Abstract:
To most Americans with the exception of those few who, for whatever reason, have an attachment to the North African country of Tunisia, the name Fahem Boukadous, foreign to American ears, means nothing. It means a good deal more to "Reporters Without Borders” and to the US State Department that actually issued a statement (half way down the page) on his behalf, to the US intelligence agencies and military that have carefully followed the Spring, 2008 uprising in the Tunisian region of Gafsa–deemed the most extensive and militant social protest in that country's history in the past quarter century.

202. How to revitalize the dialogue between NATO and the Maghreb countries?

At a time when the Atlantic Alliance has just adopted in Lisbon its new strategic concept which acknowledges the importance of the partnerships linking it to its partners, it is worth asking a few questions about ways of giving fresh impetus to the Mediterranean Dialogue (MD), especially with the Maghreb countries. Why this focus on North Africa? For two reasons. First of all because cooperation between the Alliance and the Maghreb countries has not yet reached the same level as cooperation with the Mashreq countries, despite some positive signs that this could change for the better in the near future. Morocco, Mauritania and Tunisia have in fact reached agreement with NATO on individual cooperation plans (ICP) which it is hoped will enable them to put in place those partnership actions best suited to their needs, while at the same time rationalizing the Alliance's assistance effort. Algeria, Morocco, Mauritania and Tunisia have also signed agreements with NATO on the protection of classified information which make it possible for them to have access to a more ambitious level of cooperation.

203. Al-Qaeda in the Islamic Maghreb

Abstract:
Al-Qaeda in the Islamic Maghreb, established in January 2007, is the latest in a long line of Algerian jihadi groups. Like many terrorist organizations, AQIM enjoys global media exposure on activist Internet sites, but unlike other al-Qaeda franchises, it has managed to maintain its indigenous leadership. The group has become known for fearsome suicide attacks, which were previously unheard of in Algeria, but has failed to incorporate the jihadi outfits from neighboring Morocco and Tunisia. AQIM has therefore focused on the northern Sahara, carving out safe havens and threatening weak government forces, first in Mauritania, and now increasingly in Mali.

204. EU Democracy Promotion in the Mediterranean. Cooperation against All Odds?

Abstract:
Focusing on the Euro-Mediterranean relations since the early 1990s, this paper investigates in how far the EU has been able to shape its relations with third countries according to its democracy promotion policy. The paper traces the evolution of the EU's provisions for democracy promotion and compares the implementation of political dialogue and democracy assistance with seven (semi-)authoritarian regimes (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, and Tunisia) since the early 1990s. A clear regional trend to more intensive cooperation lends credibility to the claim that the EU possesses a certain agenda setting power in international relations. A systematic comparison across countries and over time explores the explanatory power of interdependence, political liberalisation, and statehood for the remaining country variation. The paper finds that the degree of political liberalisation in target countries is the most important scope condition for cooperation in the field of democracy promotion and points to the need of further investigating (domestic) factors to account for the EU's differential 'normative power' in international relations.

Abstract:
This paper uses a duration analysis based on adoption data spanning over 25 years from six communities in the Central Highlands of Guatemala to explore how household characteristics and external trends play into both the adoption and diffusion processes of non-traditional exports among smallholders. Adoption was initially widespread and rapid, which led NTX to be hailed as a pro-poor success, reaching all but the smallest landholders. This paper builds on a new database (PRIVMEDA) in order to assess the progress of the privatisation process in the MEDA countries of Algeria, Egypt, Israel, Jordan, Lebanon, Malta, Morocco, Syria, Tunisia and Turkey. The first part of the paper offers an overview of the privatisation record from 1990 to 2006. It shows that, as in other parts of the world, the first wave of privatisations in the 1990s, which focused almost exclusively on profit-making enterprises in the tourism, transport, food and construction material sectors, slowed down towards the early 2000s and rebounded in 2005 when larger utilities where earmarked for sale. The second part of the paper assesses the outcome of the privatisation process in light of three key objectives: fiscal proceeds, economic efficiency and the development of the local private sector. It concludes that privatisation in the MEDA region can successfully promote efficiency and private sector development only when embedded in a package of measures, including the setting up of a proper regulatory framework, the improvement of the business climate and the liberalisation of financial markets.

207. Morocco: Betting on a Truth and Reconciliation Commission

Abstract:
Facing the Atlantic and Mediterranean, just nine miles from the Spanish coast, Morocco is essential for stability in Europe, Africa, the Middle East, and American interests in these regions. The United States and the European Union fully recognize its strategic importance. Its proximity, large diaspora, and extensive trade with Europe place it at the top of the EU's Mediterranean strategy agenda. The United States has designated Morocco a major non-NATO ally; it also was one of the first Arab countries to sign a free-trade agreement with the United States. The Kingdom of Morocco is facing four challenges: weak economic growth; a social crisis resulting from social inequalities, with 20 percent of the population in absolute poverty and 57 percent illiterate; lack of trust in the governing institutions because of the high level of corruption; and an unstable regional and international environment. These factors strengthen the appeal of various Islamist movements, from moderate to more radical groups such as the authors of the deadly bombings in Casablanca in 2003 and Madrid in 2004. Moreover, the conflict over the Western Sahara places Morocco's and Algeria's armies, the two most powerful in North Africa, toe to toe. Unlike Tunisia and Algeria, since the end of the Cold War Morocco has taken steps toward political liberalization, and its pace has accelerated since Mohammed VI came to the throne in 1999. As part of the process of liberalization, the king established a truth and reconciliation commission (TRC) in January 2004. This is one of very few cases in which a TRC was created without a regime change. Thousands of victims tortured during the reign of King Mohammed's father, King Hassan II, have been given the opportunity to voice their sufferings publicly and have been promised financial compensation. Such outcomes are unprecedented in a region known for its culture of impunity. Morocco is the first Arab Islamic society to establish a TRC. Its experience shows that political factors play a primary role in the functioning of such a body, while religious and cultural factors are of secondary importance. Although the Moroccan TRC is not an exportable model, it could inspire other majority Muslim societies, such as Afghanistan and Lebanon, which are envisaging or might set up TRCs to confront crimes of past regimes. Some security experts hoped the TRC would be effective in the “soft war” against terrorism by winning the hearts and minds of the population. The actual experience in Morocco shows the limits of this approach. The tension is too strong between the perceived requirements of the antiterrorist struggle and a process to establish accountability for past crimes and advance democratization. In the final analysis, the “war against terrorism” has limited the TRC's impact in Morocco. The report of the Moroccan TRC, published in early 2006, recommended diminution of executive powers, strengthening of parliament, and real independence for the judicial branch. The king and the political parties must decide in the coming years if they will permit the transformation of the “executive monarchy” of Morocco into a parliamentary monarchy. This decision will affect the stability of the kingdom, North Africa, and, to a lesser extent, Europe and the Middle East.

208. Institutional Quality, Reforms and Integration in the Maghreb

Abstract:
Using panel data this paper examines the effects of institutions on the success of reforms and integration in the Maghreb. Institutional quality measures are developed using fuzzy-set based transformations of civil liberties and political rights. We posit that these transformations are quite appropriate given the nature of freedom indicators. We show that using fuzzy-set transformed measures provides useful insights regarding the quality of institutions in Algeria, Morocco and Tunisia. Furthermore, our empirical results suggest that institutions play a significant role in the success or failure of economic reforms. This conclusion is in clear contrast to views that propose a sequencing in which civil liberties and political rights should come after economic reforms are already in place and fully operational.

Rather, European relations focuses on the Maghreb, the Arab Occident, which traditionally includes Morocco, Algeria and Tunisia. Egypt, although part to North Africa, belongs geopolitically to another framework, i.e. the Mashreq, the Arab Orient.
