1. Waiting for blowback: The Kurdish question and Turkey’s new regional militarism

Abstract:
Recent Turkish interventions in parts of Syria, Iraq and Turkey itself, look like pushing various Kurdish armed forces and political groupings towards ‘defeat’ via a concerted regional strategy that combines battlefield action with repression and co-optation. But the ‘anti-terrorist’ frame and tactics that Ankara uses in a bid to solve its Kurdish problem feature many sticks and no compromises to improve Kurdish collective minority rights. It is likely that this approach will inhibit peaceful resistance and fail to reduce support for armed groups like the PKK and PYD despite their own authoritarian practices. Moreover, Turkey’s new regional militarism risks escalating conflict across the Middle East because of the complex international and transnational contexts in which Ankara’s interventions take place.

Abstract:
Dünya çapında en çok ciro yapan şirketlere bakıldığında bu şirketlerin gelişmiş ülkelerde faaliyet gösterdiği görülür ancak nasıl bir ironidir ki bu şirketler faaliyet gösterdikleri topraklarda üretimde yetersizlik ve gelir dağılımında eşitsizlik problemine çözüm getirmekte çoğunlukla başarısız olmaktadır. Özünde, şirketlerin kuruluş amacı topluma katkı sağlamaktır; şirketler, fakirliği azaltmada ve yaşam standardını yükseltmede toplumların güçlü kaynaklarıdır. İki anahtar slogan olan ‘herkes için üretim’ ve ‘gelir dağılımında eşitlik’ kurumsal sosyal sorumluluk (KSS) kavramının temelini oluşturur. Değişen rekabet anlayışıyla sürdürülebilirliğin gittikçe önem kazandığı global toplumda şirketler; ekonomik, çevresel ve sosyal performans yönetim politikalarını hesap verilebilirlik, şeffaflık ve sürdürülebilirlik ilkeleri doğrultusunda sergilemek durumundadırlar. Kurumların sosyal sorumluluk projelerini artan bir hızla hayata geçirme gayretlerine tanık olsak da kavram için ne bir üniversal tanım ne de uygulamalara yönelik bir standart vardır. Günümüz piyasası sosyal refahı arttırmaya yönelik çalışmaları ödüllendirmektedir; bu da, işletmeler arasında kendini bu alanda en iyi göstermek için yarış başlatmıştır. Bu yarışı konu alan en popüler argüman ise KSS çalışmalarının araç mı yoksa amaç mı olduğudur. Bu çalışma literatürde yer alan teorileri, model, öneri ve eleştirileri detaylarıyla ele alıp sosyal ve ekonomik hedeflerin birbirinden ayrı mı yoksa farklı mı olduğunu irdelemeyi ve KSS için kapsamlı bir tanım önermeyi amaçlamaktadır

As Turkey continues its devastating military assault on Rojava, the Kurdish-led region of northeastern Syria, officials in Washington are facing a critical decision: allow Turkey to prevail in its campaign of ethnic cleansing against the Kurds or take action to protect them. The Turkish invasion, which began on October 9, has been devastating for Rojava. According to the United Nations, nearly 180,000 people, including 80,000 children, have been displaced. At the start of the attack, Turkish officials announced that Turkish-led forces had killed more than 200 Kurdish militants. About a week later, Kurdish officials said that more than 200 civilians had been killed.

Since the launch of the Mediation for Peace initiative by Turkey and Finland in 2010, there has been an upsurge of activity at the United Nations (UN) and several regional organizations to promote mediation as a conflict resolution method. The UN General Assembly, the Organization for Security and Cooperation in Europe (OSCE), and the Organization of Islamic Cooperation (OIC) have set out to develop mediation norms, procedures, and capacities. The assets and motivations of international actors, including foremost nation states, to provide mediation services as part of their foreign policy have been widely studied. However, the actual role played by specific leading nations in the promotion of mediation at international forums lacks a framework of analysis. This essay aims to fill this gap by employing the concept of “policy entrepreneurship” to explain the role of individual actors in transforming the politics, norms, and capacities that pertain to mediation. In this regard, the article discusses Turkey’s activities in the field of mediation and their transformative outcomes in a bid to test the proposed framework. It concludes that as the only country that co-chairs the friends of mediation groups simultaneously in the UN, the OSCE and the OIC, the distinguishing contribution of Turkey as a policy entrepreneur lies in its efforts to feed and shape the normative basis and capacities of international peace mediation efforts.

Policymakers in the United States and European Union are struggling with how to manage their relations with Turkey. What makes the country such a conundrum is that its problematic leadership faces real threats. Turkey is confronting challenges from the aftermath of the July 2016 coup attempt and the destabilizing effects of the Syrian war. Over the past decade, despite periodic hostile statements on the one hand and high level visits on the other, Turkey-Iran relations have experienced few surprising developments. As Hakki Uygur has argued, “The Turkish-Iranian relationship can be considered one of the most consistent and predictable sets of relations in the Middle East region.” During this time, Turkish-Iranian relations have fluctuated within a defined range whereby despite the intense competition, they never reach the point of deep crisis. However, even in the case of shared interests, the two states have not proved capable of achieving close strategic cooperation.

In May, the Turkish lira reached a record low to the U.S. dollar. Turkey’s growing economic problems stem from Turkish politicians’ preference for political goals over economic ones. For now, the authorities have begun to undertake actions to regain investors’ trust, but in the longer term, Turkey’s economy needs to undergo deep and probably unpopular structural reform. The country’s economic problems may significantly influence the parliamentary and presidential elections set for 24 June.
