Abstract:
Syrian diplomacy, crowned last November by the re-establishment of bilateral relations and in January by the first state visit of an Iraqi president to Syria in nearly 30 years, seeks to promote Damascus's strategic interests amidst Iraq's continuing violence. Syria initially favored the "managed chaos" that characterized Iraq in the several months following the U.S. invasion because it kept U.S. troops "pinned down" and therefore unlikely to invade Syria. However, the past year's dramatic escalation in sectarian violence, coupled with fears of Iraq's potential disintegration, has impelled Syria to seek greater stability in Iraq. In particular, Damascus has signaled its displeasure with Iraqi Kurdish autonomy, which has emboldened Syria's Kurdish population, estimated at 1.7 million.

Abstract:
The recent rapprochement between Turkey and Syria is an important development in the regional politics. An analysis might give a clue to systemic and domestic dynamics interacting to lead to lasting amicable relations between the two states. Naturally both countries are motivated by changing regional and international forces. The article looks at the dynamics of rapprochement between two states. Major issues, such as the role of new international environment, the role of Iraqi crisis are also analyzed in the same vein.

Professor Rubin, a visiting fellow at the Institute, is director of the Global Research in International Affairs (GLORIA) Center, editor of the Middle East Review of International Affairs (MERIA), and author of the just-released book The Truth about Syria (Palgrave). Mr. Kattouf, a former U.S. ambassador to Syria and the United Arab Emirates, is president and CEO of AMIDEAST, a nonprofit group dedicated to enhancing educational links between the United States and the Middle East. In the coming weeks, Syria will participate in two important regional conferences. On March 10, it will join Iraq's other neighbors and the five permanent members of the UN Security Council in Baghdad. On March 28-29, it will participate in the Arab League summit in Riyadh. Syria's detractors continue to criticize Damascus for failing to seal the border with Iraq and for meddling in Lebanese internal affairs in violation of UN Security Resolution 1701. Of equal importance is the downturn in Syria's relations with Saudi Arabia and Iran. Last week's Saudi-Iranian summit has Damascus worried about its role in Lebanon and the possibility of an international tribunal on the assassination of former Lebanese prime minister Rafiq Hariri, a crime for which Syria is widely believed to be responsible. Will the upcoming conferences give Syria a chance to improve its regional standing, or will its isolation continue?

On February 20, the Lebanese cabinet—with a Hizballah-led opposition boycott—extended the term of the UN commission investigating the February 2005 assassination of former prime minister Rafiq Hariri. While the commission's work can now continue for as long as one more year, any future decision about organizing an international tribunal to try those indicted for the murder remains hostage to a vote—requiring the opposition's assent—in the paralyzed Lebanese parliament. Meanwhile, Hizballah continues to press its demand for increased political power within a “national unity” government, threatening civil disobedience should its demands not be met.

Abstract:
This paper builds on a new database (PRIVMEDA) in order to assess the progress of the privatisation process in the MEDA countries of Algeria, Egypt, Israel, Jordan, Lebanon, Malta, Morocco, Syria, Tunisia and Turkey. The first part of the paper offers an overview of the privatisation record from 1990 to 2006. It shows that, as in other parts of the world, the first wave of privatisations in the 1990s, which focused almost exclusively on profit-making enterprises in the tourism, transport, food and construction material sectors, slowed down towards the early 2000s and rebounded in 2005 when larger utilities where earmarked for sale. The second part of the paper assesses the outcome of the privatisation process in light of three key objectives: fiscal proceeds, economic efficiency and the development of the local private sector. It concludes that privatisation in the MEDA region can successfully promote efficiency and private sector development only when embedded in a package of measures, including the setting up of a proper regulatory framework, the improvement of the business climate and the liberalisation of financial markets.

909. Reform in Syria: Steering between the Chinese Model and Regime Change

Abstract:
The issue of political reform in Syria straddles the line between reform of political institutions and removal from power of a particular regime and entails both domestic and external actors. The regime of Bashar al-Asad is under pressure from Syrian citizens who want a different political system and different leadership. He is also under pressure from the United States, which wants Syria to change its regional policy: stop intruding in Lebanese affairs, reduce support of Palestinian groups, and make a bigger effort to prevent infiltration of radical Islamists into Iraq. As a result, it is impossible to separate completely a domestic process of political reform from the external pressures. The two are entangled to a much greater extent than in any other country in the region except Iraq, and the analysis that follows reflects this entanglement.

The ongoing popular challenge to the pro-Western Lebanese government of Prime Minister Fouad Siniora marks yet another setback in the Bush administration's attempt to impose a new order on the Middle East more compatible with perceived U.S. strategic interests. The success of the nonviolent people power movement against Syria's overbearing role in Lebanese politics during the spring of 2005dubbed the Cedar Revolutionwas an impressive triumph of popular democratic forces, forcing the withdrawal of Syrian forces and enabling the country to proceed with parliamentary elections without Syrian interference. However, despite claims by the Bush administration to the contrary, the electionswhich, like all Lebanese elections, took place under the country's colonially-imposed confessional representation systemdid not constitute a victory for reformers. Instead, the victors were primarily a group of corrupt pro-Western elite politicians from the same traditional political families who have ruled the country since independence. Their credibility among the Lebanese people was reduced further this summer when the United States rejected their pleas to use its considerable influence to stop Israel's brutal 35-day military assault against their country which took the lives of more than 1,000 civilians and caused billions of dollars of damage to the country's civilian infrastructure.
