- Leaders in Taipei and Beijing continue to pursue improved cross-Strait relations despite political pressures and domestic criticism. The initial agreements are being implemented and behind-the-scenes negotiations are laying the ground for a second tranche of agreements when ARATS Chairman Chen Yunlin visits Taiwan in late October or early November. The Beijing Olympics occasioned some tensions over terminology until the leadership in Beijing stepped in to craft a satisfactory solution. Taipei's modest proposal at the UN aimed at participation in UN specialized agencies was rejected by Beijing. However, a debate is underway in Beijing on how to address Taipei's demand for increased international space and the Ma administration remains hopeful that Beijing will eventually devise a more forthcoming response. On October 3, the Bush administration notified Congress of a $6.5 billion arms package for Taiwan.

374. The EU's Foreign Policy after the Fifth Enlargement: Any Change in Its Taiwan Policy?

- Abstract:
- On 1 May 2004, the world witnessed the largest expansion in the history of the European Union (EU). This process has lent new weight to the idea of an expanded EU involvement in East Asia. This paper will examine the question of whether there has been a change in the EU's foreign policy with respect to its Taiwan policy after the fifth enlargement. It analyses the EU's policy statements on Asia and China to find evidence. The political behaviour of the EU has not changed, although there has been a slight modification in rhetoric. The EU – notwithstanding its claim to be a global actor – currently continues to keep itself out of one of the biggest conflicts in East Asia. The new members' interests in the East Asia region are too weak to alter the EU's agenda, and their economic priorities are rather linked to the programmes of the EU than vice versa.

- In late March 2007, arrests by Densus 88, the police counter-terror unit, netted seven detainees in Central and East Java (an eighth was killed); a huge cache of explosives and weaponry; and documents that seemed to suggest a new military structure for Jemaah Islamiyah (JI), the region's largest jihadist organisation. The arrests followed directly from information obtained from operations in Poso, Central Sulawesi, in late January.

- The competition between China and Taiwan for diplomatic recognition is destabilising island states in the South Pacific, making Pacific politics more corrupt and violent. Solomon Islands offers the clearest evidence of what happens to an island state that becomes a battleground in this contest. Australia is in the front line in the South Pacific. Australia is budgeting billions of dollars for aid and governance in the South Pacific over the decade. Australia's aims in the region will bring it into sharper conflict with the interests being pursued by China and Taiwan.

- President Richard M. Nixon reached out to the People's Republic of China thirty-five years ago to advance U.S. strategic interests by balancing the Soviet Union and reinforcing the split between two former communist allies. Nixon and his national security adviser, Henry Kissinger, briefed the Chinese on Soviet forces arrayed against China and also discussed the Vietnam War and Taiwan. Nixon and Kissinger sought to change the global U.S. stance from confrontation to détente and to extricate the United States from the Vietnam War. Their mission shifted the globe's geopolitical landscape.

- President Vladimir Putin's visit to China in March 2006 was in many respects a spectacular success. The Russian delegation was the largest and most diverse in post-Soviet times. The number of agreements, 29, represented a record in the history of the relationship. And the atmosphere was the most positive of any of Putin's overseas trips. Surveying the landscape of the relationship, there seems nothing not to like. The 4,300 km common border has finally been demarcated in its entirety; Moscow and Beijing agree on practically every regional and international issue of consequence – Chechnya, Taiwan, Iraq, Iran. Official trade has multiplied nearly six-fold during Putin's presidency; and the first ever Sino-Russian joint military exercises took place in August 2005.

- The Chinese arms embargo issue has gone beyond Sino-European bilateral relations to become a matter of significance - and concern - for East Asian and US policymakers. Thus, an eventual solution depends not only on the interplay between EU and Chinese policymakers' interests and considerations, but is now interconnected with China's domestic developments and regional posture, the security concerns of China's neighbours (especially Japan and Taiwan), the evolution of US-China relations and transatlantic relations.

380. The United States and ASEAN-China Relations: All Quiet on the Southeast Asian Front

- While the overall security situation in Southeast Asia is something of a mixed bag with grounds for both optimism and pessimism, one of the most encouraging trends in recent years has been the development of the Association for Southeast Asian Nation's (ASEAN) relations with major external powers. Relations between China and ASEAN in particular have demonstrated a marked improvement over the past decade, thanks to a combination of burgeoning economic ties, perceptions of China as a more constructive and responsible player in regional politics, and Beijing's “charm offensive” toward Southeast Asia. Overall, the development of ASEAN-China relations poses few security challenges to the United States: Good relations between China and ASEAN enhance regional stability, and a stable Southeast Asia is clearly in America's interests, especially with Washington focused on events in the Middle East. Although ASEAN-China relations are very positive, this does not necessarily mean the United States is losing influence in Southeast Asia, or that ASEAN members are “bandwagoning” with China. In fact, they are hedging by keeping America engaged and facilitating a continued U.S. military presence. While ASEAN-China relations are relatively benign today, several sources of potential friction could create problems in Sino-U.S. relations: these are Taiwan, Burma, and the South China Sea dispute. This monograph examines each of these scenarios in turn.
