81. Georgia and the European Charter for Regional or Minority Languages

Abstract:
Georgia is a multilingual and multi-ethnic society. A large number of minority languages are spoken in Georgia, including Abkhazian, Ossetian, Azeri, Armenian, Russian, Ukrainian, Kurmanji (Kurdish), Chechen (Kist), Ottoman Turkish, Pontic Greek, Syriac, Avar, Tsova-Tush and Udi. In addition, four distinct languages are spoken by the majority Georgian population -- Georgian, Megrelian, Svan and Laz -- although these are basically vernacular languages that are not normally written. According to Article 8 of the Georgian constitution, the official state language is Georgian, and in Abkhazia, also Abkhazian. Most minority languages are spoken only in certain regions of the country.

Abstract:
One of the main factors that led directly to the present status quo in Cyprus tends to be forgotten. This was the extraordinary display of timidity on the part of Great Britain in the 1960s when confronted with determined Greek Cypriot attempts to make Cyprus Greek. And, needless to say, the subsequent forceful division of the island by Turkey in 1974 should always be seen in this earlier context: not, that is, as some kind of unforeseeable interruption in the island's natural and peaceful progression towards its Hellenic 'redemption'; least of all as the result of a brutal and arbitrary interference in a sovereign state on the part of a 'foreign power', both of which notions still circulate among many Greeks and their political sympathisers.

The Constitutional Court ruled not to close down the AK Party, relieving Turkey from an unprecedented level of political uncertainty, social and economic turmoil, and potential chaos. Instead, the court chose to keep the ruling party under close scrutiny by declaring it “a focal point of anti-secular activities,” and imposing financial measures.

Abstract:
On March 14, Turkey's chief prosecutor, Abdurrahman Yalcinkaya, filed a case with the country's Constitutional Court asking it to shut down the ruling Justice and Development Party (AKP) and ban seventy-one of its members from seeking elected office for five years. He accused the party of spearheading "anti-secular activities" in violation of the Turkish constitution. Although the court's disposition is uncertain, the case is likely to strengthen the AKP regardless of the outcome.

Abstract:
Minorities have always been the subject of academic, journalistic and popular research in Turkey. The general trend of most of these analyses is to conceive of minorities as part of a wider international political structure, be it the international system, imperialism or an anti-national conspiracy against ethnic Turks. Within such pictures, a member of a minority group can hardly be recognized as an individual self with a sense of subjectivity. Thus, what is missing in most minority research in Turkey is an analysis of the self. This article argues that cultural studies can provide resources and inspiration for a new research paradigm for the study of minorities in Turkey through its use of qualitative anthropological methods such as participant observation, in-depth interviews and focus groups. Only then can the minority self have a chance to say something of his/her own, breaking the shield of silence and the stigma of conspiracy discourse.

Abstract:
Joe Biden was selected as Barack Obama's vice presidential candidate largely because of his expertise in foreign policy. Traditionally, in U.S. politics, Dick Cheney-like strong vice presidents are exception, not the rule. It is wiser to focus on Obama's foreign policy outlook rather than Biden's, which would benefit Turkey in the long run with its realistic tendencies. Biden's voting pattern, as it is displayed in three different issues (Cyprus- Armenian Issue-Iraq) does not seem friendly to the Turkish position. However, Biden as a statesman would not create extra problems for Turkey at the expense of U.S national interests. In all of these issues, the person that should be watched carefully is Obama, not Biden. Spending more energy to analyze Obama's geopolitical priorities can benefit Turkey in the long run.

Abstract:
This article, based on a book published by SETA, looks at the attitudes of Turkish people towards what is conceived as the West and Western culture. While some polls suggest a deep anti-European and anti-American sentiment in Turkey with a clear opposition to Christianity as the religion of the West, the current survey suggests evidence to the contrary. Survey findings show that there is no anti-Westernism in Turkey based on religion, culture, or civilization. Perception of the West is fragmented and does not lend itself to easy categorizations. There is no animosity towards Christianity. In fact, most participants use a respectful and even venerable language when talking about the Christian religion. While most participants do not feel comfortable with the invasion of Turkish society by Western cultural products, they see no essential conflict between the core values of the two cultures. While the perception of Western religion, culture and civilization is mostly fragmented and reveals considerable diversity, Western politics is uniformly perceived as negative and hostile.

This paper challenges the view that the AKP is "an Islamist party" and "hardly a democratic opening". It puts forward the argument that the AKP's recent election victory represents a triumph over (1) inward-looking, anti-EU, ultra-Turkish nationalism, (2) unwarranted military interference in politics, (3) selfish Kemalist desires to protect their own privileged position, and 4) misguided secular fears of a secret Islamic agenda.

Abstract:
The closure case against AK Party heralds a new era in Turkish politics marked by the increased intervention of the judiciary in politics. Inasmuch as the governing party enjoys support of half of the Turkish electorate, the case has harmed the image of Turkish democracy and consequently risks jeopardizing Turkey's quest for full membership in the EU. The overall reaction of the West to the case indicates that the Western political and intellectual elites avoid the conventional Islamist secularist dichatomy in interpreting Turkish politics. To-level EU bureaucrats have emphasized that closure would seriously jeopardize the process of membership. AK Party needs to accelerate the democratization process by focusing on the rest of the constitutional reforms required for EU membership.

Abstract:
Female students with headscarf are currently prevented to enter the university in Turkey although there is no legal ground for such a ban. The ongoing controversy about the type of clothing for female students at the higher education institutions has become more intensified since the recent constitutional change in February 2008 to lift the de facto headscarf ban. The debate over this question revolves around whether headscarf is a religious attire or a political symbol, whether it should be banned to protect the secular foundations of the state or conversely allowed on the basis of individual freedom of religion as a corollary of secularism. The solution lies in the implementation of constitutional amendments without a further delay.
