business operations and structural barriers women face thus hindering them from seizing economic opportunities. It is part of a collaborative research project on ”Supporting Opportunities for Rural Women in Business in East and Southern Africa” implemented in three countries: Zimbabwe, Kenya and Uganda. The baseline study informs the design of the proposed intervention to support rural women in business. It also establishes the key parameters to be measured during the endline survey. Three research institutions were contracted to implement this project: the Institute of Environmental Studies (IES) in Zimbabwe, the Collaborative Centre for Gender and Development (CCGD) in Kenya, and Advocates Coalition for Development and Environment (ACODE) in Uganda. The overall aim of this research is to support the economic empowerment of rural women in value addition businesses in the three countries. This will be achieved through identification and promotion of viable business enterprises that lead to the creation of decent and sustainable jobs.

Abstract:
This volume attempts to share some of the ideas outlined in a Bridging Theory and Practice Symposium on the topic of women and transitional justice. In the following pages, Jennifer Moore presents a useful framework for how to conduct qualitative research that focuses on the work of women-led, community-based organizations in Uganda, Sierra Leone, and Burundi, and in doing so helps construct a research model that can be adapted across contexts. Rebekka Friedman provides reflections on women’s experiences in culturally mediated grieving and recovery processes in northern Sri Lanka. Anna Applebaum and Briana Mawby discuss the opportunities and challenges to engendering transitional justice processes in Kenya after the 2007-2008 post-election violence, paying particular attention to the ongoing and yet-to-be fully implemented Restorative Justice Fund.

Abstract:
Storytelling has become an acceptable intervention tool among transitional justice promoters and peace-builders because of its cathartic nature and ability to help society in transition to come to terms with a traumatic past. It has played a significant role in the area of truth finding and accountability and has been widely used in several countries in the last decade. In this article the focus is on Acholi women and girls in Acholiland, northern Uganda, who have suffered most severely from the impact of the Lord’s Resistance Army (LRA) led by Joseph Kony. Their stories of trauma in the face of terror have not been properly acknowledged. This paper examines the role of storytelling in the healing of sexual violence survivors. It argues that constructive storytelling projects can provide an avenue for survivors of sexual violence to acknowledge trauma and attain healing, and counter the violent narrative of the group. Finally, the paper proposes a platform for a community initiative storytelling project.

Yair Teller discusses how he is using his company, HomeBiogas, as a mechanism for peace building, sustainable development, women’s empowerment, and improvement of the quality of health and life for citizens of developing countries. Yair Teller is chief scientist and co-founder of the HomeBiogas Company based in Netanya, Israel. HomeBiogas produces a household renewable energy appliance that recycles kitchen waste into cooking gas and organic fertilizer. Profits from sales to suburban customers and a successful crowd-funding campaign are used to support donation of HomeBiogas units to economically disadvantaged Bedouin, Palestinian, and Ugandan families for alleviation of poverty. The work of HomeBiogas has been recognized by the UN and the Peres Center for Peace.

This paper examines the unique, enduring consequences of conflict-related sexual violence in northern Uganda, focusing specifically on the impact of the lack of accountability for sexual crimes leading to motherhood on girls and women, and on the children they bore as a result of violations. Its findings are a summarized version of a ICTJ report based on consultations conducted in Uganda’s Acholi, Lango, Teso, and West Nile sub-regions. The paper presents detailed recommendations to the Uganda government, civil society, and the international community to address the rights and needs of this overlooked group of victims.

Abstract:
This briefing paper summarizes the findings of consultations undertaken by ICTJ with women’s groups in Gulu, Lira, and Soroti on confronting impunity and engendering transitional justice processes in northern Uganda. Its purpose is to help incorporate women’s needs and justice demands into the drafting and implementation of the Ugandan government’s forthcoming transitional justice policy. The paper’s many detailed recommendations provide guidance on how transitional justice measures, such as material and symbolic reparations, can recognize and redress the specific harms suffered by women as a result of the LRA conflict.

Abstract:
The United Nations (UN) Security Council Resolution 1325 calls on all actors involved to address the special needs of women and girls during rehabilitation, reintegration and post-conflict reconstruction. This study endeavours to analyse the reintegration experience of women and girls in post-conflict Uganda. In this country, the recruitment of combatants by the Lord’s Resistance Army (LRA) has been characterised by the forcible abduction of young boys and girls, and the eventual deployment of child soldiers. The government of Uganda, in its attempt to defeat the LRA and in recognition of the fact that the LRA forcibly conscripted children to wage their cause, offered amnesties to all individuals who returned or were rescued from the LRA. This process has had consequences for the general female population of the Acholi community in northern Uganda. There has been scant research done on the long-term impact of the LRA war on the Acholi community, and more especially on those who were abducted. While little is known about the war’s impact on the male population, even less is known about the female children abducted and forced to become servants and “wives” of LRA male combatants. It is vital to note that the experiences of abduction, violence and even return for women and girls have been different to that of men and boys. This paper explores these issues.

Abstract:
The importance of women’s contributions to the predominantly agrarian societies of Kenya and Uganda contrasts sharply with the inequity and insecurity these women face in their ability to own, inherit, manage, and dispose of land and property. This paper examines how gender equality in the design and implementation of property rights in East Africa can promote development as well as enhance the status of women in patriarchal societies. Women’s insecure land tenure stems specifically from deficiencies in the constitutional order, institutional arrangements, and social norms that govern property rights systems. Accordingly, recommendations for reform in these three areas share the ultimate goal of making property rights systems not only more equitable, but also more effective.
