Most recently, the Israeli spy agency is suspected of pulling off the identification and penetration of a nearly-completed Syrian nuclear reactor previously unknown to Western intelligence services, as well as the assassination of Hezbollah arch terrorist Imad Mughniyeh.

Abstract:
Georgia is a multilingual and multi-ethnic society. A large number of minority languages are spoken in Georgia, including Abkhazian, Ossetian, Azeri, Armenian, Russian, Ukrainian, Kurmanji (Kurdish), Chechen (Kist), Ottoman Turkish, Pontic Greek, Syriac, Avar, Tsova-Tush and Udi. In addition, four distinct languages are spoken by the majority Georgian population -- Georgian, Megrelian, Svan and Laz -- although these are basically vernacular languages that are not normally written. According to Article 8 of the Georgian constitution, the official state language is Georgian, and in Abkhazia, also Abkhazian. Most minority languages are spoken only in certain regions of the country.

863. EU Democracy Promotion in the Mediterranean. Cooperation against All Odds?

Abstract:
Focusing on the Euro-Mediterranean relations since the early 1990s, this paper investigates in how far the EU has been able to shape its relations with third countries according to its democracy promotion policy. The paper traces the evolution of the EU's provisions for democracy promotion and compares the implementation of political dialogue and democracy assistance with seven (semi-)authoritarian regimes (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, and Tunisia) since the early 1990s. A clear regional trend to more intensive cooperation lends credibility to the claim that the EU possesses a certain agenda setting power in international relations. A systematic comparison across countries and over time explores the explanatory power of interdependence, political liberalisation, and statehood for the remaining country variation. The paper finds that the degree of political liberalisation in target countries is the most important scope condition for cooperation in the field of democracy promotion and points to the need of further investigating (domestic) factors to account for the EU's differential 'normative power' in international relations.

As most of you already know,? there are many things that we in the intelligence community don't talk about. How's that for an understatement? Here's one thing you might not know about our work, however: our most privileged document, one of the things that, in a community of tens of thousands of people, is read by only a handful. It is called the President's Daily Brief, or PDB. It's the daily intelligence summary that the Office of the Director of National Intelligence prepares for the president. Whenever the president is in town, Director McConnell usually briefs him. About 20 percent of the time, I do it. Each morning, six days a week, one of us goes to the Oval Office with a few subject-matter expert briefers to lay out issues of concern around the world, as best we know them, from the top of the intelligence community. They are based on some of our best collection capabilities, coupled with our most exacting analysis.

On May 21, after five days of mediation, Qatari officials announced a compromise solution to the Lebanese crisis between the pro-Western government and Hizballah-led opposition backed by Iran and Syria. According to preliminary reports, the negotiations centered on presidential elections and electoral reform, yet avoided the critical issue of Hizballah's weapons. Although details are still emerging, the broad outline of the agreement suggests that Hizballah has translated, at least temporarily, its May 7 military victory into a political victory. But given the potential outcome of the 2009 parliamentary elections, the Shiite group's victory may be short lived.

For Hizballah and Damascus, however, the loss of Mughniyeh -- who was a brilliant military tactician, a key contact to Tehran, and a successful political leader -- is a severe blow to their ongoing activities and operations.

869. Half Full or Half Empty: Assessing Prospects for Peace in Lebanon

On the surface, peace has broken out in Lebanon, bringing to an end the 18-month political impasse between the governing March 14th coalition and opposition March 8th parties. Following a week of sectarian violence in Beirut, Tripoli and the Chouf mountains—the worst since the end of Lebanon's 15-year civil war in 1990—the opposing sides agreed to undertake talks in Qatar to resolve their longstanding political stalemate. The Qatari-sponsored Doha Accord that broke the logjam paved the way for the May 25 election of former Army Commander Michel Suleiman as a consensus president, to be closely followed by the formation of a national unity government and the adoption of a revised election law. The re-invigoration of Lebanon's political institutions, the opening of parliament and ending of the presidential vacuum are welcome signs of a return to what passes for normalcy among Lebanon's confessional elites; they are not however a return to the status quo ante. For many months Arab League Chairman Amr Moussa, like French Foreign Minister Bernard Kouchner, had tried to cajole the Lebanese belligerents into a compromise deal based on the much-vaunted concept of "no victor, no vanquished". These efforts failed. The fact that Doha succeeded where others did not is a clear indicator that there were indeed winners and losers. Therein lies the potential for future conflict.

870. Iraq after the Surge I: The New Sunni Landscape

Against the odds, the U.S. military surge contributed to a significant reduction in violence. Its achievements should not be understated. But in the absence of the fundamental political changes in Iraq the surge was meant to facilitate, its successes will remain insufficient, fragile and reversible. The ever-more relative lull is an opportunity for the U.S. to focus on two missing ingredients: pressuring the Iraqi government to take long overdue steps toward political compromise and altering the regional climate so that Iraq's neighbours use their leverage to encourage that compromise and make it stick. As shown in these two companion reports, this entails ceasing to provide the Iraqi government with unconditional military support; reaching out to what remains of the insurgency; using its leverage to encourage free and fair provincial elections and progress toward a broad national dialogue and compact; and engaging in real diplomacy with all Iraq's neighbours, Iran and Syria included.
