Abstract:
In the first decade of the 21st Century there has been increasing awareness of environmental issues and recognition that these are now global in scope. This has occurred for many reasons and is perhaps best epitomized in the global warming discussion. The dramatic rise of China and India, in particular, has reoriented the debate about the sustainability of the current trajectory of fossil fuel usage and environmental degradation. Put quite simply, if the economic growth of China, initially, and then India were to follow the historical trajectory of fossil fuel energy usage and resource consumption that Japan, Taiwan, and Korea followed, the environmental impacts would be nothing short of monumental.

Abstract:
The economic crisis of 2008–09 is the second major crisis in just over a decade that Asia has endured. Unlike the Asian crisis of 1997–98, however, the current crisis originated mainly in the West. Asia's excessive reliance on net exports as the principal driver of economic growth since the 1997–98 crisis rendered it especially vulnerable to external shocks, and most Asian countries have paid dearly. The more open the economy, the more vulnerable it is to such shocks. The newly industrialized Asian economies (Singapore, Hong Kong, South Korea, and Taiwan), which are among the most open and dynamic in the world, are expected to contract by about 6 percent in 2009.

Abstract:
China has become Taiwan's most important export and investment destination. This phenomenon is puzzling to realism as concerns for security externalities should discourage commerce between adversaries. Liberalism also has difficulty in accounting for this phenomenon because an absence of facilitative institutions should discourage commerce across the Taiwan Strait. This paper applies recent theoretical development on credible communication to this seemingly baffling situation. Whereas it has been suggested that commercial ties enable states to signal resolve short of military demonstration, I argue that these ties can also be used to credibly communicate reassurance and commitment to peaceful cooperation.

Abstract:
This book highlights the shifting power structure of Northeast Asia. In the introduction, the editor considers a variety of issues in perspective, and power transition, economic interdependence, and democratization are viewed as key concepts in analyzing the radical transformation of the region. The impact of rising China on the power balance of the region is substantial, and the dynamic growth of the economy and the resulting growth of interdependence are the distinguishing characteristics of the region. The region is witnessing an ongoing process of democratization, possibly inviting an unpredictable future. While realistic predictions tell us that these dynamic changes will bring about armed conflicts among nations, the authors however conclude that power politics in Northeast Asia indicates 'an uneasy but resilient “equilibrium” of spatially and temporally asymmetric power relations' (p. 279). This equilibrium is termed uneasy because two elements of revisionism stand out, one being the Korean Peninsular and the other being Sino-Taiwan relations. The players involved all have unilateral revisionist incentives, but the likelihood of small crises escalating into major armed conflicts is remote, and their 'hedged engagement' strategy should control tensions and not allow them to spiral.

345. Where Minds Meet: The "Professionalization" of Cross-Strait Academic Exchange

Abstract:
In international relations, transnational academic exchange or, more generally, cultural exchange is usually seen as a function of the quality of bilateral relations. As a variety of public diplomacy intended to win the “hearts and minds” of intellectuals in another country, the development of educational exchanges depends on the twists in foreign policy. Academic exchange across the Taiwan Strait commenced in the late 1980s, directly after the lifting of the travel ban, and had gathered momentum by the mid-1990s. It even accelerated further after the inauguration of the pro-independence Chen-government in Taiwan in 2000, creating the “paradox” of the expansion of social contacts in times of frosty political relations. One possible explanation for this is that due to the rather unique situation in the Taiwan Strait people-to-people exchanges between Taiwan and mainland China have been officially promoted as a substitute for official contacts. What is often neglected by analysts of cross-Strait relations, however, is the fact that academic exchange is also a response to the global pressure to internationalize higher education. Within this two-dimensional framework (international relations and the internationalization of higher education), cross-Strait academic exchange has been developing its own dynamic. The outcome has been an increasing amount of nonofficial communication and the growing “professionalization” (in the sense of the academic profession) of academic exchange.

Abstract:
Three warships sailed through the Straits of Malacca in December last year, en route to a milestone in recent Chinese military history. Joining the United Nations-backed international naval force in the Gulf of Aden, China sought to protect its global economic interests with military power for the first time. It is not, however, Beijing's only step toward a more proactive security policy beyond the Strait of Taiwan. China is gradually paving the way for a more prominent presence as a global military player by strategizing, training, and modernizing its military hardware.

Abstract:
This article looks at Taiwan's policy towards religion to show that non-Western societies can also achieve what Alfred Stepan called a “twin toleration” wherein the state does not intervene in religious affairs, and religion does not seek to control the state. The paper shows the sets of constraints in which policy-makers struggling for an adequate way to deal with religion operate. They have to choose among a variety of models in democratic societies, to take into account the legacy of the authoritarian era, and to consider the specificities of Taiwan's situation, influenced by a Chinese cultural heritage, Japanese colonialism and observations from other parts of the world. The paper then describes how these constraints have influenced the major stages in the evolution of relations between state and religions in Taiwanese society and then argue that the state had yet to reach a consensus up until 2008 on the legislation of religion because of disagreements between different religious actors.

Abstract:
China's Taiwan policy has been one of coupling intimidation (the “stick” approach) with coercion (the “carrot ” approach), a policy mix which, in the near term, is not likely to change, as is evidenced by the passage of the “Anti-Secession Law” in March, 2005. However, un- der Hu Jintao, the focus has been on pragmatism. The warm atmosphere that presently reigns in the Taiwan Strait area is unprecedented. Further talks are expected before the two cross-Strait leaders are slated to step down, simultaneously, in 2012. An era of reconciliation and negotiations has dawned. For the first time there is consensus regarding norms of interaction between the two sides. Cross-Strait relations have stabilized after years of tumult. More open, stable and predictable cross-Strait relations are in the interests of both sides. Difficulties surely lie ahead, but they will be dealt with in a different manner than what has been witnessed in the past.

Taiwan is a great success story. It is a prosperous, thriving democracy living at peace—and it wants to remain at peace. A recent poll shows that more than 90 percent of Taiwanese support maintaining the “status quo,” meaning principally that an overwhelming majority of the island's citizens wants to avoid a conflict with the mainland if at all possible while retaining their de facto sovereignty.

Abstract:
Since 1979, foreign- and security-policy-making and implementation processes have gradually and substantially changed. New modes of operation that have consolidated under Hu Jintao, actually took shape under Jiang Zemin in the 1990s, and some, under Deng Xiaoping. While the military's role has diminished, that of diplomats, experts, and bureaucracies dealing with trade, international economic relations, energy, propaganda and education has increased. Decision making in this area has remained highly centralized and concentrated in the supreme leading bodies of the Chinese Communist Party (CCP). However, China's globalization and decentralization, as well as the increasing complexity of its international interests, have intensified the need to better coordinate the activities of the various CCP and state organs involved in foreign and security policy; hence, the growing importance of the CCP leading small groups (foreign affairs, national security, Taiwan, etc.). But the rigidity of the current institutional pattern has so far foiled repeated attempts to establish a National Security Council.
