Abstract:
The South Caucasus, situated as it is at the crossroads of Eurasia's major energy and transport corridors, continues to play a vital role in the world's security affairs. After the end of the cold war the South Caucasus emerged as a key region in the geopolitical contest among regional and global powers. The South Caucasus states of Armenia, Azerbaijan and Georgia are constantly performing a balancing act in their relations with the U.S., Russia, Turkey and Iran. Armenia has developed strong political and economic ties with Iran in order to counter the Turkish-Azerbaijani axis. Azerbaijan seeks to reinforce its links with the West, especially the U.S., as its main extraregional source of diplomatic and economic support, while it remains cautious towards both Russian and Iranian ambitions in the region. Especially after the 2008 war with Russia and the loss of its provinces of Abkhazia and South Ossetia, Georgia has reinforced its links to Western powers and structures while strengthening its ties with Turkey. Both Turkey and Iran are trying to increase their influence in the region, while promoting their national interests in the international arena.

Abstract:
2011 was undoubtedly a year that witnessed the beginning of grand transformations which will continue in the years ahead. The popular movements under the name of the Arab Spring started in Tunisia and spread quickly to the rest of the region, sparking the process of political transformation. In another part of the world, the economic crisis which began in Greece and then engulfed the whole eurozone took the European Union to a difficult test regarding its future. Both events, one lying to the south of Turkey and the other to its west, interact directly with our country and therefore its zone of interest. Ankara inevitably stands in the epicenter of these two transformations of which the effects will certainly continue for a long period. Consequently, rising as a stable focus of power with its growing economy and its expanding democracy, Turkey has tried to respond to historically important developments throughout the year. In light of these realities and developments, this study will focus on the performance of Turkish foreign policy with regard to global and regional transformations which took place during 2011.

Abstract:
Though most states that want a nuclear weapon can get one through determined effort, the fact remains that most choose not to proliferate. Turkey is no exception. Not even the prospect of a nuclear-armed Iran is likely to push Ankara to develop its own nuclear weapons. The only circumstance where such a scenario would acquire a degree of likelihood is a breakdown in Turkey's security relationship with the United States.

In her article “Turkey and Armenia Post –Protocols: Back to Square One?” Nigar Göksel provides the reader with a brief overview of the history of diplomatic relations between Turkey and Armenia. The article endeavours to shed light on the ways in which “the protocol framework” tried to stimulate a high-level diplomatic normalisation process between the two countries and further examines why this process broke down. As a potentially tricky period approaches, more clarity and communication is needed to create a conducive environment to move forward in the future. Only then will stumbling blocks, like the Nagorno-Karbakh conflict, be solvable. Abstract:
The article “Easing Mental Barriers in Turkey-Armenia Relations, written by Fulya Memisoglu from Cukurova University International Relations Department, hopes to shed light on the reconciliation and normalization process between Turkey and Armenia by focusing on the role and importance of intercultural exchange initiated by the civil society. Memisoğlu, provides the reader with an overview of the main themes addressed during the meetings in Adana, Yerevan and Istanbul organized in 2011 and 2012 by TESEV in collaboration with its local partners. As she argues, these meetings reveal that in addition to diplomatic efforts for normalization and reconciliation at state level, there is a crucial need to reach out to people and work on “people-to-people” relations between two countries in order to tackle perceptions of hostility and create intercultural dialogue. Since September 2011, the Eurasian gas market has been facing shocking bi-monthly announcements: on September 23, British Petroleum (BP) announced the South East Europe Pipeline (SEEP); on December 26, Turkish and Azeri authorities announced their joint agreement for the Trans-­Anatolian Pipeline (TANAP); and on February 26, the Shah Deniz II Consortium announced it was undertaking exclusive negotiations with the Trans Adriatic Pipeline (TAP). The shock wave intensified when the Turkish Energy Minister hinted that a new agreement allowing Russia to build its own South Stream pipeline under the Black Sea using Turkish territorial waters was in the works. Now the ultimate question of the Eurasian energy market is: “Which of these projects will be built?” This Policy Brief seeks to answer this question by analyzing Turkey's standing in Eurasian energy diplomacy in the perspective of energy transit projects competing for building the Southern Energy Corridor of gas transit from the Caspian zone to Europe. First, I present a short review of Turkish strategy in Eurasian energy diplomacy. Secondly, I detail the driving forces behind Turkish energy policy. I then conclude with some remarks about different scenarios of Turkish energy policy in the framework of the Southern Energy Corridor.
