Abstract:
There are few regions more unknown and caricatured than Central Asia, and within it perhaps no country is less understood than Turkmenistan. Central Asia is oil, caravanserais, the Great Game, and the Silk Road; in the popular imagination, Turkmenistan's only distinguishing feature is its reputation as a “Stalinist Disneyland” with revolving statues, Gaddafiesque Books of Wisdom, and empty cities of marble. The people are absent.

Abstract:
NATO's decision to withdraw combat troops from Afghanistan has forced the Alliance to think long and hard about the "how" associated with such a withdrawal. As a result the strategic importance of the five Central Asian states Kazakhstan, Kyrrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, a politically neglected region, mostly seen as a supplier of raw materials and energy, is likely to increase significantly. During the past ten years the ISAF mission has focused its attention on Afghanistan itself. The only neighboring country taken into serious consideration has been Pakistan, as emblematically shown in the US AfPak policy approach. North of Afghanistan, the Central Asian states have been left on the sidelines and their strategic and political role has been underestimated. However, they are now back on the political agenda as an indispensable transit ground.

Abstract:
The paper presents a comparative analysis of the resource-rich transition economies of Mongolia and the southern republics of the former Soviet Union. For Uzbekistan and Turkmenistan, the ability to earn revenue from cotton exports allowed them to avoid reform. Oil in Azerbaijan and Kazakhstan was associated with large-scale corruption, but with soaring revenues in the 2000s their institutions evolved and to some extent improved. Kyrgyzstan and Mongolia illustrate the challenges facing small economies with large potential mineral resources, with the former suffering from competition for rents among the elite and the latter from lost opportunities. Overall the countries illustrate that a resource curse is not inevitable among transition economies, but a series of hurdles need to be surmounted to benefit from resource abundance. Neither the similar initial institutions nor those created in the 1990s are immutable.

Abstract:
This year marks the 20th anniversary of independence for the five republics of Central Asia: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. This anniversary is a good opportunity to reflect on America's growing stake in Central Asia. Since 1991, our desire for a stable, independent, and prosperous Central Asia has guided US policy priorities in the region, with each of the five nations working towards building strong, market-oriented democracies. In recent years, the United States has sought to increase engagement with this region on a broad range of issues, particularly as we work to bring stability, security, and prosperity to Afghanistan, which borders three of the Central Asian republics. Located at the critical geostrategic crossroads of Eurasia, the region is rich not only in natural resources, economic opportunity, and human capacity, but also in its diversity of people, culture, and ideas. Just as the region was at the center of the Silk Road of centuries past, Central Asia has the potential once again to serve as a hub of trade, transport, and ideas in Eurasia, linking the people and markets of East and West, and North and South. We look forward to working with the Central Asian republics, their neighbors, and international partners to create a new Silk Road that integrates this strategically vital region and offers new opportunities for its people.

Abstract:
This paper hypothesizes that analyzing the geo-economic and energy security characteristics of gas supplies to Europe may help in understanding the features of regional and international relations with regard to selected countries. The paper highlights the significance of natural gas in the New Energy Order, and points to the importance of supply security for the EU. It looks at Russia, Azerbaijan, Turkmenistan, Kazakhstan, Iran, Iraq, Egypt, Libya and Algeria as suppliers and Turkey as a transit country in an emerging gas corridor to Europe. It examines supply-side opportunities, which promote new fields of international cooperation based on gas trade, and addresses certain restraints that may reduce the likelihood of further regional cooperation. Economic and geographic factors create new opportunities for regional trade and international relations. This geoeconomic aspect, however, takes place with international security issues varying from case to case.

Abstract:
Energy security has become an important international issue amid concerns about supply and transportation security from the Caspian region to Europe. An assessment of Turkmenistan's natural gas and the transit county of Azerbaijan indicates that the risks of disruption on supply and transportation could be minimized. With a growing significance of global gas demand and trade, gas security is becoming an increasingly important and there is a need to arrange cooperation between the Caspian Sea neighbor countries. The article examines Turkmenistan as a natural gas supplier and Azerbaijan as a transit country and also clarifies the role of Turkey as an energy hub country in the Eurasian energy environment. The authors suggest that the key question of the Caspian region is not the gas extraction itself but its transportation to markets. Therefore, it examines the diversification of Turkmenistan's transport options, especially with China. The research also provides an energy profile of Turkmenistan and possible scenarios for Caspian natural gas export through Azerbaijan, Russia and Turkey.

20. The limitations of European Union reports on arms exports: the case of Central Asia

Abstract:
All European Union (EU) member states are required to submit information on arms export licences and arms exports for inclusion in the EU annual reports on arms exports. The example of Central Asia— Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan—shows that the data in these EU annual reports has only a limited utility for monitoring exports of arms and military equipment. The specific case of Uzbekistan, which was subject to an EU arms embargo between 2005 and 2009, shows that certain transfers of apparent concern have been reported but not investigated, while other transfers have not appeared in the annual reports.
