Abstract:
On 12 May 2025, the Kurdistan Workers’ Party (PKK) officially announced its decision to disband and end its armed struggle. Designated a terrorist organization by Turkey and several of its allies, the group has waged a decades-long insurgency for Kurdish autonomy and rights. This announcement followed a unilateral ceasefire declared on 1 March, after the PKK’s imprisoned leader, Abdullah Öcalan, issued a call for the group to disarm. The PKK has previously made commitments to peace, but last week’s announcement is unprecedented. In this Q&A, ACLED Middle East Analyst Nancy Ezzeddine explains how this development compares to previous efforts, what motivates each side, and whether it marks the start of a sustainable peace process.

Signs that Ankara is interested in a potential reconciliation with the PKK could lead an end to a decades-long conflict and have ripple effects across the region, although numerous obstacles remain. On November 11, Turkish Parliament Speaker Numan Kurtulmuş, from the ruling Justice and Development Party (AKP), backed an October proposal by hardliner Devlet Bahçeli, leader of the Nationalist Movement Party (MHP) to address the Turkish government’s longstanding tensions with the Kurdistan Workers’ Party (PKK) —a left-wing militant group founded in the 1980s that emerged in response to Turkey’s ban on Kurdish identity and language. Several weeks earlier, Bahçeli had proposed that the jailed leader of the outlawed PKK Abdullah Öcalan could be released from his life sentence in exchange for announcing an end to the group’s insurgency, and could likewise be allowed to speak in Turkey’s parliament. In his statement, Kurtulmuş underlined that the place “where all these negotiations should take place is the Turkish Grand National Assembly, the seat of the national will. I hope that we will enter a period where terrorism is no longer discussed, where terrorism has been eradicated.” Kurtulmus’s statement highlighted that there may be broader governmental support for the process initially outlined by MHP head Bahçeli. During his initial announcement, Bahçeli also shook hands with the pro-Kurdish Peoples' Equality and Democracy Party (DEM), this while in the past he has repeatedly called for the closure of the predecessor of the DEM and opposed a peace process between the PKK and the state. After Bahçeli’s speech, Öcalan’s family was allowed to visit him for the first time since March 2020, and Öcalan indicated he is ready to play a role to find a solution. However, shortly after, a new three-month visit ban was imposed on Öcalan. Nevertheless, Bahçeli’s proposal—especially notable coming from the MHP, which formed the People’s Alliance with the AKP in 2018 and in the past always had a hardline policy on the PKK, including calling for Öcalan’s execution in 2007—has resulted in many discussions in Turkey over the potential of a new peace process. Erdogan (and the PKK) had pursued such a process during his early years in office, but it collapsed in 2015 and resulted in new fighting between the Turkish state and the PKK. Kurdistan Region President Nechirvan Barzani noted In October 2024 at the MERI conference in Erbil that this would mark the beginning of a new process, adding that the remarks of Turkish government officials are promising. “They indicate that a process is underway and that the issues at hand will be addressed.” President Recep Tayyip Erdoğan welcomed the proposal on October 30 but underlined that Bahçeli’s appeal was not directed toward the "terror barons" in Iraq and Syria (PKK) and called on Kurds to accept Bahçeli’s proposal.

Abstract:
The most consequential elections in Turkey’s recent history are set to be held on 14 May, when Turkish citizens will elect a new president alongside a new parliament. An ideologically disparate coalition of six opposition parties, ranging from secularists, to Islamic conservatives, and Turkish nationalists, have joined forces under the leadership of Kemal Kilicdaroglu to unseat Recep Tayyip Erdogan. Erdogan has been in power for 20 years, initially as prime minister and then as president since 2014.

Abstract:
Surveys show profound changes in the social attitudes of Kurds in Turkey. Younger Kurds are more liberal socially and more flexible politically. The years 2015–2016 marked a turning point for Kurdish society and brought different attitudes to light among both impoverished and middle-class Kurds. The AKP has been losing Kurdish support because of their alliance with the nationalist MHP and policies perceived as being anti-Kurdish. The CHP, while starting very low, has been gaining Kurdish support. The CHP’s strategy of reconciliation and talking about crimes committed against the Kurds in the past has been paying off. While the “Table of Six” does not offer much in the way of concrete benefits for the Kurds, some parties in the People’s Alliance (e.g. Deva, Gelecek) are more progressive vis-a-vis Kurdish demands.

Modern Türkiye (the official spelling of Turkey since 2021) sprang like a phoenix from the ashes in 1923, overcoming daunting odds. Its predecessor, the Ottoman Empire, had foolishly joined the war with the Central Powers in 1914 and naively thought its Arab subjects would remain loyal, only to have been utterly defeated and then dismembered. A rebellion led by the empire’s most famous war hero and leader, Kemal Ataturk, overthrew the last sultan, rejected an unjust treaty to divide up the country and repelled the occupying Allies. He established a contemporary republic based on popular will and modern law to begin a new history for the Turkish people. Born from the wreckage of war and national chaos, Türkiye now, one hundred years on, has become a formidable player on the global stage. World War One witnessed four empires – the German, Austro-Hungarian, Russian, and Ottoman – disappear from history. Of the four, the Turks were the most severely treated by the European victors. Little of Germany and none of the Austro-Hungarian states were occupied. Türkiye was. The country also was originally forecast to become a League of Nations mandate, losing its sovereignty, a punishment not assessed against any other Central Power. Türkiye’s victory at the negotiating table in the early 1920’s over the European Allied Powers and on the battlefield principally against the Greeks, who were encouraged by the British to invade Türkiye to recover territories, was a singular achievement. The final agreement – the Treaty of Lausanne – gave Türkiye its complete independence on October 29, 1923, with Mustafa Kemal as its first president. It was the only such treaty negotiated by a WWI Central Power state with the Allies.

8. Music as weapon: Heroic lyrical epics as tools in the PKK’s struggle

Abstract:
Long-form narrative songs of the genre ‘heroic lyrical epics’ have helped preserve Kurdish history and culture. They also represent a repertoire of ideals, values and inspiration to resist injustice and exclusion. The PKK has tapped into this rich musical history from its early days and used heroic lyrical epics to spread the party’s ideology, broadcast its struggle with Turkey, facilitate recruitment and create an archive to preserve the names of its foremost fighters. Moreover, the PKK has both popularized and professionalized heroic lyrical epics. By acting as a new patron for such music – in addition to the customary notables and village ‘dîwanxane’ (meeting places) – the PKK helped make heroic lyrical epics more accessible to Kurdish publics. By creating its own modern music industry (e.g. artists, studios, re-introducing past folklore elements, publishing houses), the PKK also aligned heroic lyrical epics with the spirit of modern times and the tastes of today’s youth. Professionalization especially took flight in northeastern Syria after 2011. Logically, the PKK’s motivations are less socio-cultural in nature than that they are centered on maintaining public support in its fight against Turkey.

9. Role of Perceived Intergroup Difference on Stereotype Content

People tend to categorize others as ingroup or outgroup. Social psychology literature attributes this distinction to similarity; similar people are supposed to be ingroup and different people are supposed to be outgroup. Similarly, people’s attitudes, perceptions, and attributions towards others easily change depending on whether they are ingroup or outgroup. Moreover, studies investigating ethnic group relations showed that perceived intergroup difference is an important variable that influences stereotype content and other intercultural attitudes in the European context. This study measured the role of perceived intergroup differences towards three ethnic minorities (Circassian, Kurdish, and Armenian) by the Turkish participants on stereotype content. The study results showed that participants perceived ethnic minorities differently from one another in terms of perceived intergroup differences. The Turkish participants evaluated three ethnic groups as ‘significantly different from themselves and also from one another. Furthermore, there might be credence to the idea of perceived intergroup difference having an influence on stereotype content since the outgroup that is rated as the most similar (Circassian) was significantly rated higher on warmth and competence dimensions as compared to other outgroups

Abstract:
On 13 November, a bomb exploded in Istanbul. In retaliation, Türkiye carried out air strikes against the Kurdistan Workers’ Party (PKK) and its affiliates in Iraq and Syria. The public’s sense of a renewed internal threat resulted in a drop in support for Turkish President Recep Tayyip Erdoğan. Possible Turkish ground operations in northern Syria may complicate the continuing fight against ISIS.
