- The 1982 Convention on the Law of the Sea—the instrument that created the overarching governance framework for nearly three-quarters of the earth's surface and what lies above and beneath it—has been signed and ratified by 156 countries and the European Community, but not by the United States. The Law of the Sea Convention, with annexes (hereafter in this report referred to as the “convention”), and the 1994 agreement on its implementation have been in force for more than a decade, but while the United States treats most parts of the convention as customary international law, it remains among only a handful of countries—and one of an even smaller number with coastlines, including Syria, North Korea, and Iran—to have signed but not yet acceded to the treaty.

1313. The Obama Administration Reaches Out to Syria: Implications for Israel

- In early March, two senior U.S. officials traveled to Damascus for the highest-level bilateral meeting in years, part of the new administration's policy of "engagement." Washington seeks to test Damascus' intentions to distance itself from Iran. While a "strategic realignment" of Damascus is unlikely, in the short term the diplomatic opening is sure to alleviate international pressure on Damascus. The Assad regime made no secret of its preference for Barack Obama last November. At the same time, Syrian regime spokesmen appear to be setting preconditions for an effective dialogue, saying Washington would first have to drop the Syria Accountability Act sanctions and remove Syria from the list of State Sponsors of Terrorism. U.S. diplomatic engagement with Syria comes at a particularly sensitive time, just a few months before the Lebanese elections, where the "March 14" ruling coalition faces a stiff challenge from the Hizbullah-led "March 8" opposition, and Washington has taken steps to shore up support for its allies. Should the U.S. dialogue with Damascus progress, Washington might consent to take on an enhanced role in resumed Israeli-Syrian negotiations. However, U.S. participation on the Syria track could conceivably result in additional pressure for Israeli concessions in advance of any discernible modifications in Syria's posture toward Hizbullah and Hamas. Based on Syria's track record, there is little reason to be optimistic that the Obama administration will succeed where others have failed. Washington should not necessarily be faulted for trying, as long as the administration remains cognizant of the nature of the regime. Damascus today remains a brutal dictatorship, which derives its regional influence almost exclusively through its support for terrorism in neighboring states and, by extension, through its 30-year strategic alliance with Tehran.

- After the American invasion of Iraq in 2003, it became evident that Iraq's Shia majority would dominate the future government if a free election was going to be held. In 2004, Jordan's King Abdullah, anxiously warned of the prospect of a “Shia crescent” spanning Iran, Iraq, Syria, and Lebanon. This idea was then picked up by others in the Arab world, especially Egypt's President Mubarak and some elements within the Saudi government, to reaffirm the Iranian ambitions and portray its threats with regard to the Middle East. This article seeks to unearth the main causes of promoting the idea of a revived Shiism by some Arab countries, and argue that it was basically proposed out of the fear that what the American occupation of Iraq unleashed in the region would drastically change the old Arab order in which Sunni governments were dominant. While Iran downplayed the idea and perceived it as a new American conspiracy, it was grabbed by the Bush administration to intensify its pressures on Iran. It also sought to rally support in the Arab world for US Middle East policy in general, and its failed policy toward Iraq in particular. Thus, to answer the above mentioned question, a close attention would be paid to both the Arab and Iranian agenda in the Middle East after the overthrow of Saddam Hussein in order to establish which entities benefit most from the perception of a Shia crescent.

1315. Won't You Be My Neighbor: Syria, Iraq and the Changing Strategic Context in the Middle East

- From a strategic perspective, Syria has gained some advantages and some disadvantages since the US-led invasion of Iraq in 2003. President Bashar al - Asad, considered a callow leader five years ago, faced a testing period in 2003–06 and did more than merely survive. He withstood a threat of imminent regime change at the hands of the United States, and weathered heavy international fallout from the February 2005 assassination of former Lebanese Prime Minister Rafiq Hariri and the summer war in 2006 between Israel and Hezbollah, which Syria has long supported. Bashar has emerged a cagey geopolitical operator, able to manage a delicate strategic balance, and Syria is now stronger than it has been at any time in recent history. Yet Syria faces a number of internal challenges due to Iraq's instability. Primary among these is coping socially, economically, and politically with a huge influx of Iraqi refugees, and mitigating the effect that sectarian (Shia-Sunni) and ethnic (Arab-Kurd) conflict in Iraq has on the fragile status quo in Syria.

1316. An Israeli Strike on Iran

- Successive Israeli governments have held that a nuclear weapons capability in the region, other than Israel's own, would pose an intolerable threat to Israel's survival as a state and society. Iran's nuclear program—widely regarded as an effort to obtain a nuclear weapon, or put Tehran a “turn of a screw” away from it—has triggered serious concern in Israel. Within the coming year, the Israeli government could decide, much as it did twenty-eight years ago with respect to Iraq and two years ago with respect to Syria, to attack Iran's nuclear installations in order to delay its acquisition of a weapons capability.

- Georgia is a multilingual and multi-ethnic society. A large number of minority languages are spoken in Georgia, including Abkhazian, Ossetian, Azeri, Armenian, Russian, Ukrainian, Kurmanji (Kurdish), Chechen (Kist), Ottoman Turkish, Pontic Greek, Syriac, Avar, Tsova-Tush and Udi. In addition, four distinct languages are spoken by the majority Georgian population -- Georgian, Megrelian, Svan and Laz -- although these are basically vernacular languages that are not normally written. According to Article 8 of the Georgian constitution, the official state language is Georgian, and in Abkhazia, also Abkhazian. Most minority languages are spoken only in certain regions of the country.

- The widely discussed Syrian-Israeli peace park concept is rooted in the assumption that Syrian and Israeli "good will" for cooperation is sufficient to mobilize a long-lasting, firm peace treaty between the two countries. The current discussions on a layout for a peace park provide a description of the mechanisms that will control and maintain the park, but fail to provide the insights for how to keep these mechanisms functioning in one, five or ten years into the future. This paper argues that given the lack of stabilizing factors in an Israeli-Syrian partnership, even if negotiations succeed and an agreement is signed, the probability of failure during implementation is high.

- On September 10, after seventy-three days of trying to formulate a government, Lebanon's prime minister designate, Saad Hariri, resigned his mandate. Although Hariri's pro-West March 14 coalition secured a parliamentary majority in June elections -- and with it the right to govern -- the Hizballah-led minority rejected the cabinet he submitted to President Michel Suleiman. Now that March 14 has reelected Hariri as its candidate for premier, the stage is set for yet another showdown with Hizballah and its allies. As the process drags on, both Hizballah and March 14 are hardening their positions. Meanwhile, Syria, via the regime-controlled press, is hinting at a return to violence in Beirut. Today, on the nineteenth anniversary of the Taif Accords, which ended the civil war, Lebanon again stands on the precipice.
