281. Development vs. Environment in Taibei

Abstract:
Although Taiwan arguably needs civil and official collaboration non environmental protection, the implementation of an efficient system of environmental regulations has often been hindered by the many actors involved in the process of environmental governance (state, economic actors, civil society, media), whose interests are divergent. Consequently, there is no uniform, homogeneous authority for environmental governance but rather a variety of official and less official agents of authority whose interests and powers overlap and compete. In this paper we will introduce a case study dealing with the controversy surrounding the construction of an alternative road connecting Danshui with Taibei City (namely, the Danshui North Shore Road Project, Danbei daolu) to elucidate what the key influences are that govern environmental power dynamics between different agents with conflicting (or, sometimes, colluding) interests and how these multiple levels of interaction are negotiated by the various players. Our hypothesis holds that although environmental policies are, for the most part, mandated from the top, at the local level their implementation can be bypassed, altered or stalled by these various agents.

Abstract:
President Ma's inaugural mentioned no new initiatives, confirming that this would be a year for consolidating relations rather than making breakthroughs in cross-strait relations. While Beijing understands Ma's domestic position, it continues nudging Taiwan to move beyond economic issues. The 8th ARATS-SEF meeting in August finally concluded the long-stalled investment agreement, but only by finessing key contentious issues. Debates within the DPP over its policy toward Beijing continue. However, initial decisions by new DPP chairman Su Tseng-chang indicate that the party is not yet willing to adjust its policy. President Ma has taken steps to underline ROC claims to the Diaoyutai Islands..

Abstract:
This article examines China's and Taiwan's humanitarian assistance to Haiti, as well as the extent to which China and Taiwan – as non- Development Assistance Committee (DAC) donors – adhered to the DAC-established humanitarian assistance architecture. It argues that China's and Taiwan's emergency aid was comparable with the DAC donorship in terms of its declaratory commitment to altruism and the pursuit of strategic objectives. Both Beijing and Taipei considered cross-Strait relations and domestic and international public opinion when strategizing emergency aid. The primacy of politics determined a divided China's modalities of aid, funding levels, and institutional framework. The article concludes that strategic considerations – including cross-Strait politics, a suspension of cross-Strait diplomatic rivalry notwithstanding – are at least as significant as altruism in driving China' s and Taiwan's humanitarian assistance.

Abstract:
There is no doubt that the United States has been a dominant economic power in the world. U.S. troops are deployed in the various corners of the world, and their military presence is often a strong force in propping up the status quo or a peaceful co-existence, possibly and hopefully more peaceful than otherwise. The U.S. has held an important role in the international system as a military power. But also in an economic sense, the U.S. has been a dominant leader. As a major consumer market and an investor, U.S. influence on the global economy is significant to say the least. This is especially true in East Asia. Through military alliance and economic aid, the U.S. crafted close relationships with East Asian countries and influenced their domestic policymaking. For example, as a provider of military and economic stability, the U.S. wielded much influence on domestic macroeconomic policies of Korea and Taiwan during the early industrialization years of 1950s-60s. The economic aid came with conditions, and Korea and Taiwan complied. Although explicit economic aid stopped in the late 1960s, other forms of assistance, for example loans, grants and technology transfers continued, and more importantly security alliances remained strong. The U.S. still holds much influence over Korea and Taiwan, as a military ally and a major trade partner. In the present day, Korea and Taiwan closely peg their currencies to the U.S. dollar and hold large currency reserves in dollars. As a result, macroeconomic stability of Korea and Taiwan depends largely on the stability of the dollar. In this way, the dollar’s influence on Korea and Taiwan is quite significant. Similar to but also different from the way that Korea and Taiwan depended on U.S. economic aid, they again depend on the dollar to anchor economic stability.

The widespread modernization of Asian air forces is changing the strategic landscape in the Asia-Pacific. The United States, South Korea, Taiwan, Australia, Singapore, and India are all engaged in upgrading their military’s fighter fleets as security competition in the region is on the rise. Among Asia’s burgeoning air force modernization programs, the most important to U.S. security (apart from America’s own) is that of the Japan Air Self-Defense Force (JASDF) — Tokyo is the United States’ closest Asian ally and U.S.-Japan alliance is the lynchpin of America’s alliance structure in the region.

Abstract:
The pace of progress in cross-strait relations has slowed as agreement continues to take longer than anticipated. A medical and healthcare agreement was signed in December, but consensus on an investment protection agreement was not reached and establishment of the Cross-strait Economic Cooperation Committee (CECC) has been delayed. The mayoral elections in November saw the opposition Democratic Progressive Party (DPP) receiving more votes than the ruling Kuomintang (KMT). Both parties are now gearing up for the presidential election in March 2012. Consequently, campaign politics in Taiwan and jockeying in preparation for the 18th Party Congress in Beijing will dominate the way Beijing, President Ma Ying-jeou, and the opposition in Taiwan approach cross-strait issues in the year ahead.

Abstract:
Since the mid-1990s, China's military modernization has focused on deterring Taiwan independence and preparing for a military response if deterrence fails. Given China's assumption of U.S. intervention in a Taiwan conflict, the People's Liberation Army (PLA) has been developing military capabilities to deter, delay, and disrupt U.S. military support operations. The 2008 election of Taiwan President Ma Ying-jeou, however, has contributed to improved cross-strait economic and political cooperation and dramatically reduced the threat of Taiwan independence and war across the Taiwan Strait. Cooperation has included full restoration of direct shipping, flights, and mail across the strait, Taiwan's participation in the World Health Assembly, regularized cross-strait negotiation mechanisms that have already reached several agreements, and the recent signing of the Economic Cooperation Framework Agreement.

In the fall of 2006, as Deputy Assistant Secretary of State for Central Asia, I wandered through a bazaar in Kara-suu on the Kyrgyz—Uzbek border. The bazaar is one of Central Asia's largest and a crossroads for traders from across the volatile Ferghana Valley Kyrgyz, Uzbeks, Tajiks, and many others. But most remarkably, it has become home to nearly a thousand Chinese traders from Fujian, a coastal province some 3,000 miles away, lapped by the waters of the Taiwan Strait.

Abstract:
In the pre-1971 period, "One China" for Turkey was the Republic of China in Taiwan and the two countries were in cooperation against communist expansion. However, in 1971, though being reluctant for the expulsion of Taiwan from the United Nations, Turkey recognized People's Republic of China as the sole legal representative of China and pursued the "One China" policy in that respect. Thus, in the post-1971 period, Turkey's relations with Taiwan have continued only in terms of economy, trade and culture without recognizing it as an independent political unit. Beginning from early 1990s, Turkey began to take initiatives to increase its trade cooperation with Taiwan.
