- This book highlights the shifting power structure of Northeast Asia. In the introduction, the editor considers a variety of issues in perspective, and power transition, economic interdependence, and democratization are viewed as key concepts in analyzing the radical transformation of the region. The impact of rising China on the power balance of the region is substantial, and the dynamic growth of the economy and the resulting growth of interdependence are the distinguishing characteristics of the region. The region is witnessing an ongoing process of democratization, possibly inviting an unpredictable future. While realistic predictions tell us that these dynamic changes will bring about armed conflicts among nations, the authors however conclude that power politics in Northeast Asia indicates 'an uneasy but resilient “equilibrium” of spatially and temporally asymmetric power relations' (p. 279). This equilibrium is termed uneasy because two elements of revisionism stand out, one being the Korean Peninsular and the other being Sino-Taiwan relations. The players involved all have unilateral revisionist incentives, but the likelihood of small crises escalating into major armed conflicts is remote, and their 'hedged engagement' strategy should control tensions and not allow them to spiral.

- Since 1979, foreign- and security-policy-making and implementation processes have gradually and substantially changed. New modes of operation that have consolidated under Hu Jintao, actually took shape under Jiang Zemin in the 1990s, and some, under Deng Xiaoping. While the military's role has diminished, that of diplomats, experts, and bureaucracies dealing with trade, international economic relations, energy, propaganda and education has increased. Decision making in this area has remained highly centralized and concentrated in the supreme leading bodies of the Chinese Communist Party (CCP). However, China's globalization and decentralization, as well as the increasing complexity of its international interests, have intensified the need to better coordinate the activities of the various CCP and state organs involved in foreign and security policy; hence, the growing importance of the CCP leading small groups (foreign affairs, national security, Taiwan, etc.). But the rigidity of the current institutional pattern has so far foiled repeated attempts to establish a National Security Council.

- Asia has enjoyed a remarkable climate of peace and security in the post-Cold War era. However, there is much that could have gone wrong. Tensions on the Korean peninsula, in the Taiwan Straits, between China and India, India and Pakistan – the hot spots and fault lines of tension are well known and warily watched. Rarely has serious conflict erupted, though. The last major 'conventional' conflict in Asia was the 1979 Soviet invasion of Afghanistan, though smaller wars have been fought between states in Kashmir and along the Chinese border with Vietnam. The region is also wracked by protracted internal disputes that generate sustained fears for internal security and destabilized inter-state relations. All the same, for a region that lacks the kind of sophisticated collective security arrangements that have kept the northern hemisphere at peace for the past sixty years, Asia's security environment is remarkably benign.

- In late March 2007, arrests by Densus 88, the police counter-terror unit, netted seven detainees in Central and East Java (an eighth was killed); a huge cache of explosives and weaponry; and documents that seemed to suggest a new military structure for Jemaah Islamiyah (JI), the region's largest jihadist organisation. The arrests followed directly from information obtained from operations in Poso, Central Sulawesi, in late January.

- China is primarily interested in concentrating on trade and economic development and therefore wants an international environment conducive to continued economic growth. Even with recent defense budget increases, China's ability to project power beyond its borders will be extremely limited for a long time to come. There is a real risk of conflict between the United States and China over Taiwan, and U.S. policy needs to be aimed at avoiding such a conflict.

- Within a day of arriving at the United Nations John Bolton, the former lobbyist for Taiwan and advocate for one permanent seat on the Security Council, the United States, had cut a deal with the Chinese representative. China wants to stop an additional permanent Security Council seat for Japan. The United States had promised Japan its support in return for its loyalty over Iraq, but hated Germany more than it loves Japan. So the two agreed to thwart the attempt by the G-4 (Brazil, Germany, India, and Japan), to secure permanent seats during the current reform proposals.

- With China's declaration of an anti-secession law, Washington has received a timely if unwelcome reminder of the depth of Beijing's determination to retake Taiwan and the reality of geopolitical rivalry in East Asia. Contrary to the crisis-management mentality that too often has governed U.S. China policy, however, the anti-secession law represents an important strategic blunder by Beijing and an important opportunity for the United States—one that, if properly managed, could actually advance American interests in the region more than anything U.S. policy planners would otherwise hatch on their own. After four years in which the White House was preoccupied with more pressing problems in the greater Middle East, the Bush administration should now take advantage of its second term to align U.S. strategy for the Asia-Pacific region with the fundamental tenets of the Bush Doctrine and develop a new framework for its relations with Beijing and Taipei.

- THE TAIWAN STRAIT IS ONE OF THE TWO PLACES in the Asian Pacific where a major war could break out; the other place is the Korean Peninsula. For over fifty years, the People's Republic of China (PRC) and the Republic of China (ROC, or Taiwan) have maintained an uneasy peace across the Strait, punctuated by brief periods of limited conflict or by occasional military displays. The PRC insists that Taiwan is a part of China and asserts that the island must one day be reunited with the mainland. Until the early 1990s, the ROC government also viewed Taiwan as an integral part of China and insisted on eventual reunification, albeit under the Chinese Nationalist flag. But in recent years, with democratization opening the system to native Taiwanese, public support for independence has grown, as has the alarm in Beijing. As tensions have grown and the prospect of the resumption of a cross-Strait understanding regarding Taiwan's status has become more remote, stability has depended primarily on military deterrence. For China, such deterrence aims to prevent the final consolidation of Taiwan's separate status. For Taiwan (and the United States), it aims at preventing China from using force to compel reunification on Beijing's terms.
