Abstract:
Most of the recently published books on the Kurdish problem in Turkey focus on the armed struggle and the Kurdistan Workers Party (PKK). Watts, however, offers a much-appreciated alternative approach. "Pro-Kurdish political parties" (p. xvii), or what she also calls "challenger parties" (p. 16), "have made themselves matter and... have impressed their ideas and agendas on reluctant and often repressive states" (p. x). "The central argument of this book is that... pro-Kurdish elected officials and party administrators engaged [as]... 'loudspeaker systems' for the transmission of highly contentious information politics that challenged the narratives of security, identity, and representation promoted by Turkish state institutions.... They [also] tried to construct a competing 'governmentality' and new collective Kurdish 'subject' in cities and towns in the southeast" (p. 13).

Abstract:
This report contains the findings of TESEV Foreign Policy Programme’s third survey of the perception of Turkey in the Middle East. Conducted by KA Research in 16 countries between October 19th and December 15th, the survey questioned 2323 people by telephone or face to face. As in previous years, the survey contains striking results. Despite falls in some countries, Syria and Iran being the most significant, the general perception of Turkey in the region has not changed fundamentally. In fact of the countries that regional opinion was sought, Turkey has surpassed even Saudi Arabia into first place with 78% of the region having a favourable opinion of it. The conclusions are similar to those in previous years. However, there are some results relating to the ‘Arab Spring’ that should be noted here.

Abstract:
Fundamental issues such as the conflict between Hamas and Israel and the rift between Hamas and Fatah, shaped the Palestinian politics in 2012 as in previous years. Israel opted for military intervention against Hamas once more with the Operation Pillar of Defense. The outcome of negotiations that took place throughout 2012 between Hamas and Fatah over the disagreements between the two sides was far from being satisfactory. The impact of Arab Spring, on the other hand, opened new avenues for a set of new developments in Palestinian politics. Egypt, Turkey and Qatar have formed a new alliance as supportive forces in both Palestinian domestic and foreign policy. In addition to all these, the Palestinian authority's international attempts through United Nations started with the UNESCO membership in 2011 and ended up with obtaining the UN observatory non-membership status in 2012. It was underlined that upgrade in Palestinian UN status would open new avenues for Israel-Palestine relations in the long run. Apart from all these, Palestinian prisoners held in Israeli jails protested the severe prison conditions by hunger strikes.

Abstract:
For ideological and practical reasons the AKP government, in power since November 2002, has engaged in a policy of progressive integration of Turkey into the Muslim, and more particularly, the Arab world. This policy has been facilitated by the country’s booming economy and assertive foreign policy. Turkey, whose government embraced a political ideology similar to those, brought to power by the Arab Spring, benefitted greatly from the ideological effects of the Arab Spring. These benefits were enhanced by the fact that the political ideology of those brought to power by the « Arab Spring » was similar to that of the AKP. Turkey appeared to be becoming a model for the Arab world. However, the crisis in Syria, a country central to Turkey’s Arab policy, and the inability of the Turkish government to remain neutral has put an end to Turkey’s Arab dream. Turkish engagement in the Syrian crisis has caused deterioration in Turkey’s relations with a number of its neighbors and forced it to renew ties with its traditional western allies from whom it had hoped to distance itself in order to be an independent regional and international player.

Abstract:
Armenian parliamentary elections were held on 6 May 2012. Five parties and a coalition won seats in Parliament. Three of them are opposition parties, two in the previous legislature were allies of the presidency party, the Republican Party. The latter comfortably won the elections. With 45% votes through the proportional system and 29 seats through the majoritarian one, the Republican Party has the absolute majority of seats, 69 out of 131. So the two main issues in Armenian foreign policy - the protracted conflict with Azerbaijan over Nagorno-Karabakh and relations with Turkey - will be addressed in continuity with the policy expressed so far by President Serzh Sargsyan, unless the regional counterparts change their strategies. With the party he chairs being confirmed as the leading political force of the country, Sargsyan will run for his second term in the upcoming presidential elections.

Abstract:
This piece is on a number of critical rulings issued recently by high courts in Turkey in brazen disregard of the discourse of human rights, to which a growing commitment appears paradoxically to be the case in democratic politics. The bureaucratic authority that characterizes the dissipating old regime in the country is often associated with the military. Yet the civilian bureaucracy, in particular the high judiciary, with justices long handpicked from among the legal elite with a disdain of democratic politics, has been just as crucial in sustaining the old order molded by anachronisms of the 1930s, when the regime that defines this order, Kemalism, emerged in concerted thinking with authoritarianisms prevalent in Europe at the time. The overhaul of the system of high courts from 2010 has clearly been momentous in seeking to bring the judicial establishment into line with democracy and human rights. Still, the settled reflexes seem on the whole to be resilient in dictating the outcome in crucial cases, rendering the transformation both sluggish and painful.

Abstract:
The 2011 elections marked the emergence of the AKP as a political brand that is likely to win all the elections in the foreseeable future. The party's overwhelming popularity is linked to its image as the most reliable and trustworthy political party today. The ambitious democratization promises of the AKP created hopes for a paradigm shift in Turkish politics in the aftermath of the elections. However the AKP's overemphasis on its brand name and its consequent monopolization of the democratization process, excluding Turkey's other parties, have raised concerns over the fulfillment of a more profoundly democratic participatory system in Turkey. Moreover, the AKP's adoption of populist rhetoric and stereotypes, which is usually the hallmark of Turkey's right-wing traditionalist parties, raises further concerns. Finally, the failure of the main opposition CHP to form a coherent platform to challenge the AKP's monopoly over Turkey's political scene has contributed to the growing skepticism for a new democratic political paradigm in Turkey.

Abstract:
This essay argues that the 2011 election results point to a number of important conclusions concerning the Kurdish question in Turkey. First, the Kurdish party will continue to be the main actor in “Kurdish question politics.” Second, the AK Party has been unable to halt the rise of the Kurdish party in a number of provinces with large Kurdish populations. Third, political parties, other than the Kurdish party and the AK Party, have been eliminated from “Kurdish question politics.” This essay will demonstrate that the support for the Kurdish party is gradually acquiring a territorial dimension. Thus, this essay argues that the notion of democratic autonomy proposed today for the whole of Turkey by the Kurdish party may over time give way to the political objective of “autonomy for Kurdistan” or even “federal Kurdistan.” It is also argued that the same trend may foster a political agenda of “Kurds to Kurdistan” to take hold in Turkish politics.
