111. WHY SYRIA'S REGIME IS LIKELY TO SURVIVE

Abstract:
Examining the differences between the uprising in Syria and those in Tunisia and Egypt offers important clues as to why Syria's regime is likely to survive. The Tunisian and Egyptian armies refused to kill demonstrators and even supported the revolution. Syria's Alawi-led forces, on the other hand, do not hesitate to kill, as the Tadmur and Hama massacres show. The Syrian regime has been skillful at exploiting the conflict with Israel and the patience of Western powers with the dictatorship. The Syrian government has shown a strong ability to manipulate Islam for its benefit as well. While these tools do not work as effectively as they used to, they still give the Syrian government many advantages over its deposed counterparts in Tunisia and Egypt.

Abstract:
This report analyzes jihadi discourse in the wake of the "Arab Spring" to address two related questions: (1) why have global jihadi leaders been struggling to advance a coherent and effective response to the events of the Arab Spring, and (2) why, despite strong rhetoric of militancy, have we witnessed little action on the part of new jihadi groups that have emerged in countries that underwent regime change (i.e., Tunisia, Egypt and Libya) as a result of the Arab Spring? To answer these questions, this study focuses on original Arabic sources in the form of public statements released by global jihadi leaders in response to the Arab Spring and by new groups projecting a jihadi worldview that have emerged in Tunisia, Egypt and Libya. It reveals that the factors that are causing the current ideological incoherence of jihadism are the same factors that had once served as the cornerstone of its plausibility in the eyes of its adherents.

Abstract:
The third year of the Arab revolts has presented several domestic and foreign challenges for the nations involved. Each nation has reflected the specificities of their local conditions, citizen grievances, and regime legitimacies and responses. At the same time, several common themes have emerged, such as the core underlying demand for a life of integrity, civility, and dignity, while also enjoying a basic set of universal human and citizen rights. Constitutional votes and the reorganization of state structures in Tunisia and Egypt will serve as the guiding lights for other nations still making their way toward reforms, though these remain hotly debated topics throughout each nation in the region. Though Islamists have risen to power, we have seen that their popularity is not infallible and is now fluctuating in response to their performances after assuming power. In the end, questions of "social justice" return as the main and enduring motivator for protesters in the Arab world, particularly when it comes to many of these countries' socioeconomic disparities.

114. Moroccan Exceptionalism Examined: Constitutional Insights pre- and post-2011

Abstract:
Compared to Egypt, Tunisia and Libya, Morocco's political development looks like an oasis of tranquillity. "Moroccan exceptionalism" is often drawn on as a positive status, the result of at least one decade of reforms implemented by the monarchy, long before the Arab Spring events. An alternative view is offered by some civil society movements inside the country and by the 20 February Movement, born amidst the waves of the Arab Spring, which are critical of this exceptionalism and call for more reforms. By making reference to the constitutional reforms undertaken by the country since 1908 and by assessing the most recent reform efforts, this paper argues that "Moroccan exceptionalism" is yet to go through the test of the implementation of what is often referred to as a "promising constitution" that should in its intentions pave the way for a genuine constitutional monarchy in Morocco. "Moroccan exceptionalism," as the paper concludes, is not the description of a "final" political situation; rather, it is merely "a phase" in the political life of a country undergoing transition. It is then the outcome of this "phase" that will determine whether "exceptionalism" takes on a positive or a negative meaning and whether the two contrasting narratives about "exceptionalism" can ultimately be reconciled.

Abstract:
While rulers in the Maghreb and the Gulf have long engaged one an-other, until recently neither region held essential strategic importance for the other. Now, several GCC countries are seeking greater influence around the region, including in the Maghreb. Gulf countries have demonstrated their growing interest in the Maghreb through aid and investment, though aid disbursements have been slow to materialize. Tunisia, Libya, Morocco and Algeria all have delicate relationships with the Gulf that intersect with domestic politics, debates over Islam and authority, concerns about instability, the need for stronger economic growth, and aversion to foreign interference. Promoting constructive GCC-Maghreb relations will be most feasible on the economic front. Successful management of enduring tensions will not ensure political and economic stability, but it will make that stability much more likely.

Abstract:
Since the beginning of the Arab Spring, the so-called 'Turkish model' has become a key ingredient of the discourse of democratization in the Middle East. In this study, first, the assumption of the necessity of a 'model' for the emerging democracies in the Middle East will be discussed. This will be followed by a comparative analysis of the Turkish and Iranian models because of their potential to affect the policies of emerging states in the region. The study will acknowledge the fact that the full application of the model may not be possible, however, I will conclude that the Turkish model is much more applicable to the emerging democracies in Tunisia and Egypt than the Iranian model and it has a lot to offer to those societies in terms of guidance in areas such as the state-religion relations, economic development, and democracy building.

Piecing together the nascent political picture in Libya is essential to understanding the current roadblocks to democracy. Unlike Egypt, no single party, force, or personality anchors the political scene. Unlike Tunisia, no coalition provides a gauge of the relative strength of political groups. In Libya, where parties were banned even before the reign of Muammar al-Qaddafi, post-revolution politics remain fluid, loyalties fleeting, and ideological fault lines less defined than in its North African neighbors. Nevertheless, ten months after the country's first free elections, an early snapshot of the contemporary political scene is coming into focus.

The regime of Bashar al-Assad in Syria has been demonstrating a relatively high level of tenacity amid the proxy war raging in the country for over two years now. Indeed, the authoritarian regime in Tunisia folded up in two weeks; the Mubarak regime in Egypt, in slightly over four weeks; the Colonel Qaddafi regime collapsed after six months of NATO strikes. Russian expert Prof. Edouard Ozhiganov has offered a methodologically exact comment: “Any political regime can be described as stable to the extent to which it can neutralize inside and outside pressure using its own resources and instruments.”
